The regional review for the Pilbara/Kimberley Region is now complete and I would like to thank all members of the review working group for their efforts in what has been a challenging task. In late 1987, the Minister approved a development plan for the South Coast Inshore Trawl Fishery (Fisheries Management Paper No. 13) and made a number of notices regulating trawling activities in the Recherche Archipelago. Fishing Boat Licences were subsequently ‘endorsed’ by reference to those notices. The development plan was declared to be for a period ending 31 December 1989, subject to extension for a further year if necessary. The discussion paper (Fisheries Management Paper No. 181 'A quality future for recreational fishing in the Pilbara/Kimberley Region) attracted widespread comment, with around 200 people attending public meetings in the region. In addition, 152 written submissions were received from recreational fishers, angling clubs, and other stakeholders. The Recreational Fishing Advisory Committee (RFAC) and the Pilbara/Kimberley Recreational Fishing Working Group would like to thank those people and organizations that took the time to provide this valuable feedback. In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.
The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …

The proposed effort reduction management package presented in this paper was developed in close co-operation with rock lobster industry to address the short-term sustainability concerns regarding the level of breeding stock in the northern region.
The management package does not address the serious long-term sustainability or socio-economic issues (e.g. cost pressures and related fleet capacity) facing the industry. If the fishery stays with input controls there will need to be regular reviews of the level of exploitation and its impact on the breeding stock. If exploitation increases and the breeding stock continues to decline additional fishing effort reductions in the …

Fishing activity on the Cocos is essentially unmanaged at present and there has been some condern by the local community that a number of species, such as coral trout, have declined in numbers over the last decade. This draft strategy was developed by the Western Australian Department of Fisheries who now has responsibility for managing recreational fishing on behalf of the Commonwealth Department of Transport and Regional Services.

Analysis of historical patterns of abundance of the Australian sea lion on the west coast of Western Australia suggests that the population size was greater prior to the impacts of colonization and commercial sealing/whaling between the 18th and 20th centuries. In addition, it is evident that there has been a reduction in the number of breeding sites along the west coast, particularly around the greater Perth metropolitan area. There is limited evidence of the impact of indigenous hunting on the abundance and distribution of this species. The investment in this project has resulted in a substantially more extensive set of age composition data than would have otherwise been possible. This in turn has underpinned stock assessment modeling that has provided the basis for determining that the commercial fishery for snapper in Shark Bay needed a substantial decrease the total allowable catch. The modeling was able to determine that the stock was at a low size following a period of low recruitment during the late 1990s. The suspected low recruitment, evident once the age date were collated, and anticipated negative effects on the stock were both quantitatively …

The thorny skate (Amblyraja radiata) is a large species of skate that is endemic to the waters of the western north Atlantic in the Gulf of Maine. Because the biomass of thorny skates has recently declined below threshold levels mandated by the Sustainable Fisheries Act, commercial harvests from this region are prohibited. We have undertaken a comprehensive study to gain insight into the life history of this skate. The northwest Atlantic population of thorny skates (Amblyraja radiata) inhabits an area that ranges from Greenland and Hudson Bay, Canada, to South Carolina. Despite such a wide range, very little is known about most aspects of the biology of this species. Recent stock assessment studies in the northeast United States indicate that the biomass of the thorny skate is below the threshold levels mandated by the Sustainable Fisheries Act. In order to gain insight into the life history of this skate, we estimated age and growth for thorny skates, using vertebral band counts from 224 individuals ranging in size from …

This must involve the removal of excess fishing capacity, including latent effort, from the fishery and the establishment of a dedicated commercial fishery with clear entry criteria and an appropriate limit on catch in each bioregion. Selective tidal stream transport is hypothesized as a dominant mechanism by which larvae of marine animals move through estuarine openings. For larvae moving from the shelf to estuarine habitats, selective tidal stream transport proposes that larvae are higher in the water column during flood tide and lower in the water column during ebb tide. Although a number of studies conclude that selective tidal stream transport is the mechanism responsible for larval ingress, few studies consider alternative mechanisms or consider passive explanations for tidal patterns in larval distributions. Boxfishes (Teleostei: Ostraciidae) are marine fishes having rigid carapaces that vary significantly among taxa in their shapes and structural ornamentation. We showed previously that the keels of the carapace of one species of tropical boxfish, the smooth trunkfish, produce leading edge vortices (LEVs) capable of generating self-correcting trimming forces during swimming. In this paper we show that other tropical boxfishes with different carapace shapes have similar capabilities. We conducted a quantitative study of flows around the carapaces of three morphologically distinct boxfishes (spotted boxfish, scrawled cowfish and buffalo trunkfish) using stereolithographic models and three separate but interrelated analytical …

Otolith chemistry has been successfully used to reconstruct the environmental history experienced by estuarine-dependent teleost fish, including movement between estuaries and coastal areas. However, application has been more limited in species exposed exclusively to oceanic waters, where gradients in physical and chemical properties are less extreme. To test whether otolith elemental signatures record spatial information in an oceanic species, we sampled otoliths from Patagonian toothfish (Dissostichus eleginoides) and used an inductively coupled plasma mass spectrometer (ICP-MS) coupled to a laser ablation system to target the outer otolith edges corresponding to the period immediately before capture. Many aspects of the early life history of the red lobster Panulirus interruptus are little known, including the relationship between habitat structure, food resource availability, and nutrition of juveniles. We investigated the spatial and temporal differences in food intake, diet composition, and nutritional condition of juveniles at two sites along the Pacific coast of the Baja California Peninsula (Mexico) with contrasting oceanographic and biological conditions. One site (Arvin) is located inside a protected bay, Bahia Tortugas, where the waters are cooler and temperate seagrasses and macroalgae are the dominant benthic flora. Three new species of Tegano are described, two from caves on Panglao Island, Bohol, Philippines, and one from a cave on Peleliu Island, Palau. Sriha vagabunda from Sri Lanka is reassigned to the genus Tegano based primarily on the high degree of similarity between Sriha vagabunda and species of Tegano and the fact that these species exhibit a great deal of variation in the reduction of the mandibular palp. A new species of Melita with characters intermediate between those defining the genera Abludomelita, Melita, and Paraniphargus is described from a spring on Guam. The characters of the new …

A telephone survey of Department of Fisheries' stakeholders was conducted in August 2004 in order to evaluate their perception of the Department's management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The West Australian Pearling industry is one of Australia's most valuable aquaculture industries, currently generating around $120 - $160 million annually. The majority of pearl shell used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller (120mm - 165mm DVM) shell (hereafter defined as 'culture' shell), that are more suitable for culturing of pearls, leaving larger MOP oysters (175mm+) on the pearling grounds. Barramundi nutrition research has been undertaken since 1988. Since that time the requirements for most nutrients, energy demand, ingredient utilisation and the effects of nutrition on flesh quality aspects have all been examined to varying extents.
Optimal protein content of diets has been shown to vary with diet energy density and also the size of fish which are being fed. Most studies have suggested a protein requirement from 45% to 55%. Information on the size of the recreational catch was required to address resource allocation issues between recreational and commercial crabbers in Cockburn Sound and Geographe Bay. Management measures designed to allocate more of the catch to the recreational sector were put in place prior to this study at both locations. Estimates of the recreational catch were required to evaluate the effectiveness of these new management measures by comparing the catch shares with a survey conducted in 1996/97.
