Decentralization, The Internal Revenue Allotment, And Shared Growth: An Examination Of Correlations, Ferdinand C. Maquito
Journal of Public Affairs and Development
This is a macro study on the role of internal revenue allotments in decentralization to help the Philippines achieve shared growth. The research attempted to answer two interrelated development policy questions: 1) has the Philippines achieved shared growth; and 2) does the Internal Revenue Allotment (IRA) have the potential of contributing to shared growth? Patterns of correlation were distilled from available provincial as well as national data on average income, poverty incidence, income distribution, and IRA. Correlation analysis for the second question was supplemented with an analysis of the IRA formula. Results showed that growth in the Philippines has been …

Vegetation Response To Repeated Prescribed Burning And Varied Wildfire Severity In Upland Forests On The Cumberland Plateau, Kentucky, Zachary W. Poynter

As a result of decades of fire suppression, oaks (Quercus L.) and other disturbance-dependent tree species are experiencing widespread regeneration failure. Today, fire takes the form of relatively low to moderate intensity prescribed fire, used to restore fire adapted ecosystems, and wildfires which often vary in severity. I investigated long-term changes to forest structure and composition in response to repeated prescribed burning followed by an extended period of no fire. Burning reduced total basal area, midstory stem density and sapling stem density. However, the fire-free interval significantly increased sapling layer stem densities of oaks and competitor species. Logging often reduces taxonomic diversity in forest communities, but little is known about how this biodiversity loss affects the resilience of ecosystem functions. We examined how partial logging and clearcutting of temperate forests influenced functional diversity of birds that nest in tree cavities. We used point-counts in a before-after-control-impact design to examine the effects of logging on the value, range, and density of functional traits in bird communities in Canada (21 species) and Chile (16 species). Clearcutting, but not partial logging, reduced diversity in both systems. The effect was much more pronounced in Chile, where logging operations removed critical nesting …

In the low-fertility soils of Senegal, West Africa, management of woody species in agricultural fields has the potential to improve soil fertility and crop production. However, optimal species for this purpose have not been clearly defined. Thus, the objective of this study was to evaluate the potential for two native woody species, Combretum glutinosum and Piliostigma reticulatum, to improve soil fertility. Soil samples were collected from beneath tree crowns of P. reticulatum and C. glutinosum and compared with fertilizer-amended and non-amended soil from adjacent open fields in a bioassay experiment. Previous studies have investigated how the abundance of raspberries (Rubus idaeus L.) impacts tree regeneration, but few have linked these impacts to location within canopy openings with a legacy tree. To fill this knowledge gap, we investigated the presence, abundance, and location of raspberries within openings containing legacy trees and the resulting impacts on tree regeneration. During the winter of 2003, 49 openings were created of three sizes: small, medium, large and 20 reference single-tree selection sites in a northern hardwood stand in Ford Forest near Alberta, Michigan. Relevant components of the carbon budget such as methane fluxes and porewater dissolved organic carbon (DOC) are poorly characterized in the Peruvian Pastaza Marañon basin (PMB). PMB is associated with a tropospheric hotspot for methane and therefore it may represent a significant methane source. We aimed to quantify the magnitude of CH4 fluxes and porewater DOC; and to determine their predictors across different peatland types in the PMB (open peatland, palm swamp, and pole forest). Post-fire salvage logging operations can induce environmental problems. This study assessed the effects of different disturbances from post-fire salvage logging on soil bulk density, water repellency, field saturated hydraulic conductivity (Kfs), ground cover, and sediment yields after the 2013 Rim Fire in California. Hillslope plots were installed in three locations (Sawmill, lower Femmons, and upper Femmons). The plot-scale disturbances were burned and untrafficked (low and high slope controls and logged only with no traffic), or burned and trafficked (few and many pass skid trails). Rainfed lowland and upland farmers have less access to new technologies especially those that would reduce their vulnerability to climate change. In the Philippines, the Philippine Rice Research Institute developed a package of technology called “Palayamanan” that is suited to rainfed sites. This paper presents the results of the study that disseminated the Palayamanan technology through the climate field school (CFS) in rainfed areas in Bicol. Thirty-eight farmers from two barangays of Pamplona, Camarines Sur, and 78 farmers from three barangays of Milagros, Masbate were the respondents. White-tailed deer, Odocoileus virginianus, are native to Georgia. With over 1.2 million individuals in the state, White-tailed deer have been implicated in a large number of motor vehicle collisions (ca. 1 million) each year. It is unknown, however, if deer are more likely to be killed: 1) if they are of particular ages (or classes), and 2) in areas with specific road characteristics. We addressed these two questions by collecting the remains of 20 White-tailed deer killed in deer vehicle collisions (“deer vehicle accidents” - DVAs) in Bulloch County, GA. Mechanisms of long-distance dispersal are important in establishing and maintaining plant populations in isolated wetland habitats. White-tailed deer (Odocoileus virginianus) have been cited as long-distance dispersers of both native and exotic plant species in North America; however, knowledge regarding their influence in wetlands is limited. Given traditional classification methods for seed dispersal, white-tailed deer are not likely viewed as important dispersal mechanism for wetland plants. We collected naturally deposited white-tailed deer faecal pellet piles from wetlands in Canaan Valley, West Virginia, USA. Avian monitoring strategies are usually linked to bird singing or calling behavior. Individual availability for detection can change as a result of conspecific factors affecting bird behavior, though the magnitude of these effects is difficult to quantify. We evaluated behavioral and temporal factors affecting Northern Bobwhite (Colinus virginianus) breeding season individual availability for detection during three common survey times (3 min, 5 min, 10 min). We conducted 10-minute surveys associated with radio-collared male Northern Bobwhites on Peabody Wildlife Management Area, Kentucky, from 2010–2011. This study evaluated seedling traits (shoot/root length, fresh and dry weights of shoots/roots, number of leaves, shoot diameter), phosphorus (P) content, mycorrhizal colonization (MC), and relative mycorrhizal dependency (RMD) of 21 common bean genotypes inoculated by 4 different arbuscular mycorrhizal fungi (AMF) [Glomus intraradices (Gi), Glomus mosseae (Gm), Gigaspora margarita (Gim), and commercial AMF (cAMF)] in a growth chamber under controlled growing conditions. With the exception of shoot diameter, inoculated plants had better seedling traits than noninoculated plants. P content of shoot was also higher in inoculated plants than in noninoculated plants. Root lesion nematodes (RLNs) are an economically important pest due to their wide host range in the global cropping system. In Turkey, they have been found in every region and attack almost all crops (especially wheat), causing significant damage. This study investigated the occurrence and population dynamics of the root lesion nematode species Pratylenchus thornei on the winter wheat cultivar 'Bayraktar' under field conditions in Bolu Province. Surveys were conducted and a total of 145 root and soil samples were collected. Pratylenchus thornei was detected in 25 soil samples (17.2% of the total samples). As the production benefits of pruning fruit trees have been realized, growers have begun pruning periodically and, accordingly, various canopy training systems have begun to be developed. Following the genetic development of dwarfing rootstocks, interest has grown in the creation of modern training systems for smaller, more efficient orchards. The main purpose of the present study was to evaluate the diversity and content of various phenolic compounds in floral infusions of 14 elderberry genotypes (3 species and 9 interspecific hybrids). Detailed phenolic analysis was performed using HPLC-MS. Hydroxycinnamic acids (HCAs) were the major phenolic group identified and 3-, 4-, and 5-caffeoylquinic acids were detected in infusions prepared from all analyzed species and interspecific hybrids. Several flavonols were identified in elderberry floral infusions: 8 isorhamnetin derivatives, 6 quercetin derivatives, 2 flavanones, and 6 kaempferol derivatives. Increasing temperature might affect physiological and growth traits of seedlings, which are particularly important for tree survival. This study was conducted to investigate the physiological and growth responses of first-year seedlings to open-field experimental warming during one growing season. Seedlings of three deciduous tree species (Fraxinus rhynchophylla Hance, Zelkova serrata (Thunb.) Salt-induced land degradation has gradually increased in several major irrigation schemes within arid and semiarid regions. To maximize crop productivity under saline conditions, either salt tolerance crops should be cultivated or areas should be desalinated.
