In 2000, the West Australian Rock Lobster (WRL) fishery became the first fishery in the world to be certified by the Marine Stewardship Council (MSC). At the annual audit in December 2010, the MSC’s independent certifying body, Scientific Certification Systems, set a number of conditions for ongoing certification. This report describes the fishes and freshwater crayfishes of the Donnelly and Warren River catchments and provides a risk assessment to these fauna of the proposed extraction of water from Record Brook (tributary of the Donnelly River) and subsequent transfer to Scabby Gully Dam (Warren River catchment). The proposed location of the structure in Record Brook is at the gauging station ~1 km upstream from the confluence with the Donnelly River. As the largest State in Australia, Western Australia (WA) has a long and relatively pristine coastline that stretches over 12,500 km, or over 20,700 km if the State’s 3,747 islands are included. The coast ranges over 20 degrees of latitude from the temperate south coast to the northern tip of the tropical Kimberley. There are a wide variety of coastal marine habitats in this vast area. The commercial West Coast Rock Lobster Fishery (WCRLF) targets the western rock lobster (WRL), Panulirus cygnus, averaging approximately 10,000 tonnes of lobsters each year. Currently approximately 450 to 500 boats operate in the Fishery in waters ranging from 5 m to 200 m depth adjacent to the Western Australian coast and stretching from Cape Leeuwin in the south to Shark Bay in the north. The Western Australian Dhufish Workshop 2004 was a joint project between Recfishwest and the Western Australian Department of Fisheries.
The workshop incorporated presentations from the Department of Fisheries, Recfishwest, the Western Australian Fishing Industry Council, Murdoch University and Challenger TAFE to showcase current knowledge relating to the iconic dhufish in Western Australia. The perspectives of a recreational fisher, a commercial wetline operator and a metropolitan charter boat operator were also presented.

A telephone survey of the Western Australian public was conducted to assess the level of success of programs implemented by the Department of Fisheries. The sample comprised of 700 interviews, 422 in the metropolitan area and 278 in regional areas throughout the State.
This community survey was used to determine the level of recall and awareness of the Department of Fisheries, the understanding and support of the community for the Department of Fisheries' management strategies and to examine key aspects of community participation in recreational fishing.

In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

What is a gonad?
"Gonad" is a general term for a reproductive organ, and is used to describe both ovaries and testes. In male and female fish, the gonad is an elongated organ lying along the upper wall of the gut cavity (i.e. running immediately under the vertebral column). The gonad gonad has 2 lobes. Both lobes are attached to the body near the anus and extend forward inside the gut cavity.

A telephone survey of Department of Fisheries' stakeholders was conducted in November 2002 in order to evaluate their perception of the Department's management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The survey also assessed satisfaction with the level of service provided to stakeholders and their involvement in the decision making process.
The sample comprised of 149 interviews - 40 representing the commercial fishing sector, 40 representing the recreational fishing sector, 40 representing fish and fish habitat protection, and 29 representing aquaculture and pearling.

This project has drawn together existing research data relating to natural and human impacts on the Abrolhos Islands marine habitats. It has surveyed current uses of these habitats and placed anthropogenic impacts within the context of natural perturbations. Through public forum presentation and debate, this work has allowed real issues, not perceptions, to surface and be addressed properly. This was achieved by defining a strategic programme of research through a scientific workshop process involving all community stakeholders. The concentrator ponds (CPs) of Dampier Salt, Port Hedland, cover an area in excess of 7 300 ha. Water is pumped from two adjacent, mangrove-lined estuaries at certain times of the year and small and larvae fishes are carried into the ponds, becoming trapped. A survey of the fish biota within the CPs was undertaken at four time periods between May 2000 and February 2001 to identify the species of fishes present and to estimate their abundances and distribution throughout the CPs. Further, the Artemia resources within the CPs were also assessed for identification of species and quality.

The marron industry is of considerable importance to the Department of Fisheries, being one of the older aquaculture industries in Western Australia, and one that accounts for around half the aquaculture licence holders in the State. While it has not grown as quickly as many hoped in the past, in 2000/01, some 52.2 tonnes of marron were produced, worth $1.18 million at the farm gate.

Lupins are the harvested seed of species from the Lupinus genus, a group within the leguminous bean and pea family Fabaceae. Legumes are particularly valuable agricultural crops because of their capacity to provide a grain crop and also fix and return nitrogen to soils and improve the soil value for further cropping. The oilseeds, soybeans and peanuts are also leguminous plants, though traditionally they have been cropped for their oil value, whereas lupins, are cropped for both their protein and nitrogen fixing value (Gladstones, 1998; Perry et al., 1998).

An eight day survey of degradation in the Ellen Brook and Brockman River catchments revealed several areas of concern. Key concerns are:
Erosion and sedimentation
Various forms of erosion were observed during the survey that would cumulatively have an effect on the quality of both the Ellen Brook and the Brockman Rivers, and ultimately the Swan River. Erosion resulted from many situations including landholder management, subdivision design and infrastructure maintenance. To address the concern expressed by Commercial rock lobster fishers operating in the Abrolhos Islands area, that expanding saucer scallop trawl activity was damaging the sea floor biota in areas which they considered good rock lobster habitat and poor scallop habitat, an underwater video survey was conducted by the Fisheries Department Research Division, with the following objectives:
1. Examine, classify and map the benthic habitat of areas currently and historically trawled for scallops in the Abrolhos Islands area and adjacent waters;
