This summary paper provides an overview of the key proposals set out in the full policy discussion paper, Fisheries Management Paper No 175. It does not discuss the theoretical background for the framework presented and therefore readers interested in such discussion are directed to Fisheries Management Paper No 175.

Both papers have been prepared to encourage public involvement in the development of policy for stock enhancement within Western Australian waters. Stock enhancement can involve an existing fishery or creation of a new fishery through the translocation of fish. It affects both public and private waters.

This discussion paper has been prepared to provide information to assist in assessment of the possible impact of the translocation of golden perch (Macquaria ambigua), Murray cod (Maccullochella peelii peelii) and Australian bass (Macquaria novemaculeata) into and within Western Australia, for the purposes of recreational stocking, domestic stocking, commercial and non-commercial aquaculture. In assessing the translocation of any aquatic species, economic and social benefits must be balanced with biological and environmental risks.

The marron industry is of considerable importance to the Department of Fisheries, being one of the older aquaculture industries in Western Australia, and one that accounts for around half the aquaculture licence holders in the State. While it has not grown as quickly as many hoped in the past, in 2000/01, some 52.2 tonnes of marron were produced, worth $1.18 million at the farm gate.

The Lancelin Island Lagoon is a small area of reef habitat on the western side of Lancelin Island and a popular snorkelling and diving destination. Water depth ranges from less than 0.3 m on the intertidal reefs to less than 3 m on the sand or seagrass-covered bottom. The area has a diverse array of benthic marine habitat. During a marine survey of the area, over 200 flora and fauna species were positively identified, with many more remaining unidentified due to the diversity of species supported in this marine environment. Experimental or commercial abalone aquaculture is being pursued in many countries with major investments in The United States, Taiwan, China and Korea as well as in Australia. The combined total abalone aquaculture production from China and Taiwan was reported to be in the order of 2,000 tonnes and continues to rise. As cultured ‘cocktail’ abalone are below the legal harvest size of wild abalone, there will be limited competition between aquaculture and the wild fisheries.

The Minister for Fisheries announced the 1992/93 fishing season management arrangements for West Coast Rock Lobster Fishery on 11 August 1992. These arrangements arose as a result of the Minister's consideration of the Rock Lobster Industry Advisory Committee's recommendations outlined in Fisheries Management Paper no.46.

Following this announcement, on 28 August 1992, the Western Australian Fishing Industry Council Sub-Committee on rock lobster submitted a range of alternative management proposals.

The Rock Lobster Industry Advisory Committee (RLIAC) met in Perth on the 9 September 1992 at the request of the Minister for Fisheries to further examine and report on management arrangements.

Confirmation of insecticide resistance in green peach aphid in Western Australia's lupin crops means farmers will have to choose insecticides much more carefully to control this pest. Resistance within an aphid population varies, and when resistant aphids are no longer exposed to insecticides, they may revert back to being susceptible in as little as one generation. Furthermore, when these revertant populations are exposed to the same insecticides in the future, resistance quickly reoccurs. In this article, the authors discuss a test to determine the extent of insecticide resistance in green peach aphid and how to manage it.

Native vegetation in the Western Australian wheatbelt now persists mostly in small areas that remained uncleared for various reasons. (See 'Remnant vegetation on farms is a valuable resource' on page 43.) On their own, most of these remnant areas are difficult to manage, and too small to retain viable populations of many of the birds and other animals found in the wheatbelt. The descendants of these cattle known as Kimberley Shorthorn are still the predominant breed in the region. The relatively poor performance of these cattle under the harsh Kimberley conditions and the fact that changing the genotype can improve productivity was recently published (Pratchett D. The long- delayed biological control programme for the weed Paterson's curse (Echium plantagineum) has begun with the release of the leaf mining moth (Dialectica scalariella)' an insect slightly bigger than a mosquito. Yhe caterpillar stage of the moth feeds inside the leaves, producing tunnels and chambers which damage the leaf.

This paper outlines a proposal for management of trawl fisheries operating in waters less than 200m deep between the Moore River north of Perth and Cape Leeuwin. Off Fremantle, potential and actual user conflicts between trawling and the requirements of recreational fishing and other forms of commercial fishing point to the need to gradually phase out trawling in this area. A limited entry fishery, with no licence transferability, is therefore proposed.

Sheep worms which are resistant to chemical drenches have been detected with increasing freuency is Western Australia's south-western farming areas between 977 and 1980. These worms have anthelmintic resistance and such genetis resistance puts essential internal parasite control practices at risk.

This prompted veterinarians in the Esperance, Albany, Bunbury, Geraldton and Northam areas to survey farms to determine the prevalence of resistance to drenches and to define those sheep management practices which encourage its development.
