I am pleased to present the 2023-24 annual report for the Sheep and Goat Industry Funding Scheme (Sheep and Goat IFS) to our participants, key stakeholders in the Western Australian (WA) sheep and goat industry, and the Minister for Agriculture and Food.

The WA sheep and goat industry has faced a challenging year. After a period of relative stability between 2010 and 2019, the WA flock has continued to decline since 2020, reaching its lowest point since 1952. The Sheep and Goat Industry Funding Scheme (IFS) has been operating since 2010 to address biosecurity threats relevant to the Western Australian (WA) sheep and goat industry. Section 147 of the Biosecurity and Agriculture Management Act 2007 requires the Minister for Agriculture and Food to carry out a review of the operation and effectiveness of any regulations made for the purposes of establishing an Industry Funding Scheme (IFS) every five years.

In 2010, regulations establishing three IFSs commenced to address pest and disease threats relevant to Western Australia’s broadacre and pastoral cropping and livestock sectors. This report documents the second fifth-year anniversary statutory review of the following regulations:

StockGuard has been initiated to develop a series of biosecurity plans for the animal industries in Western Australia. Sheep pox is an acute disease that causes heavy losses due to high sheep mortality, costly eradication programs and ongoing problems with trade restrictions for many countries around the world. Australia until now has been unaffected, and although the risk of disease entry may be very slight, one case of sheep pox outbreak could cost the Western Australian economy as much as $50 million in damages, mostly from the trade disruption losses ( over the 21-month period of trading bans).
