I am pleased to present the 2023-24 annual report for the Cattle Industry Funding Scheme (Cattle IFS) to our participants, key stakeholders in the Western Australian (WA) cattle industry, and the Minister for Agriculture and Food. This financial year has brought its share of challenges to the WA cattle industry including domestic and global markets, dry weather conditions and high biosecurity concerns. With Foot-and-mouth disease (FMD) and Lumpy Skin Disease (LSD) detected in Indonesia, biosecurity threats remain ever-present. Western Australia’s (WA) agricultural land use system features extensive pasture land vital for grazing sheep and cattle. Most pastures in the south west of Western Australia consist of annual species that grow during the cool, wet winters of the Mediterranean climate and senesce in the warm to hot, dry summers. Understanding the spatial distribution of pasture areas within the context of mixed farming is essential for developing effective land management strategies to enhance livestock production and profitability through balanced pasture supply and demand.

The commercial release of a new pasture species is a rare and, potentially, important event. In the case of tedera (Bituminaria bituminosa var. albomarginata) we have a novel perennial pasture legume with characteristics which set it apart from anything currently available to growers in Australia or internationally.
Specifically, it is a drought-tolerant, highly productive perennial pasture with the capacity to provide nutritious forage, especially when other feed sources are scarce. This project involved analysis of livestock movements and used epidemiological modelling and cost analysis to estimate the benefits and costs of implementing livestock standstills in response to a foot-and-mouth disease (FMD) outbreak in Australia. This was done in four steps: 1) assessing the extent of livestock movement, 2) conducting a cross sectional analysis of the impact (reduction of outbreak size and economic cost) of implementing a national standstill/movement control, 3) use of case specific studies to estimate impact of state/territory level implementation of standstill, and 4) cost analysis and comparison of national standstill with the state/jurisdictional level and risk-based approach …

Section 147 of the Biosecurity and Agriculture Management Act 2007 requires the Minister for Agriculture and Food to carry out a review of the operation and effectiveness of any regulations made for the purposes of establishing an Industry Funding Scheme (IFS) every five years.

Weaning percentage and therefore conception rate, can significantly influence profitability in the breeder herd.
Bulls need to be managed to optimise their performance for the mating period to maximise conception rates. For producers retaining females in the breeding herd, bulls can have a significant impact on future herd productivity through the genetics they pass on.
Various tools are available to assess how a bull will perform before purchase, including visual appraisal, obtaining a bull breeding soundness examination (BBSE) and utilising estimated breeding values (EBVs).

The stable fly, Stomoxys calcitrans (L.) (Diptera: Muscidae), remains a significant economic pest globally in situations where intensive animal production or horticultural production provide a suitable developmental medium. Stable flies have been recorded as pests of livestock and humans since the late 1800s to early 1900s. Over 100 years of research has seen numerous methodologies used to control this fly, in particular to protect cattle from flies to minimise production losses. Bovine Johne’s disease (BJD) is an infectious disease of cattle caused by Mycobacterium avium subsp. paratuberculosis (Mptb) that can also affect other ruminants such as goats, alpaca, sheep and deer. It causes chronic wasting and incurable diarrhoea leading to deaths in mature cattle. Subclinically affected animals may have reduced growth and milk production levels.
The WA cattle industry needs to determine what level of protection from BJD incursion and spread is required for WA, including at the border, and how this is best achieved. The primary decision to be made is whether BJD is best managed on a statewide basis …

As dairy farmers have strived to maintain profitability, many have farmed more intensively. More cows are milked and increasing inputs of fertiliser and purchased feed are used per hectare. However, these increased nutrient inputs have far exceeded the increase in nutrient output in milk production. The increasing nutrient surplus (inputs minus outputs) from intensification on dairy farms has met with increasing community concern about the environmental footprint of the dairy industry. In some other countries, dairy farmers who have intensified by increasing nitrogen inputs are now faced with legislation controlling the amount of fertiliser nitrogen that they can use.

Dairy production in south-western Australia occurs predominantly on sandy soils in the greater than 800 mm annual average rainfall areas of the region. The climate is Mediterranean-type, typically with cool, wet May-October growing seasons and hot, dry November-April. Most dairy pastures are rain-fed and comprise the annual species Subterranean Clover (clover, Trifolium subterraneum L.), Annual Ryegrass (Lolium rigidum Gaud.) and Italian Ryegrass (L. multiflorum Lam.).

Conventional agriculture acidifies soil. As your soil becomes more acid, productive pasture species disappear and are replaced by species of low agricultural value. The effect of Quartermate pre-milking teat sanitation on milk quality was investigated in twelve dairy herds over a period of eight weeks. Pre-milking teat sanitation was carried out on all cows for six weeks on each of six farms and mesophile and thermophile bacteria counts of raw milks were compared before the milk line (“cluster” samples), and at various points within milking plants. Rates of mastitis, vat milk iodide levels and specific bacteria were also monitored.

The Scott Coastal Plain has significant attributes that make it an area of State and regional significance for agricultural production. The climate, availability of good quality groundwater for irrigation, and large lot sizes provide opportunities for mechanised horticultural production which other parts of the State may not have.

The research program has made a major contribution to the improvement of pasture management techniques, which has, in turn, led to a gain in productivity for dairy farms in the south-west of Western Australia. Analysis has shown a 25 per cent improvement in pasture utilisation, an increase in the average number of cows milked from 155 to 192, an increase in average stocking rates from 0.9 to 1.2 cows per hectare, and increased income from milk sales by $600 per hectare. There are still areas for improvement in sustainability, productivity, and profitability, but the success to date is a credit …
