I am pleased to present the 2023-24 annual report for the Cattle Industry Funding Scheme (Cattle IFS) to our participants, key stakeholders in the Western Australian (WA) cattle industry, and the Minister for Agriculture and Food. This financial year has brought its share of challenges to the WA cattle industry including domestic and global markets, dry weather conditions and high biosecurity concerns. With Foot-and-mouth disease (FMD) and Lumpy Skin Disease (LSD) detected in Indonesia, biosecurity threats remain ever-present. In June 2010 the Cattle Industry Funding Scheme (IFS) was introduced to address biosecurity threats relevant to the Western Australian (WA) cattle industry. The Scheme was established under the Biosecurity and Agriculture Management Act 2007 to enable cattle producers to identify the pest and disease priorities at a whole-of-industry level and to raise funds for activities to address these priorities.

There are currently three Industry Funding Schemes in operation. In addition to the Cattle IFS, there is a Sheep and Goat IFS and a Grains, Seeds and Hay IFS. The three IFSs operate in a similar manner.

Section 147 of the Biosecurity and Agriculture Management Act 2007 requires the Minister for Agriculture and Food to carry out a review of the operation and effectiveness of any regulations made for the purposes of establishing an Industry Funding Scheme (IFS) every five years.

In 2010, regulations establishing three IFSs commenced to address pest and disease threats relevant to Western Australia’s broadacre and pastoral cropping and livestock sectors. This report documents the second fifth-year anniversary statutory review of the following regulations:

The Wild Dog Action Plan 2016 – 2021 is an industry led and driven plan that considers the economic, environmental and social impacts of wild dogs and identifies the key issues for managing them across Western Australia. The plan is designed to protect the livestock and tourism industries and public safety, and recognises the ecological and cultural values of the dingo.

StockGuard has been initiated to develop a series of biosecurity plans for the animal industries in Western Australia. Through StockGuard, representatives from the animal industries have been working with the Department of Agriculture Western Australian to identify potential threats to each of the animal industries and to develop action plans detailing how these threats can be managed. The overall purpose of StockGuard is to highlight threats to the animal industries before they occur and to develop effective ways to minimise the potential impact of these threats.
