Satellite remote sensing has the capacity to aid the three major components of a fishery: research, management, and the fishing industry. An evaluation of the potential of satellite-derived data to the fishery is based upon six case studies which are presented as evidence of the capabilities of satellite-borne sensors. Peripheral applications pertaining to the marine environment and possible applications for the future are reviewed. The major problem facing the Nigerian fishing industry is in its inability to satisfy the demand for tasty yet inexpensive animal protein. Nigeria's marine biological resources are limited and the Gulf of Guinea is among the poorest in the whole of West Africa. Nigeria's population is estimated to have reached about 100 million and is growing at 3.09 per cent per annum. Nigeria's fishing industry is multi-sectoral and composed of the riverine, lake, coastal, estuarine, and culture fisheries. Together they constituted about 1.5 per cent of the GDP in 1976. The twin-island Republic of Trinidad and Tobago is situated adjacent to the Republic Of Venezuela such that at one point Trinidad is merely seven miles off the northeast coast of Venezuela. Fishing activities of nationals of each country in the waters of the other are therefore common and often lead to conflict. In an attempt to solve the fishing problem a fishing agreement was negotiated. It came into force in 1978 and expired in 1984 whereupon negotiations commenced once more in an attempt to achieve new accord. U.S.-Japan fisheries history spans over a half-century of controversy. A variety of developments have taken place over this period from past to present illustrating this point. This paper will present this subject in three parts, corresponding to the historical developments that have taken place. The saga begins with U.S. post-World War II aid in rebuilding the Japanese tuna, whaling and salmon fleets. Round two examines the rapid expansion of the Japanese utilization of Alaska pollock and the development of the surimi trawlers in the early 1960s. Increased experience in fisheries cooperatives of developing countries has called into question a long-held presumption about their desirability and feasibility. In this context, this study attempts to reformulate the cooperative approach for small-scale fisheries in a realistic policy framework. First, past failures of fisheries cooperatives are analyzed from three different angles: the uniqueness of the fishing industry, systems intrinsic to the cooperative, and development policy. Second, various possibilities of building viable cooperatives are explored by introducing two key concnpets: the strategic option and the operational option. During 1982, the F/V ODIN, a fishing vessel from the Port of New Bedford, participated in a program to improve fish quality on board through use of innovative fish handling techniques. The captain and crew hoped to sell higher quality fish at a premium price. This thesis examines the prices the F/V ODIN received prior to participating in this experiment, the price differentials the vessel actually received for landing higher quality fish, and the impact of the program on the prices received by the ODIN following the project. The New England fishing industry is presented in detail including an historical review, a discussion of current difficulties, and an examination of the public policy dilemma between resource conservation and industry promotion. Continuing efforts to revitalize the United States fishing industry are discussed and underlying problems that have had a negative impact upon the New England industry are outlined. Finally, an alternative public policy approach is developed which addresses fundamental difficulties in the new England region. The striped bass (Morone saxatilis), or rockfish, fishery has been important both commercially and recreationally for decades along the Atlantic seaboard. In recent years, though, the fishery has undergone a serious decline and, as a result, has elicited considerable public concern. Although specific reasons for the decline have not been pinpointed, it is clear that inconsistent management practices within the range of striped bass have done little to help the fishery's condition. This study was undertaken to investigate the problems and procedures encountered in the development of fishery harbors in Connecticut. Harbor facilities along the coast are in great disrepair or have been completely eliminated to allow for more profitable coastal uses. In addition, conflict between recreational and commercial fishermen for existing space has created a shortage of commercial harbor facilities. Because of this need, state and local officials have begun to investigate viable harbor development alternatives for Connecticut.

The incidental capture and resultant mortality of numerous fin-fish and other species of marine organisms by non-selective types of fishing gear constitute a major waste of the various fishery resources. The magnitude of the discarded by-catch and its effects upon the major fisheries is examined. Specific gear types contributing to the problem will be identified. A comparative study of the regulatory frameworks surrounding aquaculture in the states of Florida, Mississippi, and Rhode Island is conducted beginning with a generalized study of basic legal premises of aquaculture-related law common to each state. This is followed by a detailed study of the statutory authority for aquaculture regulation and the agencies which control aquaculture activities in each state. In conjunction with the law analysis an Index of Specialization (ISP) study is conducted for each state to determine a relative ranking of diversity of crop production relative to each state’s overall aquaculture production.

The signing of the United Nations Conference on the Law of the Sea (UNCLOS) Treaty was the maturation of an idea that was born thirty-six years ago. That treaty placed into effect the 200 mile exclusive economic zone (EEZ). Exclusive fishery management jurisdiction between three and twelve nautical miles from the coast was granted to the Federal government by Congress in 1966. No federal regulations governing fishery management were ever promulgated, however. In 1972 an attempt was made to establish management regulations. Regional councils were formed to discuss industrial, managerial and scientific problems associated with fisheries within the territorial sea. Their success was limited. Not until the Fishery Conservation and ManagementAct of 1976 (PubIc Law 94-265) was enacted did a sound management structure exist at the federal level for fisheries regulation. In 1976, the United States enacted the Fishery Conservation and Management Act (FCMA), presently referred to as the Magnuson Fishery conservation and Management Act (MFCMA). The legislation is a complex and detailed document establishing for the first time a national fishery policy. The Act also created an organizational structure designed to implement this new policy. Since the Act's implementation, there has been a great deal of controversy, especially generated by the commercial fishermen. This paper focuses on Iceland, primarily because of its great economic dependency on its fisheries resources, unlike the United States.

The conservation measures used in the Interim Fishery Management Plan for Atlantic Groundfish (IFMP) were analyzed. The management techniques used include a minimum mesh size, minimum fish size and haddock spawning area closure. However the mesh regulation does not adequately address the IFMP conservation objectives. Without amendment, the IFMP cannot prevent overfishing as it is required to do by the Magnuson Fishery Conservation and Management Act (MFCMA). The use of a non-numeric Optimum Yield (OI) for groundfish is inappropriate without a definition of overfishing and without a contingency plan to prevent overfishing.

Until the establishment of the Fishery Conservation and Management Act of 1976 (FCMA), fish outside the United States' twelve mile fishery zone were, according to international law, common property and belonged to the nation or individual that caught them. This common property law was based on the concept that fish resources were so large that no amount of fishing would interfere with the right of others to catch fish. Modern technology, however, has created equipment that enabled foreign and domestic fishermen to over-fish the resource. Beginning in 1975 striped bass sports fishermen noticed a decrease in fish around. This decline was cause for alarm in 1977 when few striped bass were caught from shore. Commercial catch statistics showed that in 1973, 13,504,000 pounds of bass were landed. In 1979 the poundage was 3,492,000, a significant drop of 74%. This led to the development of state and regional striped bass advisory committees, an N.M.F.S. and U.S. Fish and Wildlife Emergency Action Plan and Congressional appropriation of 4.7 million dollars in 1979 to study the problem. However, since 1973, the slow expansion of distant-water fisheries has been reflected in both the production side and the decreasing catch per unit effort. The purpose of this paper is to examine the feasibility of using helicopters to move high value fish from the offshore fishing fleet at sea, to market distribution locations. To accomplish this purpose, data was collected on the high value swordfish species, ex-vessel, $1.50 per pound, and used to compare three basic options. Two Sikorsky helicopters were considered in the options tested; the light lift S58T, and the medium lift S61. The data shows the S58T to dominate the S61 in all comparisons. In 1973, the New England Fishery Development Program (NEFDP), an industry/government partnership was formed to offset a portion of the economic decline of the New England fishing industry while encouraging the development of underutilized species and nontraditional fishery products.
