The impact of state and national policies on the Western Australian (WA) agriculture can not be assessed realistically unless the distinctive characteristics of WA agriculture are taken into account. The objective of this paper is to develop and document an economic information base for WA agriculture by identifying and exploring the main characteristics of its production systems. The study reveals that agriculture plays a more important role in WA than in the rest of Australia (ROA). This report provides comparative findings from two South Dakota farmland market value surveys (SDSU and SDASS) for the 1995 - 1999 period. The annual SDSU farmland market survey is a key informant mail survey of agricultural appraisers, lenders, and extension educators. The annual SDASS county-level farmland survey results are based on nearly 3300 telephone survey responses from a random sample of farmers and ranchers. This report also includes considerable documentation of methods used to generate land value estimates at the regional and statewide level from available data in both surveys. Cropping systems in the United States and throughout much of the world have moved toward shorter and less diverse rotations during the last half of the twentieth century. However, as we approach the new millennium, there is growing concern about the ecological sustainability of monocultures and such narrow rotations as the com-soybean rotation. Problems of pest control, crop disease, groundwater contamination from chemical pesticides and fertilizers, and soil erosion are proving to be very difficult when crop rotation systems lack diversity. In the past, few South Dakota agricultural producers have made use of the futures market to manage their risk exposure. According to a survey, conducted in 1970, only eleven percent of South Dakota producers used futures contracts and five percent used options to market their grain (Shane). The need for producers to become more market-oriented has increased with the passage of the 1996 Freedom to Farm Act. The Freedom to Farm Act gives producers increased flexibility to adjust production based on market incentives. Prices are expected to become more volatile due to changing market conditions over the next few years. …

In this report, results are presented of a case study on alternative strategies for producing crops and beef cattle in South Dakota. The alternative production strategies are termed "nearorganic" and "mainstream." "Near-organic" producers were defined as farmers/ranchers1 expected to substantially meet standards of private "organic" certification authorities in raising crops and livestock, whereas "mainstream" producers were defined as those who generally follow practices recommended by the S.D. Cooperative Extension Service. The evaluation of irrigated corn production requires crop water production functions which are time and location specific. This analysis evaluated irrigated and non-irrigated corn production from 1984 to 1993 in Brookings County. The CERES-Maize crop simulation model generated agronomic data which was representative of Brookings County. Crop budgets were created to establish production costs associated with the study area. Net returns for each of the production methods were compared.

South Dakota's agricultural land values increased 3.4% in 1991, paced by strong increases in farmland values in the north central region. Farmland values declined slightly (-1.1%) in the southeast region, the only region with reported declines. Average agricultural land values (as of February 1, 1992) vary from $533 per acre in the southeast region, to $225 per acre in the central region to $95 per acre in northwest South Dakota. These are key findings from the SDSU 1992 South Dakota Farm Real Estate Market Survey reports. In each region, per acre values are highest for irrigated land, followed in descending …

Sustainable farming and reduced or low tillage are the technical and management innovations examined in the paper. A stratified survey of producers in a six county area of eastern South Dakota was conducted. The specific characteristics examined are operator age, education, gross income, percentage of rented land and cropping acres. The paper analysis the adopters and nonadopters of such technical and management innovations on the farm.

The upper Great Plains and Mountain States of the United States use a substantial quantity of water. Primary uses are irrigation, domestic, and industrial. The amount of water used is increasing as population grows, as more users exercise water rights, as farmers implement the use of irrigation to reduce risk, and as the states' economies become more diverse. Within the Upper Midwest, there is both geographic and temporal variability of water supply, resulting in various degrees of scarcity relative to the quantities demanded. The allocation method for the available water must be appropriate for these variations.

Federal government policies greatly affect farmers and ranchers. Most South Dakota farmers and ranchers favor proposals to retain present commodity programs or to gradually eliminate commodity programs. Most producers favor a variety of proposals to reduce trade barriers and liberalize world trade, but are reluctant to give up existing trade barriers. Most producers favor an increased Federal role in environmental programs related to soil conservation and water quality. These are key findings from a 1989 statewide survey of South Dakota farmers and ranchers opinions on agricultural policy issues.

Economists have long been interested in determinants of farmland prices. This interest has been heightened by large and contrasting changes in farmland market prices in the 1970's and 1980's. U.S. nominal farmland prices trended steadily upward from 1940-1972, soared upward 1972-1981 and have been declining since then. Percentage declines have been most severe in the Cornbelt and Northern Plains states (USDA, 1985). Two major econometric approaches (time series and cross-sectional models) have been and continue to be used by economists to analyze farmland price determining factors.

This thesis is an evaluation of the methods and assumptions employed by those groups responsible for preparation of the original benefit/cost data describing the Sefeed Rood project. Benefit/cost ratios reported by the French engineering firm, Cotha Sogreah, and Plan Organization in a joint study range from 2:1 to 2.6:1 (6 and 10). A priori these seem suspect since the dam plus necessary canals and diversion works are obviously large and costly and only primary benefits are considered.
