The Trade And Welfare Impacts Of Australian Quarantine Policies: The Case Of Pigmeat, John C. Beghin, Mark Melatos

We analyze the trade and welfare impact of quarantine measures imposed by Australia on imports of pigmeat. In particular, we account for changes to Australia’s pigmeat quarantine policy over time, including those changes related to the recent resolution of a WTO dispute between Australia and the European Union. Using a random utility model and applying it to corner solutions in import decisions, tariff equivalents (by major trading partner) are estimated for the different pigmeat quarantine regimes implemented by Australia during the period 1988-2009. This special issue of The World Economy presents research findings from the European Commission–funded project “Assessment of the impacts of non-tariff measures (NTM)—on the competitiveness of the EU and selected trade partners” (NTM-Impact). Directed toward the EU and its trade partners, the project’s first overall objective was to collect and analyze new data on NTMs for key and representative agri-food products. America's agricultural producers continue to age. According to the U.S. Census of Agriculture, the average age of farm operators increased from 55.3 in 2002 to 57.1 in 2007. During the same period, the Census shows a thirty percent decrease in the number of farmers under age 25. Young and beginning producers (YBPs) entering agriculture face high startup costs and a shortage of land to own or rent.

Health-oriented juices are prime candidates for the nutraceutical market due to their inherent healthfulness and convenience. Fruits such as açaí berries, blueberries, blackberries, black cherries, Concord grapes, cranberries, and pomegranates are rich in potentially health-supporting polyphenolics, which makes the juices of these fruits attractive for nutraceutical optimization. The compositional, sensory, and stability properties of blueberry, blackberry, and Concord grape juice blends were explored in an extended shelf-life study. Initially, 100% blueberry juice had the highest total monomeric anthocyanins (67.40 mg/100mL), 100% blackberry juice had the highest total phenolics (249.24 mg/100mL), and 100% Concord juice had the highest polymeric color (23.21%). …

Through various waves of reform, the European Union's Common Agricultural Policy remains inefficient without meeting all of its stated goals. The MacSherry reforms of 1992 resulted in the opposite of what leaders intended: higher spending and a growing bureaucracy. Later in the 1990s, Agenda 2000 slashed its originally planned cutbacks after farmers protested. Though support exists for reducing spending on agriculture, market intervention remains.

Protectionism Indices For Non-Tariff Measures: An Application To Maximum Residue Levels, Yuan Li, John C. Beghin

We propose aggregation indices of Non-Tariff Measures (NTMs) to quantify their protectionism relative to international standards. We apply the indices to national Maximum Residue Limit (MRL) regulations affecting agricultural and food trade and using a science-based criteria embodied in Codex Alimentarius international standards. The approach links two streams of the NTM literature, one concerned with the aggregation of various NTMs into operational indices for econometric and modeling purposes, and the other attempting to evaluate the protectionism of NTMs. The data used in the application come from a large international dataset on veterinary and pesticide MRLs and CODEX MRL standards for …

Institutional foodservice, which includes schools, hospitals, and long-term care facilities, is an important food marketing channel. The centralized nature of the US food system effectively, and supply, logistic and other constraints, effectively precludes small and medium scale (SMS) specialty crop producers from serving as suppliers to these types of operations. Passage of The Food Safety Modernization Act (FSMA) and increasing public attention to food safety issues, further complicates this matter. Multifunctional agriculture is particularly fundamental to some working lands conservation policies and programs, such as the Environmental Quality Incentive Program (EQIP), Conservation Security Program (CSP) and Wildlife Habitat Incentive Program (WHIP). Farmers can also be engaged in providing recreational and agri-tourism services such as hunting, fishing, bird-watching, farm tours, petting zoos and hospitality services. Using the Agricultural Resource Management Survey (ARMS) we analyze factors associated with participation in conservation, recreation and agri-tourism activities as a function of farm structure, farm financial measures, production practices, and socio-demographic characteristics of the farm operator. This study analyzes U.S. consumers' demand for eight food commodity groups: Cereal and Bakery goods, Meat and Eggs, Dairy, Fruits and Vegetables, Nonalcoholic Beverages, Fats and Oils, Sugar and Sweets, and Miscellaneous goods. The estimation of the demand system of equations is carried out using the EASI demand model of Lewbel and Pendakur (2009) and five years of data (2002-2006) from the Nielsen Homescan program. Two different levels of temporal aggregation, monthly and the average month within a year, referred to as 'annual' were considered. This thesis estimates the benefits and returns to consumers, processors, producers and society of the new insensitive sorghum cultivars used for the dairy production in Nicaraguan. Many dairy producers also sell their grain so sorghum production is a multi-product activity.

The breeding project of INTA developed cultivars for simultaneous use in dairy and grain production. Its first release was Pinolero-1 developed during the Nicaraguan civil war. This cultivar was rapidly adopted by farmers after the end of the war in 1990. Subsequently, five more new cultivars have been released. We consider their combined effects.
