Farmers choose the crops they grow for two principal users; namely, for feed production or for cash income, or for both feed and cash income. It is true that some crops are grown for cover-crops, soil building, weed competition and a multitude of other miscellaneous purposes, many of them of equal or greater importance in the individual case than the two uses of crops which are the basis for this analysis. Crop production in South Dakota has been discussed since the first records of yields were available. the usual unit for production was the legal bushel of a specified weight.

Three important studies are involved in an investigation of the cost of a governmental unit. These are expenditures, receipts, and indebtedness. The result of the three studies, properly coordinated, will yield what is known in public finance as "net expenditures" or, if the government under scrutiny should meet with favorable financial conditions, the final study might result in "net receipts". This study will consider only that phase of the cost of government which can be arrived at through an analysis of the gross expenditures of the counties of South Dakota. This study was planned as a preliminary survey of the short time credit problems of South Dakota. Although considerable information had been gathered concerning long time credits, no investigation had been made in the short time credit field; consequently the study of short time credits was regarded merely as an extension of the previous field of study. An investigation in this field was expected to be valuable since the efficient operation of the farming business depends in many instances on ready access to a cheap supply of short time credit.

The reliability and adequacy of South Dakota farm price data cannot be stated with any great degree of precision. The statistical measures of reliability in this analysis are based upon the conditions of simple sampling of which the conclusions cannot be stated in absolute terms but must be expressed in probability. The sampling as done by the Division of Crop and Livestock Estimates is known as weighted stratified sampling, a departure from simple sampling, but considered to result in greater representativeness. Life insurance funds play an important part in supplying farm mortgage credit. This source of credit has increased rapidly during the last twenty years and is now one of the principal sources of farm mortgage loans in the United States. Because of the nature of the institution of life insurance, its investments should be conservative. It is with this view in mind that the state insurance laws are designed to regulate the investments of the life insurance companies. Investments of the well established life insurance companies have generally been made on a conservative basis.
