Technological advances such as cyber physical systems and autonomous vehicles combined with increased disruptions including the Covid-19 pandemic and coastal natural disasters have heightened the importance of port risk analysis methodologies and frameworks that can accurately quantify and optimize resilience. This work presents the conceptual development of a novel combination of analysis methodologies linking a probabilistic graphic approach on a network of risk events with a functional dependency approach on a system network. Secondary Risk Theory: Validation Of A Novel Model Of Protection Motivation, Christopher L. Cummings, Sonny Rosenthal, Wei Yi Kong

Protection motivation theory states individuals conduct threat and coping appraisals when deciding how to respond to perceived risks. However, that model does not adequately explain today's risk culture, where engaging in recommended behaviors may create a separate set of real or perceived secondary risks. We argue for and then demonstrate the need for a new model accounting for a secondary threat appraisal, which we call secondary risk theory. In an online experiment, 1,246 participants indicated their intention to take a vaccine after reading about the likelihood and severity of side effects. How can future nuclear technologies and Small Modular Reactors (SMRs) deter and prevent organized crime groups, terrorists, and malicious actors from attempting to steal or sabotage nuclear materials and facilities? This paper presents the benefits of integrating Security by Design (SeBD) into a regulatory framework to allow more a flexible and effective design of physical protection systems for SMRs. During its effort to modernize the Nuclear Security Regulations, the Canadian Nuclear Safety Commission (CNSC) licensing application process provides for the option of SeBD in moving toward a performance-based approach with less prescriptive requirements. Human supremacy is the widely held view that human interests ought to be privileged over other interests as a matter of ethics and public policy. Posthumanism is the historical situation characterized by a critical reevaluation of anthropocentrist theory and practice. This paper draws on animal studies, critical posthumanism, and the critique of ideal theory in Charles Mills and Serene Khader to address the appeal to human supremacist rhetoric in AI ethics and policy discussions, particularly in the work of Joanna Bryson. This analysis identifies a specific risk posed by human supremacist policy in a posthuman context, namely the classification of …

Backing Up Into Advocacy: The Case Of Smartphone Driver Distraction, Robert Rosenberger
The Journal of Sociotechnical Critique
For the last decade, I’ve been studying the topic of the driving impairment of smartphones. While this began as an exclusively academic project, it has increasingly compelled public engagement. One example of this came in an opinion piece I wrote in 2018 in response to a new traffic law. I take the opportunity here to fill out the academic backstory of this particular op-ed, reflect on how this larger project has evolved to include an unanticipated public-facing edge, and abstract some lessons about public writing.

Safety Concepts For Every Ride: A Statistical Ensemble Simulation To Mitigate Rotational Falls In Eventing Cross Country, Shannon Wood

Rotational falls are the leading cause of death and serious injury in the equestrian sport of eventing. Previous studies to develop safety devices used physical models representing one or at most several physical situations leading to different designs and no common understanding. In this thesis, a statistical ensemble model is developed and applied to generate and evaluate 10,000 different situations that might potentially lead to rotational falls. For accurate statistical representation of the horse and rider inertia distributions, measurements of over 400 training or competing horses and riders were recorded and incorporated. The article presents an analysis of the implementation of a selected element of the traveler safety system used in road transport. The results of metallographic tests were presented, and the state of stress introduced to the casting by means of forming the element by means of plastic forming was analyzed. An analysis of the manufacturing process was carried out indicating the risks that may lead to cracks in the material structure. Possible causes of founding defects were pointed out and possible technological solutions were pointed out in order to avoid them.

Analysis Of Runway Incursion Trends: Implications For Cost-Benefit Analysis Of Mitigation Investments, David C. Ison

This causal-comparative and correlation study investigated the costs of runway incursion safety improvements in relation to their effectiveness to assess potential aviation system benefits.Two airports (Los Angeles International and Dallas-Ft. Worth International), which were early adopters of Runway Status Lights (RWSL), a runway incursion technology, were targeted in this analysis. Findings indicated that there were no significant differences in counts or rates of Category A, B, and D incursions at LAX and DFW when comparing the time periods before versus after RWSL installation. Category C counts and rates were found to have increased significantly after RWSL installation. The findings of …

In the last few decades, there had been a lot of accidents in the oil and gas industry throughout the world. This article reports a qualitative study of 30 employees employed in the United Arab Emirates (UAE) oil and gas industry. Health, Safety, and Environment (HSE) culture is a concept which was studied in many researches. This short paper, written in three different sections, explores how a cryptocurrency’s issuance and network effects could fund higher education. The prevention of sports accidents must rely on a detailed knowledge of accident circumstances and risk factors. Today, very few studies have investigated in depth non-fatal drowning incidents that have occurred in public swimming pools (PSP). Learning from incidents seems likely to advance the knowledge of accident scenarios. This research study aimed to capture minor incidents that might identify safety lessons and preventive measures. Incidents of minor and major aquatic events were collected from four PSPs that had hosted 700,000 bathers per year. The following article compares the temporality of the life-world with the digital processing. The temporality of the life-world is determined to be stretched and spontaneous. The temporality of the digital is given by discrete step-by-step points of time. Most ethical issues can be traced back to a mismatch of these two ways of processing. This creates a foundation for the ethics of the digital processing. Methodologically, phenomenological considerations are merged with media-philosophical considerations in the article.

The article introduces a concept of cultured technology, i.e. intelligent systems capable of interacting with humans and showing (or simulating) manners, of following customs and of socio-sensitive considerations. Such technologies might, when deployed on a large scale, influence and change the realm of human customs, traditions, standards of acceptable behavior, etc. This realm is known as the "objective spirit" (Hegel), which usually is thought of as being historically changing but not subject to deliberate human design. In this paper, we propose a network-based model to attempt to connect modern macroeconomic theory with real world economic observations and trends. We find that by extending macroeconomic theory with credit leveraging/deleveraging thresholds, we are able to explain economic cycles in addition to long-term growth. Furthermore, we specifically explore the growth-inflation view of the macro economy as a basis for optimal portfolio construction and efficient asset trading. Connecting our network-based macroeconomic model and our optimal portfolio construction algorithm, we create a novel macroeconomic asset-trading framework.
