To provide maximal disruption to a clandestine/terrorist network's ability to conduct missions, we must develop a means to determine the individuals' importance to the network and operations. In a network centric world, this importance is represented as an additive value of their criticality across the convergence of multiple layers of network connections. The connections layers of the network are comprised of social layers (Acquaintance, Friendship, Nuclear Family, Relatives, Student-Teacher, and Religious Mentors, Reverent Power and others), as well as layers representing interactions involving Resources, Knowledge/Skills and Temporal Local. The United States Air Force (USAF) is currently experiencing a period of high operations tempo and overseas deployments have become frequent. These deployments will leave home installations short manned. Some amount of risk is incurred by the home installation as a result of the short manning. For an organization, such as an USAF Fire and Emergency Services (FES) flight, whose primary responsibility is the protection of life and property, the incurred risk could be catastrophic. The paper describes the use of multiple objective decision analysis to qualitatively and quantitatively assess the quality of an endangered watershed and guide future efforts to improve the quality of the watershed. The Upham Brook watershed is an urban watershed that lies at the interface of declining inner city Richmond, Virginia and growth-oriented Henrico County. A section of stream within the watershed has been identified as so dangerously polluted that it threatens the health of the residents who live within the watershed boundaries. One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment. The subjective parameters included in the decision maker model can be any attribute that characterizes the heterogeneity of the decision makers. The authors describe their work on the perceived risk of nuclear waste in Sweden. Three levels of waste were studied, and comparisons between the perceptions of the public, politicians and nuclear experts are made.

Challenging the "de minimis risk" concept, Dr. Fischhoff argues that risks ought not to be considered apart from a particular technology's benefits. He argues, too, that the acceptability of particular kinds of risks should not be determined without considering the views of all persons who may be exposed. Finally, building upon the "reasonable person" construct, he suggests ways those goals might be achieved.

The author suggests an integrative approach for projecting economic impacts of facilities that elicit public Risk aversion. She incorporates both economic stimulus effects and perception-based effects of facilities on the host area economy. Empirical findings are compared and an impact estimation framework is suggested for integrating psychometric and econometric techniques.

A systems engineering approach to the development of a radically different kind of surface combatant ship is presented, followed by a preliminary design of the ship shown by the analysis to be most effective. The requirement for the project was the development of a ship which would provide a major increase in the missile firepower of a battlegroup. The study conducts an analysis of four warfare scenarios and evaluates the effectiveness of replacing some Aegis ships with the missile carrier (CMX) and examines the relative utility of varying missile loads for the CMX. Professor Freudenburg believes that there is room for improvement in Risk analysis, particularly in drawing on systematic studies of human behavior in the calculation of real, empirical probabilities of failure. The need is argued to be especially acute where technological Risks are associated with low expected probabilities of failure and are managed by human organizations for extended periods of time. This permits complacency to set in.

Professor Thompson responds to Valverde's argument, in the last issue, that his approach to Risk puts too much emphasis on the distinction between Risk subjectivism and Risk objectivism. In doing so, he asserts, inter alia, that anchoring Risk judgments in a probabilistic framework does not go far enough in rejecting reigning Risk-analysis notions of "real Risk."

Professor Cross's comment is closely related to the debate between Thompson and Valverde. Using examples that do not commonly appear in the "Risk" literature, he argues that: Giving weight to perceived Risk may seem liberal insofar as it gives more say to the "little guy," but giving perceived Risk too much weight could have distinctly illiberal social consequences.
