Developing More Useful Equity Measurements For Flood-Risk Management, Adam Pollack, Casey Helgeson, Carolyn Kousky, Klaus Keller

Decision-makers increasingly invoke equity to motivate, design, implement and evaluate strategies for managing flood risks. Unfortunately, there is little guidance on how analysts can develop measurements that support these tasks. Here we analyse how equity can be defined and measured by surveying 167 peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. Our main result is a taxonomy that systematizes how equity has been, and can be, defined and measured in flood-risk research. The taxonomy embodies how equity is a pluralistic and unavoidably ethical concept. Despite this, we find that most quantitative studies fail …

Despite the introduction of the perimeter blasting technique at the Tulawaka Gold Mine, the mine continued to suffer from an overbreak of mine development headings, with an average overbreak of 24% every 22 m, which is approximately twice the acceptable 10% overbreak. The causes of this problem include ineffective drilling practices and uneven and excessive charging of explosives, resulting in a slightly high powder factor of 3.94 kg/m3 instead of 3.8 kg/m3, as per the design. The Hawaii Department of Transportation (HDOT) desired to evaluate the crashworthiness of a guardrail end terminal design in which the upstream guardrail anchorage was connected to a block partially buried in a cut slope, known as a “Buried in Backslope” or BIB design. The HDOT BIB system used an upper W-beam with 8-in. deep blockouts attached to W6x9 steel posts and a lower W-beam rubrail located 3 in. below the upper rail. The system used two horizontal flares: 7.4:1 near the upstream anchor block and a 13:1 flare through the ditch.

Purdue University's service-learning course, Water Supply in Developing Countries (WSDC) is dedicated to ensuring access to safe drinking water in the La Vega region of the Dominican Republic. The focus in the current academic year is to enhance the functionality, sustainability, and independence of community-based water treatment systems installed by previous WSDC students. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Jakarta's coastal region, characterized by dense settlements and industrial zones, faces significant flood risks due to land subsidence and rising sea levels, exacerbated by human activities and climate change. This study evaluates the effectiveness of the National Capital Integrated Coastal Development (NCICD) project, which proposes embankments along Jakarta's coast for enhanced flood resilience. Focusing on the Cengkareng Drain estuary, two-dimensional HEC-RAS simulations were employed. This study incorporates various factors such as precipitation, tides, waves, rising sea levels, and land subsidence to model extreme flood scenarios. This study aimed to determine levels of cyanide (CN) pollution in the soil and surface water at selected mining sites of Mbeya region. A total of (n = 124) samples were collected and analyzed by spectrophotometry. The cyanide levels of soil-based samples and water-based samples at Mwasenga, and Ifumbo mining sites were above the permissible limits. This was due to poor disposal of tailing from the gold processing plants and mismanagement of wastewater. Inverse problems involve extracting the internal structure of a physical system from noisy measurement data. In many fields, the Bayesian inference is used to address the ill-conditioned nature of the inverse problem by incorporating prior information through an initial distribution. In the nonparametric Bayesian framework, surrogate models such as Gaussian Processes or Deep Neural Networks are used as flexible and effective probabilistic modeling tools to overcome the high-dimensional curse and reduce computational costs. The US Air Force has gone through many aeromedical patient isolation transport system designs. The first designs were developed in response to the Ebola outbreak in 2014 and, more recently, the COVID-19 pandemic. The trade study analysis part of the system engineering design method was used to analyze the historic and current aeromedical patient contamination control transport systems. A trade study is a process that evaluates alternatives based upon various “-ilities”, such as reconfigurability, flexibility, durability, cost, and more, and performs a systematic analysis to aid designers in producing a ‘good’ design alternative given the large set of possible solutions. …

Increasing trends in flooding events are projected to continue as climate changes have increased the chance of extreme weather events. Given the significant, damaging impacts of extreme floods, the ability to effectively model floods is crucial for risk management and mitigation of the impacts of these extreme flooding events. This dissertation presents a new framework for detecting and predicting large-scale flood risk in the United States using climate information. This methodology categorizes regional, simultaneous floods into an index that is used to forecast the risk of extreme flooding a season ahead.
