As software costs become an increasingly higher percentage of total computer system costs, it becomes increasingly more important for software development managers to have the ability to predict development costs with reasonable accuracy early in the software development cycle. Software development cost estimates are based in large measure on software size. Function points are considered by many to be a de facto industry standard as a size metric. The function points technique, unlike lines-of-code, can be applied early in the software development cycle and is language independent. This research applied sociotechnical systems theory to explore the process used by two elected bodies to decide upon adoption of a complex technical engineering proposal. The research used a modified sociotechnical systems conceptual framework that was developed by Pava (1983) for application to non-traditional work settings. Pava applied the conceptual framework to what he termed non-routine office work which is characterized by non-linear conversion flow, multiple, concurrent conversion processes and vocational separatism (Pava, 1983).

The immediate adaptation of newly developed materials--with unique and highly desirable properties--is hampered by several factors, including: (1) high material cost and limited availability, (2) lack of information on them, including prior experience in their design and manufacture, immature manufacturing processes and general uncertainty in their behavior patterns, (3) unique handling issues, such as excessive manual labor, high process temperatures, toxicity, disposal problems, limited working lives, and low damage tolerance

This study addresses the impact of Group Decision Support Systems (GDSS) on expert system development by multiple Domain Experts. Current approaches to building expert systems rely heavily on knowledge acquisition and prototyping by a Knowledge Engineer working directly with the Domain Expert. The purpose of this research was to study and analyze the Norfolk Naval Shipyard's manufacturing methods of determining part families and generating part process plans for parts in the machine shop. A knowledge-based decision support system was designed based on knowledge acquired from machinist experts and documented sources of the Norfolk Naval Shipyard. The system interprets specific part information provided by the user, categorizes parts into part families and generates process plans to manufacture the parts. The system was evaluated and tested for parts provided by Norfolk Naval Shipyard.

This research developed a methodology for supporting decision making by reducing uncertainty in decision environments which are too large, dynamic and complex to be treated by traditional quantitative and simulation techniques. These environments are complex because of the free choice associated with human involvement, and the existence of a large number of interrelated factors which influence the outcomes of the decision process. They are dynamic because the ground rules affecting those interrelationships are constantly changing. Uncertainty cannot be treated probabilistically, since identification of a full set of outcomes and factors of influence is not possible.

The application of Dr. Genichi Taguchi's approach for design optimization, called Robust Design, to the design of human-computer interface software is investigated. The Taguchi Method is used to select a near optimum set of interface design alternatives to improve user acceptance of the resulting interface software product with minimum sensitivity to uncontrollable noise caused by human behavioral characteristics.

Dynamic systems that were once controlled by analog circuits are now controlled by digital computers. Presented is a comparison of the digital controllers presently used with magnetic suspension and balance systems. The overall responses of the systems are compared using a computer simulation of the magnetic suspension and balance system and the digital controllers. The comparisons include responses to both simulated force and position inputs. A preferred digital controller is determined from the simulated responses.
