The purpose of this research is to develop and apply a system-theoretic based methodology and corresponding model for Enterprise Architecture development. Enterprise Architectures can assist managers by illustrating the systemic relationships within an organization and the impact changes to the organization could make. Unfortunately, today's modeling practices are proprietary, time-consuming, and generally ineffective as tools for understanding the consequences of strategic-level planning decisions across all levels of the enterprise. The Fast, Inexpensive, Simple, and Tiny (FIST) framework proposes a broad set of organizational values, but provides limited guidance on practical implementation. Implementing FIST principles requires clarifying the definitions of “fast,” “inexpensive,” and “simple,” recognizing where FIST does and does not apply. Additionally, a subset of the FIST heuristics was expanded upon to increase their usefulness for practitioners. The primary research findings are that FIST principles are less conducive for highly complex or novel systems, immature technologies, future needs, acquisitions in early development phases, or when performance is the foremost value. This main objective of this dissertation is to propose an expert based multi attribute group decision making model (MAGDM) for portfolio evaluation and demonstrate it by applying it to evaluate brigade types under different military missions. Specifically, currently used Heavy, Mechanized Infantry, Airborne Infantry, and Stryker brigades are evaluated under a set of possible future military missions. Systems of Systems (SOS) meet vital needs in our society by providing capabilities that are not possible by their discrete components or subsystems. Some SOS are engineered to produce predictable results, yet they can still display emergent behavior. These behaviors are often considered negative because they are not a function of the design. However, emergent behavior can also be serendipitous and produce unexpected positive results. The authors formalize a theory of emergence based on entropy. The theory has explanatory value for emergence as an ontological and phenomenological concept in systems of systems. © 2013 The Authors.

The Enterprise AID − for assessment, improvement, and design − methodology is a systems science-, operational test and evaluation-, and multicriteria decision analysis-based approach to design and deployment of performance measurement systems (PMSs) tailored to specific enterprises pursuing any or all of enterprise assessment, improvement, or design. In the last five years, fuel prices have fluctuated from 2.86$/gallon to 3.87$/gallon which represents an increase of 35%. This situation has collocated the ethanol manufacturing in an advantageous situation. However, a major problem that is faced by the ethanol producers is the high cost of transportation. The objective of this thesis study is to determine the optimal allocation of ethanol production in the U.S. in 2009 that minimizes the transportation cost. When dealing with complex systems, all decision making occurs under some level of uncertainty. This is due to the physical attributes of the system being analyzed, the environment in which the system operates, and the individuals which operate the system. Techniques for decision making that rely on traditional probability theory have been extensively pursued to incorporate these inherent aleatory uncertainties. The FROST Method is presented which improves the efficiency of long-term sustainment of hardware systems. The FROST Method makes sustainment and scheduling decisions based on the minimization of the expected value of current and future costs. This differs from current methods which tend to base decisions not on the expected value of costs, but on the expected inventory demand found through projections using data which is often inaccurate.

The purpose of this thesis is to model the effects of anti-price gouging (APG) legislation on the costs to businesses during the recovery period of a disaster. A system dynamics model of a business’s replenishment procedures is used to simulate the effects of APG legislation on business performance. Economists have published expansive research on the effects of price ceilings on supply and demand, but there is little research evidence on the operational consequences of price ceiling legislation on business costs.
