The U.S. Department of Defense Advanced Concept Technology Demonstration (ACTD) and derivative, rapid acquisition programs offer timely solutions to critical military needs by assessing the utility of technologies mature enough to be fielded without application of traditional, defense system development processes. Military utility assessments (MUA) are ACTDs' most critical features, but the lack of a standard for identifying assessment criteria tailored to specific demonstrations risks poorly informed acquisition decisions and the military operations those decisions are intended to support.

While many developments have taken place around supporting the model coding task of simulation, there are few tools available to assist in the conceptual modelling phase. Several authors have reported the advantages of using process modelling tools in the early phases of a simulation project.
This paper provides an overview of process modelling tools in relation to their support for simulation, categorizing the tools into formal method and descriptive methods. Optimizing operational organizational effectiveness is the central, although often unstated, goal of engineering management and systems engineering research and applications. Two fundamental problems remain to be addressed in pursuit of this goal. This research is motivated by the economic optimization of the Troposherical Airborne Meteorological Data Reporting (TAMDAR), an aircraft-based meteorological data collection system. In the envisioned TAMDAR system, meteorological data collected by the onboard sensors of selected aircraft are transmitted to the ground as aircraft fly their missions. When an organization’s output declines due to either internal changes or changes in its external environment, it needs to adapt. In order to evaluate the effectiveness of different adaptation strategies on organizational per- formance, an organizational model composed of individual models of a five stage interacting decision maker was designed using an object oriented design approach and implemented as a Colored Petri net. The mission of the Cassini spacecraft is a unique opportunity to gain insights into major scientific questions about Saturn, the creation of the solar system, and the conditions that led to life on Earth. In preparation for the launch, NASA's Jet Propulsion Laboratory developed a software simulator to emulate the hardware data-control system of the spacecraft. This research concerns itself with Participatory Action Research in a hostile setting. The thrust is a sociotechnical one, with the intent being to enhance the capacity of the Wallop Public School System, Wallop, USA, to address its problem of racial disparate treatment of Black children. The potential for Organizational Learning among the school system's senior staff is studied. Some new theory about such hostile interventions is proposed.
