The proliferation of Unmanned Aerial Vehicles (UAV), and in particular small Unmanned Aerial Systems (sUAS), has significant operational implications for the Air Traffic Control (ATC) system of the future. Integrating unmanned aircraft safely presents long-standing challenges, especially during the lengthy transition period when unmanned vehicles will be mixed with piloted vehicles. Transporting a bicycle after riding somewhere and then needing to be pickup can be problematic. Bicycles will not fit in most vehicles without removing components. There is also the risk of damaging the inside of the vehicle. Expecting everyone to have a bike rack for their vehicle is unrealistic because the bike rack could be considered unappealing visually, take up to much space in the trunk, or limit the vehicle owner’s access to the trunk. The challenges in uncertain, dynamic and complex military operation environments exceed the problem-solving capabilities of individuals. Problem-solving has become a team task. These [hybrid] teams, which typically include machine and human elements, utilize autonomy and artificial intelligence to enhance the quality of actionable information and decision-making capabilities in solving complex problems. In this dissertation we focus on two main topics. Under the first topic, we develop a new framework for stochastic network interdiction problem to address ambiguity in the defender risk preferences. The second topic is dedicated to computational studies of two-stage stochastic integer programs. More specifically, we consider two cases. First, we develop some solution methods for two-stage stochastic integer programs with continuous recourse; second, we study some computational strategies for two-stage stochastic integer programs with integer recourse. Background: The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program was created by the 2010 Patient Protection and Affordable Care Act. MIECHV provides comprehensive services to at-risk families through evidence-based home visiting programs.
Purpose: The following question is addressed: Does the Missouri MIECHV system meet the definition of a complex adaptive system (CAS)?

This study proposes a novel methodology towards using ant colony optimization (ACO) with stochastic demand. In particular, an optimizationsimulation-optimization approach is used to solve the Stochastic uncapacitated location-allocation problem with an unknown number of facilities, and an objective of minimizing the fixed and transportation costs. ACO is modeled using discrete event simulation to capture the randomness of customers’ demand, and its objective is to optimize the costs. On the other hand, the simulated ACO’s parameters are also optimized to guarantee superior solutions. There is growing literature with qualitative definitions of resilience and quantitative models for systems, but these focus typically on systems with one performance measure. In application, many systems have multiple functions and multiple performance measures. This research uses a quantitative resilience framework for ERS that includes system design options, reliability, external threats, vulnerabilities, responses, and consequences assessed on multiple system performance measures. Existing systems were reviewed and discussions with collectors took place to establish the user requirements for this type of inventory management system. This report shows the design, manufacturing, and testing process for the product development of a wine club shipment package for Niner Wine Estates. Niner has two different shipment sizes, 4 bottles and 6 bottles, and wishes to improve their current package by giving it a more “high-class” feel. After the new package was designed and prototyped, it went through standardized quality testing to be cleared for commercial use. As currently used, systems theory is lacking a universally agreed upon definition. The purpose of this paper is to offer a resolution by articulating a formal definition of systems theory. This definition is presented as a unified group of specific propositions which are brought together by way of an axiom set to form a system construct: systems theory.
