This qualitative data leads the reader to one ultimate question: what does the rise in terrorism in Africa mean for the United States (U.S.) and U.S. policymakers, National Security academia, students in National Security, if anything at all? There are 208,009 properties in Arkansas that have more than a 26% chance of being severely affected by flooding over the next 30 years, which represents 13% of all properties in the state. A levee system is designed to reduce the flooding risk for urban and rural communities; however, most of the state's levees have been significantly outdated or built with engineering standards less rigorous than current best practices. Serving as the backbone of the nation’s economy, a large and growing number of deteriorating critical infrastructures, such as transportation and water infrastructures, are underperforming, aging, becoming structurally deficient, and must be repaired or replaced. California Bearing Ratio (CBR) laboratory testing is the conventional method for determining soaked strengths of pavement subgrades. The test requires careful preparation of soil samples followed by four days of water soaking before penetrating the samples using a standard plunger at prescribed rates to set depths. This report presents a wave method to be used for the structural identification and damage detection of structural components in bridges, e.g., bridge piers. This method has proven to be promising when applied to real structures and large amplitude responses in buildings (e.g., mid-rise and high-rise buildings). This study explores the feasibility of miniature shipping container usage within existing intermodal transportation (IT) supply chains. Smaller intermodal container shipments may help realign freight shipments with the most efficient transportation mode, rail. These containers embolden the dimensional domain (DD) of shipping. The shipping container dimensional domain (container size variation and modal fluidity) is widespread and results in shipments that are often larger or more infrequent than needed. The DD impacts transport mode, shipping frequency, shipment velocity, intermodal supply chain accessibility, and regional shipping networks. Inland waterways face natural and man-made disruptions that may affect navigation and infrastructure operations leading to barge traffic disruptions and economic losses. This dissertation investigates inland waterway disruption responses to intelligently redirect disrupted barges to inland terminals and prioritize offloading while minimizing total cargo value loss. This problem is known in the literature as the cargo prioritization and terminal allocation problem (CPTAP). A previous study formulated the CPTAP as a non-linear integer programming (NLIP) model solved with a genetic algorithm (GA) approach.
