This thesis presents an explicit consideration of the impacts of modeling decisions on the resulting maintenance planning. Incomplete data is common in maintenance planning, but is rarely considered explicitly. Robust optimization aims to minimize the impact of uncertainty--here, in contrast, I show how its impact can be explicitly quantified. Doing so allows decision makers to determine whether it is worthwhile to invest in reducing uncertainty about the system or the effect of maintenance. The thesis consists of two parts. This study developed an assessment tool to rate the maturity of the current and desired states of lean logistics operations in small and medium enterprises. The tool consists of 48 best practices classified into 8 critical factors: Inventory, Transportation, Administration, Information Systems, Warehouse, Forecasting, Packaging and Supplier Network. Each of the best practices and critical factors were identified throughout a thorough literature review and comparative analysis between authors to define commonalities among them. A person and a baggage cart together have been the primary method of loading baggage on to aircraft, and this practice has virtually remained unchanged, especially for narrow body aircraft. This dissertation analyzes the structural relationships among the Human Factors Accident Classification System levels for unmanned air vehicle and manned air vehicle accidents and the common relationships between unmanned air vehicle and manned air vehicle accident causes. The study acquired DOD HFACS accident classification data from 347 United States Air Force Class A accident reports for the years between 2000 and 2013.

The purpose of this research was to demonstrate a methodology using an Epoch-Era Analysis to quantify and estimate the value of design flexibility early in the Department of Defense's (DOD) acquisition life cycle. This method was implemented using a possible replacement to the Air Force's fighter-trainer aircraft as a baseline and a set of future requirements that would change the baseline. An existing Cost Estimating Relationship tool was utilized in conjunction with a decision tree modeling approach to accommodate uncertain future needs. We consider the problem of routing an aircraft (receiver) from a starting location to a target and back to an ending location while maintaining a fuel level above a predetermined level during all stages of the route and avoiding threat and no-fly zones. The receiver is routed to air refueling locations to refuel as required. Analysts at USTRANSCOM are tasked with providing vehicle mixtures that will support the distribution of requirements as provided in the form of TPFDD. An integer programming model exists to search for optimal solutions to these problems, but it is fairly time consuming, and produces only one of potentially several good quality solutions. This research constructs a number of heuristic approaches to solving the TDP. Two distinct shipping methods are examined and applied through both constructive and probabilistic vehicle assignment processes. The following report documents the attempt to design a safe and reliable process for transporting Louder Space’s musical gear that requires minimal physical demand. Design specifications were derived from customer requirements as well as human factors principles. The transportation process was broken down into systematic process steps and standardized, making use of lean methodologies in order to reduce the number of non-value steps involved. This survey research effort investigated the relationship between 11 selected Geographic Information System (GIS) functions and three (time, cost, and quality) highway and transportation construction-project success criteria. The population included engineers and information technology professionals in the United States who worked in the highway and transportation area. The sample included members of various appropriate email groups.

No significant relationship between GIS function use and construction project success criteria (time and cost) was found. The third success criterion (customers specification−quality) was not tested because of the lack of variability of the responses. We introduce a class of finite-horizon dynamic optimization problems that we call multi-action stochastic dynamic programs (DPs). Their distinguishing feature is that the decision in each state is a multi-dimensional vector. These problems can in principle be solved using Bellman's backward recursion. However, complexity of this procedure grows exponentially in the dimension of the decision vectors. This is called the curse of action-space dimensionality. To overcome this computational challenge, we propose an approximation algorithm rooted in the game theoretic paradigm of Sampled Fictitious Play (SFP). This paper presents THINC, an agent developed for saving energy in real-world commercial buildings. While previous work has presented techniques for computing energy-efficient schedules, it fails to address two issues, centered on human users, that are essential in real-world agent deployments: (i) incentivizing users for their energy saving activities and (ii) interacting with users to reschedule key “energy-consuming” meetings in a timely fashion, while handling the uncertainty in such interactions.
