Disruptions impacting workforce schedules can be costly. A 1999 study of the United Kingdom's National Health Service estimated that as much as 4% of the total resources spent on staffing were lost to schedule disruptions like absenteeism. Although disruptions can not be eliminated, workforce schedules can be improved to be more responsive to disruptions. One key area of study that has expanded over the past few years is the application of traditional scheduling techniques to re-rostering problems. This thesis develops optimization models for prioritizing payloads for inclusion on satellite buses with volume, power, weight and budget constraints. The first model considers a single satellite launch for which the budget is uncertain and constellation requirements are not considered. Subsequently, we include constellation requirements and provide a more enhanced model. Both single-launch models provide a prioritized list of payloads to include on the launch before the budget is realized. The single-launch models are subsequently extended to a sequence of multiple launches in two cases, both of which incorporate an explicit dependence on the constellation composition at each launch epoch. …

This research uses an advanced statistical technique to expand upon the current understanding of war termination. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Open-source war data from the Correlates of War Project was analyzed using both binary and multinomial logistic regression techniques. Worldwide, maritime trade accounts for approximately 80% of all trade by volume and is expected to double in the next twenty years. Prior to September 11, 2001, Ports, Waterways and Coastal Security (PWCS) was afforded only 1 percent of United States Coast Guard (USCG) resources. Today, it accounts for nearly 22 percent of dedicated USCG resources. This thesis utilizes game theory within a framework for updating optimal decisions based on new information as it becomes available. Methodology is developed that allows a decision maker to change his perceived optimal policy based on available knowledge of the opponents strategy, where the opponent is a rational decision maker or a random component nature. A control chart is often used to detect a change in a process. Following a control chart signal, knowledge of the time and magnitude of the change would simplify the search for and identification of the assignable cause. In this research, emphasis is placed on count processes where overdispersion has occurred. Overdispersion is common in practice and occurs when the observed variance is larger than the theoretical variance of the assumed model. In this paper, we study the multi-machine scheduling problem with earliness and tardiness penalties and sequence dependent setup times. This problem can be decomposed into two subproblems—sequencing and timetabling. Sequencing focuses on assigning each job to a fixed machine and determine the job sequence on each machine. We call such assignment a semi-schedule. Timetabling focuses on finding an executable schedule from the semi-schedule via idle-time insertion. Sequencing is strongly NP-hard in general. Although timetabling is polynomial-time solvable, it can become a computational bottleneck if the procedure is executed many times within a larger framework. This paper makes two contributions. This thesis examines the importance of a critical infrastructure rebuild strategy following a terrorist attack or natural disaster such as Hurricane Katrina. Critical infrastructures are very complex and dependent systems in which their re-establishment is an essential part of the rebuilding process. A rebuild simulation model consisting of three layers (physical, information, and spatial) captures the dependency between the six critical infrastructures modeled. We employ a simulation optimization approach to evaluate rebuild prioritization combinations with a goal of minimizing the time needed to achieve an acceptable rebuild level. A computer tool to aid in selecting the best Automatic Target Recognition (ATR) algorithm is developed. The program considers many quantifiers, accepts user-defined parameters, allows for changes in the operational environment and presents results in a meaningful way. It is written for Microsoft Excel. An ATR algorithm assigns a class label to a recognized target. General designations can include "Friend" and "Foe." The error of designating "Friend" as "Foe" as well as "Foe" as "Friend" comes with a high cost. Studying each algorithm's error can minimize this cost. This thesis develops a tractable, statistically sound hypothesis testing framework for the detection, characterization, and estimation of non-random structure in clandestine social networks. Network structure is studied via an observed adjacency matrix, which is assumed to be subject to sampling variability. The vertex set of the network is partitioned into k mutually exclusive and collectively exhaustive subsets, based on available exogenous nodal attribute information. The proposed hypothesis testing framework is employed to statistically quantify a given partition's relativity in explaining the variability in the observed adjacency matrix relative to what can be explained by chance. An approach for synthesizing micro- and nano-sized gold wires by infiltration and thermolysis is investigated. A porous ZrO2 ceramic preform with aligned pores obtained by unidirectional freezing and freeze-drying is employed as an infiltration template. The sintered porous ZrO2 preform is then infiltrated by a brushing gold solution. The thermolysis is conducted at 600 °C in air. Micro- and nano-sized gold wires are developed within the walls of the pores after thermolysis. The diameter of the gold wires ranges from several hundred nanometers to several microns.

A supervised genetic algorithm (SGA) is proposed to solve the quality of service (QoS) routing problems in computer networks. The supervised rules of intelligent concept are introduced into genetic algorithms (GAs) to solve the constraint optimization problem. One of the main characteristics of SGA is its searching space can be limited in feasible regions rather than infeasible regions. Aminiature-microbial fuel cell (mini-MFC, chamber volume: 1.2 mL)was used to monitor biofilm development from a pure culture of Shewanella oneidensis DSP10 on graphite felt (GF) under minimal nutrient conditions. ESEM evidence of biofilm formation on GF is supported by substantial power density (per device cross-section) from the mini-MFC when using an acellular minimal media anolyte (1500mW/m2). These experiments demonstrate that power density per volume for a biofilm flow reactor MFC should be calculated using the anode chamber volume alone (250 W/m3), rather than with the full anolyte volume. Organic mulch is a complex organic material that is typically populated with its own consortium of microorganisms. The organisms in mulch breakdown complex organics to soluble carbon, which can then be used by these and other microorganisms as an electron donor for treating RDX and HMX via reductive pathways. A bench-scale treatability study with organic mulch was conducted for the treatment of RDX- and HMX-contaminated groundwater obtained from a plume at the Pueblo Chemical Depot (PCD) in Pueblo, Colorado. The site-specific cleanup criteria of 0.55 ppb RDX and 602 ppb HMX were used as the logical goals of the study. …

The Mahalanobis-Taguchi System is a diagnosis and predictive method for analyzing patterns in multivariate cases. The goal of this study is to compare the ability of the Mahalanobis- Taguchi System and a neural-network to discriminate using small data sets. We examine the discriminant ability as a function of data set size using an application area where reliable data is publicly available. The study uses the Wisconsin Breast Cancer study with nine attributes and one class.

Thirty weak base 1,2,4-dispiro trioxolanes (secondary ozonides) were synthesized. Amino amide trioxolanes had the best combination of antimalarial and biopharmaceutical properties. Guanidine, aminoxy, and amino acid trioxolanes had poor antimalarial activity. Lipophilic trioxolanes were less stable metabolically than their more polar counterparts.

Amodiaquine (AQ) and tebuquine are 4-aminoquinoline antimalarials with Mannich base side chain and are highly effective against chloroquine (CQ)-resistant strains of Plasmodium falciparum. Clinical use of AQ has been severely restricted due to hepatoxicity and agranulocytosis side effects associated with its long term use. Lysosomal accumulation and bioactivation to generate reactive quinoneimine metabolite are implicated to be the cause of the observed AQ toxicities. Information on the mental status of soldiers operating at the limits of human tolerance will be vital to their management in future deployments; it may also allow earlier intervention for conditions such as undiagnosed Gulf War illnesses and Parkinson’s Disease. Thermally responsive bulk polymer films utilizing reversible Diels-Alder chemistry have been developed. Gold nanoparticles (AuNPs) were passivated with thiol-terminated poly(styrene)-b-poly(ethylene glycol) (PS-b-PEG) copolymer ligand, where the PS and PEG blocks are joined via a Diels-Alder (DA) linkage. The ligand-functionalized nanoparticles were dispersed within a microphase-separated PS-b-poly(methyl methacrylate) (PS-b-PMMA) block copolymer. Nanoparticle location was dictated by the compatibility of the external shell with the block copolymer matrix. As cast, the PEG shell compatibilized the nanoparticles with the PMMA domains.
