This study is an exploratory investigation into the development of metamodels of a particular Theater Simulation of Airbase Resources (TSAR) simulation model. Techniques applicable to the development of metamodels from a simulation using an orthogonal two-level fractional factorial experimental design are discussed. The experimental design is found to limit the metamodel form to polynomial linear least squares regression models, and also to greatly simplify the process of building regression models. Using the simulation results from previous research, alternate metamodels are proposed for both the prediction of sorties generated by the airbase system, as modeled by the simulation; and to assist …

United States Air Force (USAF) depots have expressed interest in utilizing DISASTER production scheduling software to schedule their maintenance operations. DISASTER attempts to increase system throughput by building effective schedules for system, constraint resources. However, when a system contains multiple, interactive constraints, DISASTER builds the constraint schedules one at a time. Since each successive schedule must adhere to timing restrictions imposed by previous constraint schedules, the quality of the schedules produced by DISASTER is dependent upon the sequence in which the constraints are scheduled. This study investigated Integrated Product Development (IPD) at the F-22 System Program Office (SPO). A literature review revealed the key IPD characteristics of organizational structure, communication, intense up-front planning, training, integrated management tools, and lessons learned. The research method was twenty-two personal interviews of SPO subjects selected from four IPD teams, the front office, and functional support divisions. Key findings included an emphasis on up-front planning to establish an organizational and contractual structure which empowered workers to develop their products. Also, constant communication with all other functions and teams was stressed while training was primarily done while transitioning to IPD. …

This study examines automated Air Tasking Order (ATO) generation and dissemination under the Joint Forces Air Component Commander (JFACC) concept, focusing on an evaluation of information systems support given the differing service philosophies concerning control of tactical air assets. Current Department of Defense doctrine identifies the Contingency Tactical Air Control System Automated System (CTAPS) as the standard automated system for Theater Battle Management planning for the JFACC. To achieve service interoperability, the doctrine requires the use of CTAPS for ATO generation and dissemination when joint operations are conducted under the JFACC concept. This study develops a parametric model that is capable of generating accurate estimates of the costs to close Air Force installations. The new model is based upon, but much simpler to use than, the Cost of Base Realignment Action (COBRA) model. COBRA is an economic cost analysis model that requires a minimum of 250 inputs and as many as 700 inputs. The new parametric model requires just 10 input variables and was developed using least squares multiple regression. Comparison of the new parametric model to COBRA indicates that it captures 91 percent of the variance in cost estimates generated by …

Research And Development Project Selection Tools: Probing Wright Laboratory's Project Selection Methods And Decision Criteria Using The Lateral Airfoil Concept, James E. Barger

This research accomplished three major tasks. First it examined familiarity and usage rates for fifteen published R&D project selection methods in the context of a larger general issue, the Air Force's ability to develop and exploit technology. Wright Laboratory served as the focus for the research effort and displayed a greater tendency to use formal methods in 1993 than was shown in prior research. The laboratory's overall preference for simpler models like Checklist, Scoring, and Sorting led to a recommendation that authors familiar with the other techniques communicate them in engineering and management vernacular. In today's competitive manufacturing environment, effective and practical statistical quality control approaches are essential. A successful process control approach needs to provide on line real time monitoring of quality related characteristics.

No longer acceptable is an approach that analyzes quality related data only after the product is produced. A statistical process control approach that monitors the process during production and that reports trouble spots before bad products are made is necessary in an automated manufacturing environment.

The purpose of this thesis was to study and analyze the wastewater pipeline failure risk assessment process, and then design and develop an effective and efficient wastewater pipeline risk assessment tool for the Hampton Roads Sanitation District, in Virginia, U.S.A. A knowledge based system was developed using an expert system building shell (Xi-Plus).

This research investigated the development of Organizational Learning Process (OLP) through the application of a computer-based strategy in an organizational setting. OLP is developed from the organizational learning literature as an integration of similar concepts of organizational processes of inquiry essential to organizational learning. These concepts included: organizational dialectic (Argyris and Schon 1978), surfacing and testing mental models (Senge 1990a,1990b), and interpretation process (Daft and Weick 1984). A qualitative research methodology was developed within a participatory action research framework (Whyte 1989). The mechanical properties of natural rubber - poly(vinyl chloride) blends have been studied. Tensile and tear strengths of the vulcanizates has been shown to increase with increasing proportions of PVC up to about 20 pphr. Abrasion loss and hardness decreases slightly with increasing concentration of PVC. Increased loading Of carbon black lowers the tensile and tear strength while increasing the abrasion loss and hardness values. This may be explained by the fact that PVC exists as a discontinuous rigid phase in the polymer compound. At normal loading of black (37 pphr) PVC improves processability and acts in the same way …

This paper develops a probabilistic model and a software tool for analyzing longitudinal collision/safety between two automated vehicles. The input parameters are the length of the gap between the two vehicles, the common speed prior to the failure, the reaction delay of the following vehicle and a bivariate pint distribution of the deceleration rates of the two vehicles. The output includes the probability of a collision and also the probability distribution of the relative speed at collision time.We will use this model to compare the safety consequences associated with the platooning and "free-agent" vehicle-following rules. The objective of this study was to investigate some of the different variables that were used in building a prototype model on the Stratasys 3-D Modeler. Variables tested were: 1) speed of the head; 2) z slice; 3) road width; 4) orientation angle of the path; 5) tip and liquefier temperatures; 6) envelope temperature. There were 34 tests and each test had 10 specimens in it for a total of 340 tensile specimens. Each test consisted of the six variables. Tests indicated that the “orientation angle” variable had the greatest effect on tensile strength.

Computer Aided Simulation is the process of designing a mathematical-logical model of a real system and experimenting with this model on a computer. Simulation encompasses a model building process as well as the design and implementation of an appropriate experiment involving that model. The sociotechnical aspects of group communication in semiautonomous technical work teams were investigated to understand how team members define "effective" group communication and what impact technical tools have on the group communication process. A team of workers with various technical backgrounds was selected for study. The study involved videotaped group sessions, a group training educational briefing and individual group member questionnaires. The results indicate that group members believed sharing information among group members was critical to successful communication and that certain technical tools could be effective during group meetings. Cultural diversity is therefore likely to introduce variety to organizations in which individuals from different national backgrounds are working together. The Joint Staff Directorate for Force Structure, Resources, and Assessment (J-8) sought a procedure which could be used to generate an optimal missile allocation for the silo attack portion of the Red Integrated Strategic Offensive Plan (RISOP). Their current solution procedure is a manual heuristic which is time-consuming and is not guaranteed to lead to an optimal solution. J- 8 defines an optimal solution as a feasible solution which minimizes both the flight time of the missile that impacts first and the duration of the attack. The purpose of this study was to analyze the proposed addition of heavy KC-135 tanker aircraft to the United States Air Force Aircraft Surge Launch and Recovery (ASLAR) instrument approach system. The Air Force Communications Command, which oversees ASLAR operations, will use these results to determine if KC-135 aircraft should be permitted to fly ASLAR approaches. A SIMSCRIPT II.5 animated simulation model was developed to simulate the Runway 26 approach at Seymour Johnson Air Force Base under a variety of wind conditions. This thesis provides a prototype and methodology for integrating psychological operations (PSYOP) into the Joint Theater Level Simulation (JTLS) combat model. The requirement rose out of the need for aggregate-level training models to reflect the role of PSYOP so that commanders and their staffs can learn how to manage plan for, and conduct PSYOP within the context of AirLand battle doctrine. This study examined three aspects of animation (movement, color, and detail of icons) to determine which one (or ones) best communicated the operation of a simulation model. The procedure was done in the context of using animation to establish a model's face validity. Movement, color, and detail of icons were looked at individually and in combination. The ability to communicate was measured both subjectively and objectively.
