The growing population in cities and booming e-commerce activities create huge demand for urban last-mile delivery, exerting intense pressure on the cities' well-being. To keep congestion and pollution under control, a consolidator can operate an urban consolidation center (UCC) to bundle shipments from multiple carriers before the last-mile delivery. Alternatively, the consolidator can operate a peer-to-peer platform for the carriers to share delivery capacity. We provide guidance for the consolidator to choose between these two business models by comparative analysis. COVID-19 has severely impacted the global aviation industry, causing many airlines to downsize or exit the industry. For airlines which attempt to sustain their operations, they will need to respond to the increase in passenger and cargo demand, as countries recover slowly from the crisis due to the availability of vaccines. We built a series of spreadsheet models to first project the COVID-19 recovery rates by countries from 2021 to 2025, then forecast the passenger and cargo demand, using historical data as base figures. “Current infrastructure systems modeling literature lacks frameworks that integrate data visualization and trend extraction needed for complex systems decision making and planning. Critical infrastructures such as transportation and energy systems contain interdependencies that cannot be properly characterized without considering data visualization and trend extraction.

This dissertation presents two case analyses to showcase the effectiveness and improvements that can be made using these techniques. Case one examines flood management and mitigation of disruption impacts using geospatial characteristics as part of data visualization. In real-world urban logistics operations, changes to the routes and tasks occur in response to dynamic events. To ensure customers’ demands are met, planners need to make these changes quickly (sometimes instantaneously). This paper proposes the formulation of a dynamic vehicle routing problem with time windows and both known and stochastic customers as a route-based Markov Decision Process. This article presents the modeling and solution of an extended type of split delivery vehicle routing problem (SDVRP). In SDVRP, the demands of customers need to be met by efficiently routing a given number of capacitated vehicles, wherein each customer may be served multiple times by more than one vehicle. Furthermore, in many real-world scenarios, consumption of vehicles en route is the same as the goods being delivered to customers, such as food, water and fuel in rescue or replenishment missions in harsh environments. In the immediate response phase of a natural disaster, local governments and nonprofit agencies often establish shelters for affected populations. Decisions regarding at which locations to open shelters are made ad hoc based on available building inventory, and may result in high travel impedance to reach shelters and congestion. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm. A green mixed fleet vehicle routing with realistic energy consumption and partial recharges problem (GMFVRP-REC-PR) is addressed in this paper. This problem involves a fixed number of electric vehicles and internal combustion vehicles to serve a set of customers. The realistic energy consumption which depends on several variables is utilized to calculate the electricity consumption of an electric vehicle and fuel consumption of an internal combustion vehicle. This article analyzes how development budget estimates, as reported in the Selected Acquisition Reports, change over time for primarily Air Force space programs. Government acquisition policy emphasizes the importance of developing an accurate point estimate for programs to ensure program budget efficiency; however, statistics imply space programs tend to underspend at the beginning of the program and to overspend at the end of Initial Operational Capability. This suggests new phasing methods that reflect the unique needs of space and perhaps other developmental-type programs by allocating more of the budget in later years rather than at the beginning of the program, …
