This thesis utilizes three case studies to measure the rise of terrorism in Africa. This qualitative data leads the reader to one ultimate question: what does the rise in terrorism in Africa mean for the United States (U.S.) and U.S. policymakers, National Security academia, students in National Security, if anything at all? There is an existing issue in human-machine interaction, such that drivers of semi-autonomous vehicles are still required to take over control of the vehicle during system limitations. A possible solution may lie in tactile displays, which can present status, direction, and position information while avoiding sensory (e.g., visual and auditory) channels overload to reliably help drivers make timely decisions and execute actions to successfully take over. Parks and greenspaces are publicly available entities that serve the vital purpose of promoting multiple aspects of human welfare. Unfortunately, the existence of park disparities is commonplace within the park setting. Specifically, marginalized individuals encounter limited park access, insufficient amenity provision, and poor maintenance. To remedy these disparities, we propose a process in which we select candidate park facilities and utilize facility location models to determine the optimal primary parks from both existing and candidate sites.

"The lack of adequate broadband infrastructure persists in many rural communities. Beyond funding, additional barriers persist, such as digital literacy and community-level self-efficacy. As a result, the first contribution articulates barriers at the organizational level. This work proposes a framework based on the Theory of Planned Behavior to highlight stakeholder dynamics that have constrained Regional Planning Commissions from advancing broadband infrastructure in rural areas. Learning based order dispatching has witnessed tremendous success in ride hailing. However, the success halts within individual ride hailing platforms because sharing raw order dispatching data across platforms may leak user privacy and business secrets. Such data isolation not only impairs user experience but also decreases the potential revenues of the platforms. In this paper, we advocate federated order dispatching for cross-platform ride hailing, where multiple platforms collaboratively make dispatching decisions without sharing their local data. Situational and space domain awareness in the space domain can no longer be confined to that which is found in geosynchronous orbit. International activities—commercial and military—and threats to the planet itself exist and are increasing across the entire Earth-Moon system. This reality requires a new taxonomy to accurately classify space domain awareness missions and better apply resources to and development of the same. This work presents such a taxonomy for the classification of space domain awareness regions.

How to coordinate the communication among intersections effectively in real complex traffic scenarios with multi-intersection is challenging. Existing approaches only enable the communication in a heuristic manner without considering the content/importance of information to be shared. In this paper, we propose a universal communication form UniComm between intersections. UniComm embeds massive observations collected at one agent into crucial predictions of their impact on its neighbors, which improves the communication efficiency and is universal across existing methods. This paper addresses the time dependent orienteering problem with time windows and service time dependent profits (TDOPTW-STP). In the TDOPTW-STP, each vertex is assigned a minimum and a maximum service time and the profit collected at each vertex increases linearly with the service time. The goal is to maximize the total collected profit by determining a subset of vertices to be visited and assigning appropriate service time to each vertex, considering a given time budget and time windows. While a peace treaty ends a conflict and often dictates terms from the winners’ perspective, it may not create a lasting peace. On-demand ride-pooling (e.g., UberPool, GrabShare) services focus on serving multiple different customer requests using each vehicle, i.e., an empty or partially filled vehicle can be assigned requests from different passengers with different origins and destinations. We study the role of ride-hailing surge factors on the allocative efficiency of taxis by combining a reduced-form estimation with structural analyses using machine-learning-based demand predictions. Where other research study the effect of entry on incumbent taxis, we use higher frequency granular data to study how location-time-specific surge factors affect taxi bookings to bound the effect of customer decisions while accounting for various confounding variables. We find that even in a unique market like Singapore, where incumbent taxi companies have app-based booking systems similar to those from ride-hailing companies like Uber, the estimated upper bound on the cross-platform substitution between …

The commercial fishing industry is frequently described as one of the most hazardous occupations in the United States. The objective, to maximize the catch, is routinely challenged by a variety of elements due to the environment, the vessel, the crew, and how they interact with each other. This study developed and evaluated a version of Wiegmann and Shappell’s (2003) Human Factors Analysis and Classification System (HFACS), specifically for commercial fishing industry vessels (HFACS-FV), using data from ten years of fatal fishing vessel accidents. "The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

The COVID-19 pandemic has heightened the necessity for pervasive data and system interoperability to manage healthcare information and knowledge. There is an urgent need to better understand the role of interoperability in improving the societal responses to the pandemic. This paper explores data and system interoperability, a very specific area that could contribute to fighting COVID-19. Specifically, the authors propose a unified health information system framework to connect data, systems, and devices to increase interoperability and manage healthcare information and knowledge. A blockchain-based solution is also provided as a recommendation for improving the data and system interoperability in healthcare.

This research introduces a new variant of the two-echelon vehicle routing problem (2EVRP) called the two-echelon vehicle routing problem with transshipment nodes and occasional drivers (2EVRP-TN-OD). In addition to city freighters in the second-echelon network, a set of occasional drivers (ODs) is available to serve customers. ODs are the basis of a crowd-shipping system in which crowds with planned trips are willing to take detours to deliver packages in exchange for some compensation. We propose a Recursive Logit (STD-RL) model for routing policy choice in a stochastic time-dependent (STD) network, where a routing policy is a mapping from states to actions on which link to take next, and a state is defined by node, time and information. A routing policy encapsulates travelers’ adaptation to revealed traffic conditions when making route choices. The STD-RL model circumvents choice set generation, a procedure with known issues related to estimation and prediction. Problem definition: Recently, there has been a rapid rise of on-demand ride-hailing platforms, such as Uber and Didi, which allow passengers with smartphones to submit trip requests and match them to drivers based on their locations and drivers’ availability. This increased demand has raised questions about how such a new matching mechanism will affect the efficiency of the transportation system—in particular, whether it will help reduce passengers’ average waiting time compared with traditional street-hailing systems. Interdependent infrastructure recovery modeling and simulation are complicated due to various interdependent connections and complexities. Current efforts have identified both operational and restoration interdependency subtypes and coupling strategies that have not been integrated into one comprehensive model. This research presents a model which simultaneously integrates nine interdependency subtypes and four coupling strategies in a multi-objective format to provide the most tailorable and comprehensive network-based recovery model available. This research also created a defense-centric interdependent infrastructure database by modifying the existing CLARC database. Routing problems are very important in intelligent transportation systems. Recently, a number of deep learning-based methods are proposed to automatically learn construction heuristics for solving routing problems. However, these methods do not completely follow Bellman's Principle of Optimality since the visited nodes during construction are still included in the following subtasks, resulting in suboptimal policies. In this article, we propose a novel step-wise scheme which explicitly removes the visited nodes in each node selection step. Subway system is the main mode of transportation for city dwellers and is a quite signif-icant backbone to a city's operations. One of the challenges of subway network operation is the scheduling of the first trains each morning and its impact on transfers.
