In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. Military and civilian leaders have the responsibility to protect our Nation's critical infrastructure, communities, and symbols of American power from terrorists, home and abroad, as well as from natural disasters. To this end, assessments are conducted to reduce vulnerability. The literature offers multiple definitions of vulnerability and measurement has not been adequately addressed. Thus, the purpose of this research has been to develop and deploy a systems-based model that quantifies vulnerability to critical infrastructure. Since Sept. 11, 2001, there has been great interest in the military and intelligence communities in using Social Network Analysis (SNA) to support the disruption and destruction of global terrorist networks. SNA results, however, tend to be descriptive and are limited due to the lack of advantageous properties of the relationship measures applied to the arcs in a social network. Further, SNA techniques generally focus on a single network context while real relationships are based in multiple contexts. This article describes active research in commercial maritime port's recovery from security disruptions which explores the synergy of economic and simulation models in investigating the recoverability of ports after security incidents. Previous study has identified decision variables and throughput simulation models of port operation. However, none of these models have been utilized to investigate port's recovery from a security disruption and in evaluating recoverability investments. In this paper, we study a logistics problem arising in military transport planning. A military organization operates a large fleet of vehicles in a depot to serve the requests of various operational units. Each request has a fixed start and end time, and is served by a prescribed number of vehicles. The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. As part of a larger intelligence process, more detailed analysis becomes critical to determine what portions need to be improved. Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. Continental municipalities have derived many benefits from the economies of scale associated with a regional approach to facilities location and management planning. Centralized solid waste processing facilities is an example. Island communities, however, surrounded by miles of ocean, are constrained to a fragmented approach to the facilities location solution. In this research the effect of socioeconomic factors on terrorism and government instability in Latin America are studied. A commonly held opinion is that terrorism and instability are caused by repressive conditions. The objective of this research was to generate a methodology to forecast terrorism and instability given certain socioeconomic indicators. This methodology was generated for individual countries, two groups of countries, and a composite developing country. A set of 28 socioeconomic factors were evaluated and reduced based on correlation analysis. Patterns of terrorism and instability were investigated through data analysis and factor analysis.
