The uncertainty inherently associated with complexity challenges decision-making processes, indicating a need for a construct for decision making in complex situations. A review of the literature on systems, complexity, and paradigms indicates that such a construct must be internally consistent with well-defined philosophical foundations and further that systems and complexity (as used in complex situations) are not necessarily internally consistent with traditional philosophical foundations. Monte Carlo uncertainty quantification (UQ) capability has been added to a code for modeling multi-component steady-state isotope-separation enrichment cascades to characterize the propagation of uncertainties in input data that define the cascade and the feed. Random samples of error for every computational input are drawn from its individual uncertainty distribution and added to the inputs, creating a set of enrichment cascade problems with perturbed inputs. The set of problems is solved using the verified code. The cascade outputs are then characterized using the empirical cumulative distribution. The NATO Human View is a system architectural viewpoint that focuses on the human as part of a system. Its purpose is to capture the human requirements and to inform on how the human impacts the system design. Safety is becoming more and more an issue in warehouses. In the literature, effective measures leading to increased occupational health and safety have hardly been researched. Most research focuses on the impact of perceived safety-related leadership of managers and worker safety consciousness on ‘safety climate’ and workers’ safe behavior. We have carried out exploratory research into which measures really improve the safety performance of a warehouse. Determining the optimal storage assignment for products in a dedicated warehouse has been addressed extensively in the Facility Logistics literature. However, the process of implementing a particular storage assignment given the current location of products has not received much attention in the existing literature. Typically, warehouses use downtime or overtime to remove products from their current location and move them to the suggested location. In this paper we propose a new approach for the facility layout problem (FLP) and suggest new mixed-integer linear programming (MILP) formulations. The proposed approach considers simultaneously the location of the departments within the facility and the internal arrangement of the machines. Two models are suggested, where the first addresses the rectangular department case and the second allows nonrectangular departments defined by an L/T shape. New regularity constraints are developed to avoid irregular department shapes.

The strategic design of a robust supply chain has as goal the configuration of the supply chain structure so that the performance of the supply chain remains of a consistently high quality for all possible future scenarios. We model this goal with an objective function that trades off the central tendency of the supply chain profit with the dispersion of the profit as measured by the standard deviation for any value of the weights assigned to the two components. Analyzing warehouse performance across different environments is critical to improving overall productivity and reducing costs. Although two-stage DEA estimators have been shown to be statistically consistent, the finite sample bias of DEA in the first stage carries over to the secondstage regression, which causes bias in the estimated coefficients of the contextual variables. The bias is particularly severe when the contextual variables are correlated with inputs. In theory and in practice, the objective of warehouse design has long been to meet operational requirements of throughput and service performance at minimum cost. A natural product of this “bottom line” approach has been warehouse buildings and operations ill-suited to the humans who spend their working lives interacting with them. We offer an explanation for the current approach, and argue that a new approach— a new paradigm —is needed. We then describe a comprehensive approach to warehouse design that includes human well-being as a primary goal.

One disadvantage of automated material handling systems is their relative Inflexibility: once racks are installed and conveyors are laid, making even mi-nor changes to a system can be cumbersome and expensive. However, recent progress in the capabilities and cost of basic system components, such as controllers, drives, and sensors, has made possible a new class of material handling systems having a much higher degree of flexibility. We propose underlying de- sign principles for such systems and describe several prototype plug-and-work" systems, which feature decentralized control and ease of reconfiguration.

Hazardous waste site remediation cost estimation requires a good estimate of the contaminated soil volume. The United States Environmental Protection Agency (U.S. EPA) currently uses deterministic point values to estimate soil volumes but the literature suggests that probability bounds analysis (PBA) is the more accurate method to make estimates under uncertainty. The underlying statistical theory is that they are more accurate than deterministic estimates because probabilistic estimates account for data uncertainties. This paper asks at what level of class imbalance one-class classifiers outperform two-class classifiers in credit scoring problems in which class imbalance, referred to as the low-default portfolio problem, is a serious issue. The question is answered by comparing the performance of a variety of one-class and two-class classifiers on a selection of credit scoring datasets as the class imbalance is manipulated. We also include random oversampling as this is one of the most common approaches to addressing class imbalance. Municipal water and wastewater utility systems experience several challenges related to maintaining an experienced operations workforce. One of these issues is the loss of operational knowledge as the current experienced workforce reaches the age of retirement. Many design problems require the optimization of competing objective functions that may be too complicated to solve analytically. These problems are often modeled in a simulation environment where static input may result in dynamic (stochastic) responses to the various objective functions. System reliability, alloy composition, algorithm parameter selection, and structural design optimization are classes of problems that often exhibit such complex and stochastic properties. Since the physical testing and experimentation of new designs can be prohibitively expensive, engineers need adequate predictions concerning the viability of various designs in order to minimize wasteful testing.
