During the past several years, there has been a significant increase in interest in the use of packetized audio over packet-switched networks due to economic and technical feasibility. However, distribution of real-time voice traffic is basically different from traditional reliable data transfer since continuous voice is sensitive to end-to-end delays and variations of delays. The distribution of continuous voice across a packet-switched network requires consideration of encoding schemas, end-to-end network delays, delay variations, and packet loss, all of which significantly affect the playback quality at the receiving side. The focus of this research is to determine if applying edge detection segmentation (proposed by Ramin Zabih, Justin Miller, and Kevin Mai) to Unmanned Aerial Vehicle (UAV) video footage can provide meaningful segments for database storage and retrieval. The edge detection segmentation algorithm is applied to fifty-four UAV video sequences containing visual effects such as abrupt camera changes, camera zooms, motion (rapid and gradual), and cloud cover while varying the frame rate from 5 fps to 30 fps. This thesis designs, develops, and uses software Graphical User Interfaces (GUIs) to analyze the communications capabilities of Radio Frequency (RF) Inter-Satellite Links (ISLs). The GUIs are geared towards analyzing the proposed ISLs of the Discoverer II program, but are general enough to permit analysis of any free-space RF ISLs. Discoverer II is a demonstration program of low-earth orbiting satellites and is primarily focused on satellite-based sensor technology. This thesis shows RF ISLs can meet the program requirement to broadcast the sensor data back to CONUS in near-real-time. his research investigates and extends recent work by J.C. Principe at the University of Florida in target pose estimation using adaptive networks. First, Principe's technique is successfully extended to estimate both azimuth and elevation using SAR images. A network trained and tested using MSTAR data yields mean errors of less than six degrees in azimuth and five degrees in elevation. Second, the technique is applied to high-range resolution radar (HRR) signatures. Ground target (azimuth only) testing yields mean errors of less than 11 degrees for most classes. The rise of large digital video archives has strengthened the need for more efficient ways of indexing video files an accessing the information contained in them. Reconnaissance platforms, such as the Predator UAV, are contributing thousands of hours of video footage that require analysis, storage, and retrieval. A process is proposed for converting a video stream into a series of mosaic and selected still images that provide complete coverage of the original video. This research proposes and evaluates a novel technique for detecting LPI/LPD communication signals using a digital receiver primarily designed to detect radar signals, such as a Radar Warning Receiver (RWR) or an Electronic Support Measures (ESM) receiver. The proposed Cyclic Spectrum Analysis (CSA) receiver is a robust detector that takes advantage of the spectral correlation properties of second-order cyclostationary signals. A computationally efficient algorithm is used to estimate the Spectral Correlation Function (SCF). Noncooperative identification (NCTI) of airborne targets is a top priority for the Air Force and this thesis makes a significant contribution to that area. High range resolution radar (HRR) provides an attractive means to perform NCTI. When measured HRR data is used, classification performance is excellent. However, it is often not feasible to acquire measured HRR signatures for a wide set of targets, thus necessitating the use of synthetically generated HRR data. If there are biases in the reported position of these sensors, the reported target position will also be biased and the ensuing global estimate of the target position will be degraded. A near-horizon probabilistic terrain backscatter coefficient generator is introduced, combining modified sea-state curves with Weibull-type probability density functions. A total of nine terrain type classifications (soils & rocks, trees, grasses, shrubs, short vegetation, roads, urban areas, dry snow, and wet snow) are supported, for seven radar bands (L, S, C, X, Ku, Ka, and W), and both linear (HH, VV) and cross (HV, VH) polarizations. Scientists have long known that periodic structures can filter electromagnetic (EM) waves. In the last decade, extension of one- and two-dimensionally periodic structures into a third periodic dimension has produced photonic band gap (PBG) structures. A PBG structure is characterized by its omnidirectional stop band at a set of frequencies determined by the structure's periodicity and permittivity. In the present research, we investigate such a structure as an antenna reflector. The identification of a linear discrete-time control system's loop gain is addressed. The classical Kalman filter theory for state estimation in linear control systems is extended, and the control system's loop gain and state are jointly estimated. Infinite periodic structures have been studied heavily because of their efficient filtering capabilities. They generally exhibit sharp frequency roll-offs at the frequency band of interest. In the RF region of the electromagnetic spectrum, periodic structures find applications such as radomes and photonic bandgap materials. Most studies have been done with infinitely periodic arrays because it is convenient to collapse an infinite array into one representative period using Floquet Analysis. This thesis explores a potential integration technique to fuse information from an inertial navigation system (INS) and global positioning system (GPS) with synthetic aperture radar target measurements. Using Kalman filtering techniques, an INSIGPS/SAR integrated system was simulated in a single Kalman filter to analyze the SAR target geolocation accuracy benefits. Three different GPS receiver models were used in the integrated system: stand-alone (SGPS), differential (DGPS), and carrier-phase differential GPS (CPGPS). Modern imaging sensors produce vast amounts data, overwhelming human analysts. One such sensor is the Airborne Visible and Infrared Imaging Spectrometer (AVIRIS) hyperspectral sensor. The AVIRIS sensor simultaneously collects data in 224 spectral bands that range from 0.4µm to 2.5µm in approximately 10nm increments, producing 224 images, each representing a single spectral band. Autonomous systems are required that can fuse "important" spectral bands and then classify regions of interest if all of this data is to be exploited. Multipath effects are a source of error degrading the accuracy of DGPS signal processing. The statistical models of multipath are determined by user location and, in addition are time varying. There is no unified statistical model for the multipath signal. Therefore the solution of the multipath problem using statistical models is difficult. A new real beam interferometric processing technique, called Adaptive Clutter Erasure (ACE), is investigated for applicability to ground clutter suppression in airborne radar systems. By analysis and simulation, the viability of the ACE concept as a next generation clutter suppression technique is demonstrated to achieve performance enhancements commensurate with currently implemented techniques. Research results indicate the ACE concept provides a reliably consistent 10dB Signal-to-Clutter Ratio (SCR) advantage over the APG-63, an operational radar system used for baseline comparison. This dissertation demonstrates how the symmetric convolution-multiplication property of discrete trigonometric transforms can be applied to traditional problems in image reconstruction with slightly better performance than Fourier techniques and increased savings in computational complexity for symmetric point spread functions. The fact that the discrete Fourier transform a circulant matrix provides an alternate way to derive the symmetric convolution-multiplication property for discrete trigonometric transforms. Derived in this manner, the symmetric convolution-multiplication property extends easily to multiple dimensions and generalizes to multidimensional asymmetric sequences. Air Force analysts are faced with the task of monitoring satellites with ground based telescopes. Images are collected and analyzed in a time consuming and subjective effort to detect any behavior that is anomalous. This research maximizes use of a priori information to create an automated, real time satellite behavior classification tool. Using modeling software and knowledge of a satellite's orbit, reference imagery is created for each measured image in a satellite pass. Two new linear reconstruction techniques are developed to improve the resolution of images collected by ground-based telescopes imaging through atmospheric turbulence. The classical approach involves the application of constrained least squares (CLS) to the deconvolution from wavefront sensing (DWFS) technique. The new algorithm incorporates blur and noise models to select the appropriate regularization constant automatically. In all cases examined, the Newton-Raphson minimization converged to a solution in less than 10 iterations. We develop and present results of an artificial neural network (ANN) based compensation technique for mismatched classifier training and testing conditions in speaker identification (SID). One ANN per feature per speaker is trained to perform a mapping of that feature from a corrupted condition to an undistorted condition. Therefore, a classifier trained under one condition may be used to classify data collected under a different condition. Speech utterances from 168 speakers, collected in a studio, and also re-recorded after transmission over telephone networks, are used for developing and testing the method. The Air Force is currently developing imaging laser radar systems (ladar) for use on precision guided munitions and other imaging systems. Scientists at Eglin Air Force Base, in conjunction with Wright Laboratories, are testing a 1.06-um wavelength ladar system and need to understand the weather effects on the ladar images. As the laser beam propagates through the atmosphere, fog droplets and raindrops can cause image degradation, and these image degradations are manifested as either dropouts or false returns. The purpose of this research was to evaluate how current cross-eye techniques protect an airborne platform versus a pulse-to-pulse Radio Frequency (RF) agile monopulse processing threat and, if necessary, develop a new cross-eye techniques to counter this threat. This research evaluates how both current retrodirective cross-eye techniques and an original technique, namely synchronized cross-eye, hide the true skin return in the time and frequency domain while preserving the necessary phase interferometric effects at the threat radar location. Both Fully Adaptive Joint Domain Optimum and Partially Adaptive Factored-Time Space processing methods are examined. This thesis concentrates on the turbulence effects on STAP applied to ground-based arrays. A channel compensation method is sought for use in speaker identification (ID) and verification applications under matched and mismatched training and testing conditions. This work expands on previous work on matched conditions by investigating three techniques on matched and mismatched conditions using the TIMIT and NTIMIT speech databases. First, previous results on 168 speakers are reproduced for matched conditions using Gaussian mixture models (GMM) and mel-frequency cepstral coefficients. The traditional approach to parallel processing has been to use Massively Parallel Processors (MPPs). An alternative design is commercial-off-the-shelf (COTS) workstations connected to high-speed networks. These networks of workstations (NOWs) typically have faster processors, heterogeneous environments, and most importantly, offer a lower per node cost. This thesis compares the performance of MPPs and NOWs for the two-dimensional fast Fourier transform (2-D FFT). Three original, high-performance, portable 2-D FFTs have been implemented: the vector-radix, row-column and pipeline. The NAVSTAR Global Positioning System (GPS) is currently used in many applications requiring precise positioning data. Improving the precise positioning information requires the removal of errors that perturb the received signals. The errors introduced by multiple propagation channels, termed multipath, are not easily removed. These channels are caused by reflective surfaces near the receiver. As such, multipath is uncorrelated between receivers and, thus, cannot be removed through differencing techniques.
