This thesis presents a method for building Radar Cross Section (RCS) models of aircraft based on static data taken from limited aspect angle windows. These models statistically characterize static RCS. This is done to show that a limited number of samples can be used to effectively characterize static aircraft RCS. The optimum models are determined by performing both a Kolmogorov and a Chi-Square goodness-of-fit test comparing the static RCS data with a variety of probability density functions (pdf) that are known to be effective at approximating the static RCS of aircraft. The Air Force has equipped its aircraft with avionic systems such as Global Positioning System (GPS) and Inertial Guidance Systems (INS) capable of providing accurate navigation solutions. The aircrews flying these aircraft require a system that can either survive the hostile environments encountered in combat or notify the aircrew that their performance has been significantly degraded. This research focuses on failure detection and isolation techniques using an extended Kalman filter and generalized likelihood ratios using matched filters. Formants are the natural frequencies of the human vocal tract. Existing methods for estimating formants from speech signals are computationally complex and subject to errors for certain type of speech sounds. This thesis describes a method for estimating vowel formant frequencies from Discrete Cosine Transform Coefficients (DCTC's), a form of cepstral coefficients, using a feedforward neural network with back-propagation training. Experimental results are based on a large multispeaker data base. The results are obtained for both a linear transformation and a feedforward neural network with a nonlinear hidden layer. An original design is presented for a fiber optic based digital image transmission link operating at a serial bit rate of 250 Mbits/Second. The link is designed as an integral part of an airborne infrared imaging system with particular emphasis on avoiding problems associated with aircraft electromagnetic interference (EMI). Unique features include simplicity (single PC board transmitter and receiver), low power, low cost (under $3,000), and use of the latest off-the-shelf components (including the Gazelle GA9011/GA9012 HOT ROD chip set). In speckle holography, short exposures frames along with wave front measurements allow post processing image reconstruction. With speckle holography the amplitude of high spatial frequencies is boosted to allow resolution out to the diffraction limit of the telescope. To provide system parameters for the wave front sensor design, a software analysis program has been developed that provides the system transfer function as a function of the number and size of sensor subapertures and sensor noise. This research introduces an optical method of segmenting potential targets using wavelet analysis. Implementation of an optical Harr wavelet is fulfilled using a magneto-optic spatial light modulator (MOSLM). Two methods of controlling wavelet dilation are explored: (1) spatial filtering of a ternary modulated MOSLM; (2) a single aperture positioned in front of a binary modulated MOSLM. Segmentation is performed through Vander Lugt correlation of a binarized image with a binarized optical wavelet. This thesis examines a remote sensing technique for measuring the atmospheric structure constant as a function of altitude by performing spatial correlation or wavefront sensor measurements. Two point sources are used to irradiate two wavefront sensors in the aperture plane of an optical system. The geometric relationship between the sources and the sensors gives rise to crossed optical paths. At the point where the paths cross, the correlation value of the turbulence contributions will be at a peak. This thesis discusses the use of the multiresolution representation and Radial Basis Function (RBF) neural networks to segment both FLIR and SAR imagery. The multiresolution approximation coefficients are used as features into the RBF network which learns to distinguish between different cultural and natural regions or objects. The wavelets used are Mallat's spline wavelet and Daubechies' compactly supported wavelets. Additionally, this thesis provides an explanation of wavelets in a tutorial manner. It introduces wavelet theory and discusses two different approaches to generating the multiresolution or wavelet representation.

A computer-based vowel articulation training aid has been developed. A "continuous" acoustic-phonetic transformation is performed to map speech parameters to a lower dimensionality display space. There are two possible approaches to this transformation problem. The transformation could be either linear or a combination nonlinear/linear. The nonlinear transformation is performed using a multi-layered feedforward neural network with linear output layers. Speech parameters are extracted either from an analog filter bank arrangement (band energies) or by a digital signal processing procedure (Discrete Cosine Transform Coefficients). Hidden Markov models (HMM's) have achieved considerable success for isolated-word speaker-independent automatic speech recognition. However, the performance of an HMM algorithm is limited by its inability to discriminate between similar sounding words. The problem arises because all differences between speech patterns are treated as equally important. Thus the algorithm is particularly susceptible to confusions caused by phonetically-irrelevant differences. This thesis presents two types of preprocessing schemes as candidates for improving HMM performance. The aim is to maximize the differences between phonologically-distinct speech sounds while minimizing the effect of variations in phonologically-equivalent speech sounds. In a target detection communication system, apparatus and method for determining the presence of probable targets based on contacts (which can indicate the presence of a target, noise, chatter, or objects not of interest) detected within a predefined position sector or sectors over a specified number of scans. The position of each detected contact, as a contact of interest, is compared with the positions of contacts detected at previous times or scans. A proposed solution to an aviation safety problem is based on passive detection of turbulent weather phenomena through their infrasonic emission. This thesis describes a system design that is adequate for detection and bearing evaluation of infrasounds. An array of four sensors, with the appropriate hardware, is used for the detection part. Bearing evaluation is based on estimates of time delays between sensor outputs. The generalized cross correlation (GCC), as the conventional time-delay estimation (TOE) method, is first reviewed.
