Major study objectives were to develop highway pavement subgrade stabilization guidelines, examine long-term benefits of chemical stabilizers, such as cement, hydrated lime, and two byproducts from industrial processes, and to establish a subgrade stabilization program in Kentucky. In developing a program, a number of design and construction issues had to be resolved. Factors affecting subgrade behavior are examined. Changes in moisture content and CBR strengths of untreated and chemically treated subgrades at three experimental highway routes were monitored over a 7- year period. CBR strengths of the untreated subgrades decreased dramatically while moisture contents increased. CBR strengths of subgrade sections …

Kentucky Transportation Center Research Report

The Extended-Weight Coal Haul Road System, created by Kentucky's Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system. This interim report, prepared after one year of a three-year study, describes the analyses performed thus far and presents preliminary findings, recommendations, and a discussion of future work.

The authors examine the route fatality Risk of routes in Erie County, PA and show that some pose a disproportionately high-Risk to users. They argue that transportation safety could be greatly increased by relatively small expenditures and suggest that the most cost-effective Risk amelioration is speed limit control.

An objective of this study was to review and analyze claims made against the Kentucky Transportation Cabinet through the Board of Claims. Another objective was to review the current state-of-the-art related to tort liability and highway agencies. This was accomplished by reviewing the literature and contacting other state highway agencies. Using information obtained from these various sources, recommendations were made relating to the establishment of an effective risk management program.

This highway cost and revenue allocation study is the fourth of a recent Kentucky series begun in 1982. Experience gained with each study has resulted in subsequent refinements that have enlarged the data base, enhanced the accuracy, and simplified the study process. One of the long-term aims is to develop an easy-to-use process for continuously monitoring effects of changes in traffic patterns, in finance and tax policy, and in highway expenditures.

The purposes of this study were to evaluate the effects of hydrated lime on the soils from Section AA-19 of the Alexandria-Ashland Highway and determine if the engineering properties of the soils from Section AA-19 could be improved by lime stabilization. Soil samples used in the study were obtained by· the Kentucky Transportation Research Program on March 25, 1986. Three bag samples were collected from Section AA-19 (Lewis County, Kentucky) of the Alexandria-Ashland Highway, Stations 1630 (Sample A), 1495 (Sample B), and 1675+50 (Sample C), respectively. The objective of this study was to investigate alternatives to paved mountable medians that have been used in the past on sections of four-lane, partially controlled access roads where right-of-way is restricted. These mountable medians present obvious operational problems due to the 3-inch difference in height as compared to the through lanes. In addition, construction and maintenance problems are associated with mountable medians because of the height differential.

Long-term movements of highway bridge approach embankments and pavements are described and factors that may lead to settlement of highway bridge approach pavements are discussed. Six case histories are presented. The bridge approach sites were observed at different times during the period 1966 to 1985. At four sites, lateral movements, measured from slope inclinometers, of the approach embankments were monitored over time periods ranging from 8 to 14 years. Settlements of the highway bridge approaches were monitored some three to four years after paving. The objective of this study was to measure the effectiveness of transportation services by means of a public opinion survey. Results from the mail survey were intended to provide administrators with quantitative measures so that emphasis would be based on the public's perception of specific programs. Questionnaires were mailed to a random sample of 800 licensed drivers in each of Kentucky's 12 highway districts for a total of 9,600 statewide. The total response rate was 51 percent for all districts, with 49 percent considered to be usable responses.

The inclusion of automobiles in the Florida skid correlation study was promoted by the recognition of the following needs: 1) to compare stopping-distance measurements obtained with different instrumentation, 2) to suggest a standard method of stopping-distance testing, 3) to relate skid-resistance measurements of trailer-type testers with stopping distances of automobiles, and 4) to explore other skid-resistance measurements techniques using an automobile.

This study was performed at the Highway Materials Research Laboratory in Lexington, Kentucky. In this study the various sands were combined with a sphalt cement of penetration 60 to 70 and tested by the Marshall method to determine the physical characteristics of the mixtures. Other variables investigated were the hardness of the asphalt cement and the amount of mineral filler. A coefficient of friction was determined, by means of a laboratory testing device, for each of the mixtures.
