The role of walking in the development of healthy, livable communities is being increasingly recognized. In urban areas, intersections represent locations where different modes converge, and are often viewed as deterrents to walking. This is due to the unwarranted and often unnecessary delays imposed by signal timing policies for pedestrians and increased potential for conflicts. Traditional signal timing design prioritizes vehicles over pedestrians leading to undesirable consequences such as large delays and risky pedestrian behaviors. A socketed foundation was designed and evaluated for use with the Midwest Weak Post (MWP), Version 1. Dynamic component testing was conducted on five different design configurations with varying embedment depths, steel reinforcement, and soil conditions. The low strength of the MWPs limited the force transferred into the foundations and prevented damage in the form of concrete cracking or fracture. Additionally, the lateral movements of the socketed foundations were all within the 1-in. (25-mm) limit established to ensure reuse of the foundations without resetting. Several agencies in the Kentucky Transportation Cabinet make use of data collected by weigh-in-motion (WIM) scales throughout the state. These scales are used to collect traffic counts, weigh vehicles, weigh individual axles, determine vehicle length, classify vehicles, and determine speed. The data is primarily used for planning, law enforcement related to commercial vehicles, and pavement design. This study details the applications of WIM data, and reviews existing literature on how WIM data is used and shared. This study developed a mathematical model for optimizing vehicle routing and scheduling, which can be used to collect travel time information, and also to perform winter road maintenance operations (e.g., salting, plowing). The objective of this research was to minimize the total vehicle travel time to complete a given set of service tasks, subject to resource constraints (e.g., truck capacity, fleet size) and operational constraints (e.g., service time windows, service time limit).

Weather affects almost all modes of transportation in a modern society, and likewise, transportation has an enormous impact on the weather. Transportation greenhouse gas emissions (GHG) impact climate change, which impacts transportation in return. Reduction of transportation impacts on climate change can mitigate the reverse climate change impacts on transportation. This paper examines the relationship between transportation and climate change and establishes prospective solutions to reduce transportation greenhouse gas emission impacts on climate change and mitigate the reverse climate change impacts on transportation.

To achieve more cost efficient transportation infrastructure within the state of Arkansas, a series of cost-benefit analyses were performed. The analyses, specifically developed for load resistance factor design (LRFD) designed drilled shaft foundations, were designed to compare the fiscal impacts of the drilling and sampling, in-field and laboratory testing, full-scale load testing, and concrete mixing techniques utilized by the University of Arkansas (UofA), the Arkansas Highway and Transportation Department (AHTD), and the Missouri Department of Transportation (MODOT). Many current methods of designing and testing Cold In-Place Recycled (CIR) asphalt are undesirable because they require large amounts of material and significant preparation. In an effort to lessen the cost and time of materials testing, this research utilizes several different methods of small scale testing of creep stiffness. These methods include using a Discovery Hybrid Rheometer (DHR) and a three point bending test to find the creep stiffness of emulsion based CIR. This project evaluated the ability of concrete sealants to impede the ingress of chloride ions into concrete bridge decks. Laboratory testing evaluated 24 concrete-penetrating sealants and four film-forming products. The products were selected based on survey results from adjacent state transportation agencies. KTC assisted the KYTC in developing Special Notes for applying four experimental sealants to two bridges (B00056L & B00056R) located on Interstate 471, over 6th Street in New Port, Kentucky. This elaborate palanquin, or onna norimono (“ride for a woman”), transported a bride of high social standing to the groom’s residence on their wedding day. The exterior is constructed in wood and embellished with black lacquer, gold paint, and metal fittings. Two repeated crests serve as decoration and signify that the groom descended from Tokugawa Ieyasu (1543–1616), the first military ruler, or shogun, of the Edo Period. Faith in Action (FIA) is interested in expanding and restructuring its transportation program for seniors. FIA lacks the volunteers and program structure to serve all 449 clients. In 2013, transportation accounted for 66% of requested services, while only 30% of active volunteers are willing to provide transportation services. FIA is interested in learning volunteers' motivations and the best practices for volunteer recruitment and management, as well as the most effective way to structure a volunteer-provided transportation program.

The current contractor evaluation system in use within the Kentucky Transportation Cabinet is based on the contractor evaluation system developed as part of SPR 212-00 “Quality Based Prequalification of Contractors.” This system relies on average performance ratings from the completion of the Contractor’s Performance Report at the conclusion of every project or annually for multi-year projects. The contractor’s average performance rating is weighted based on the dollar value of work performed across all projects for the year. A before-and-after analysis was performed at eleven intersections where a bike box was installed in Portland, Oregon to explore the safety effects of the treatment. Video data were gathered prior to installation at 14 intersections where a bike box installation was planned by the Portland Bureau of Transportation. Cameras were set up to capture three full twenty-four hour days (72 hours) of data for each intersection from Tuesday through Thursday. Of the 14 original selected intersections, 11 intersections actually received the bike box treatment. Trip generation refers to the number of vehicle trips that are predicted to originate in a given zone. The Institute of Transportation Engineers (ITE) publishes standard trip generation rates for various land use types, but these rates are primarily measured in low-density suburban areas. There is national interest in building data that expands upon the existing ITE trip generation rates to include sites located in a multi-modal context.

In areas that have a more compact urban form, better access to transit and a greater mix of land uses, fewer vehicle trips may be generated there than ITE rates indicate. However, …

This report reviews the current state of available public transportation services in central Kentucky, with a focus on the Lexington-Fayette County commutershed. Within the region, this report identifies the major public transportation providers, describes the transit services available through them, and examines the potential opportunities of intercounty commuter public transportation services. Using intercounty commuting data obtained from the 2006-2008 Census Transportation Planning Products (CTPP), this report estimates the potential need and opportunity for additional transit services. Lastly, this report argues for the viability of vanpools as an efficient and cost-effective strategy for addressing the shortage of intercounty commuter transit services.
