Transportation infrastructure improvement projects are typically huge and have significant economic and environmental effects. Forecasts of demand of the facility in the form of traffic level help size the project as well as choose between several alternatives. Inaccuracy in these forecasts can thus have a great impact on the efficiency of the operational design and the benefits accrued from the project against the cost. Despite this understanding, evaluation of traffic forecast inaccuracy has been too few, especially for un-tolled roads in the United States. Emergency response times have been shown to be directly correlated with mortality rates of out-of-hospital patients. Studies have been conducted to show the relationship between time and mortality rates until patients receive the proper treatment. With more cardiac arrests and other life threatening illnesses occurring in the United States, more emergency calls will be required as well. The Crash Modification Factor (CMF) clearinghouse can be used to estimate benefits for specific highway safety countermeasures. It assists safety professionals in the allocation of investments. The clearinghouse contains over 7000 entries of which only 446 are categorized as intelligent transportation systems or advanced technology, but none directly address connected or autonomous vehicles (CAVs). Further, the effectiveness of highway safety countermeasures is assumed to remain constant over time, an assumption that is particularly problematic as new technologies are introduced. For example, for the existing fleet of human-driven vehicles, installation of rumble strip can potentially reduce “run-off-road” crashes by 40%. If …

The goal of this research was to examine the potential predictive ability of socioeconomic and demographic data for drivers on Kentucky crash occurrence. Identifying unique background characteristics of at-fault drivers that contribute to crash rates and crash severity may lead to improved and more specific interventions to reduce the negative impacts of motor vehicle crashes. The driver-residence zip code was used as a spatial unit to connect five years of Kentucky crash data with socioeconomic factors from the U.S. Census, such as income, employment, education, age, and others, along with terrain and vehicle age. This dissertation addresses the relationship between roadway segment length and roadway attributes and their relationship to the efficacy of Safety Performance Function (SPF) models. This research focuses on three aspects of segmentation: segment length, roadway attributes, and combinations of the two. First, it is shown that choice of average roadway segment length can result in markedly different priority lists. This leads to an investigation of the effect of segment length on the development of SPFs and identifies average lengths that produce the best-fitting SPF. Current practices based on estimated volume and basic queuing theory to calculate delay resulting from non-recurrent congestion do not account for the day-to-day fluctuations in traffic. In an attempt to address this issue, probe GPS data are used to develop impact zone boundaries and calculate Vehicle Hours of Delay (VHD) for incidents stored in the Traffic Response and Incident Management Assisting the River City (TRIMARC) incident log in Louisville, KY. The magnitudes and relative pressure distributions transmitted to the crosstie-ballast interface of railroad track significantly influences the subsequent behavior and performance of the overall track structure. If the track structure is not properly designed to distribute the heavy-axle loads of freight cars and locomotives, deficiencies and inherent failures of the crossties, ballast, or underlying support layers can occur, requiring substantial and frequent maintenance activities to achieve requisite track geometrical standards. The major transit systems operating in San Francisco are San Francisco Municipal (MUNI), Bay Area Rapid Transit (BART), and Caltrain. The system of interest for this paper is MUNI, in particular the bus and light rail systems. During the past decade transit ridership in the area has experienced diverging growth, with bus ridership declining while rail ridership is growing significantly (Erhardt et al. 2017). Our data show that between 2009 and 2016, MUNI rail ridership increases from 146,000 to 171,400, while MUNI bus ridership decreases from 520,000 to 450,000. Left-turning maneuvers are considered to be the highest risk movements at intersections and two-thirds of the crashes associated with left-turns are reported at signalized intersections. Left-turning vehicles typically encounter conflicts from opposing through traffic. To separate conflicting movements, transportation agencies use a protected-only phase at signalized intersections where each movement is allowed to move alone. However, this could create delays and thus the concept of a protected-permissive phase has been introduced to balance safety and delays. Performance of two of the most prevalent treatments employed by the Kentucky Transportation Cabinet (KYTC) – Thin Asphalt Overlay (Thinlay) and Microsurfacing – had yet to be examined in-depth through condition surveys. This thesis describes the data collection process to find the Pavement Condition Index (PCI) of each preventative maintenance site in Kentucky from the last 10 years. Travel time reliability is deemed as one of the most important factors affecting travelers’ route choice decisions. However, existing practices mostly consider average travel time only. This dissertation establishes a methodology framework to overcome such limitation.
Semi-standard deviation is first proposed as the measure of reliability to quantify the risk under uncertain conditions on the network. This measure only accounts for travel times that exceed certain pre-specified benchmark, which offers a better behavioral interpretation and theoretical foundation than some currently used measures such as standard deviation and the probability of on-time arrival.

Highway roughness is a concern for both the motoring public and highway authorities. Roughness may even increase the risk of crashes. Rail-highway grade crossings are particularly problematic. Roughness may be due to deterioration or simply due to the way the crossing was built to accommodate grade change, local utilities, or rail elevation. With over 216,000 crossings in the US, maintenance is a vast undertaking. Annual average daily traffic (AADT) is used to estimate intersection performance across Kentucky. The Kentucky Transportation Cabinet (KYTC) currently collects AADTs for state maintained roads, but lacks this information on local roads. A method is needed to estimate local road AADTs in a cost-effective and reasonable manner. A literature review was conducted on AADT models and found no models suitable to Kentucky. A bridge approach is usually built to provide a smooth and safe transition for vehicles from the roadway pavement to the bridge structure. However, differential settlement between the roadway pavement resting on embankment fill and the bridge abutment built on more rigid foundation often creates a bump in the roadway. Specifically an examination of the proposed arterial travel time reliability performance measures detailed in Federal Highway Administration’s Notice of Proposed Rulemaking on national performance management measures are performed.
