The results of this research effort were captured in two manuscripts drafted for publication in peer reviewed journals. The first manuscript validated a previously published model with an expanded data set, updated service life predictions for painted pavement markings using recently released pavement marking retroreflectivity minimums, and incorporated recent cost data to evaluate two alternative methods of compliance with the new retroreflectivity minimums for two-lane roads. The second manuscript developed a new performance prediction model for paint pavement markings that includes the impact of snow removal operations and then applied the model to four real-world roadways to determine if replacement …

The primary purpose of this thesis was to improve the data analysis of Motor Vehicle Crashes (MVCs). This thesis employed the Air Force Safety Center (AFSC) data, collected over 20 years, of MVCs in which US Air Force (USAF) military personnel are involved when off duty and off base. Categorical Data Analysis and Analysis of Variance (ANOVA) were applied to identify risk factors related to MVCs and influence the severity of injuries and those factors associated with the alcohol consumption before driving, and affect the number of lost workdays resulting from MVCs. The routing and scheduling problem involves both constructing efficient routes to deliver goods or services to and from customers from a single depot or set of depots, as well as scheduling particular vehicles to these routes such that customers receive their goods within a specified time window. There have been several different methods developed to reduce the costs incurred in transporting goods or services (i.e. students) to customers (i.e. schools). This problem may be used to model many circumstances in logistics and public transportation. What if the Ohio River is disrupted or denied partially or completely as a transportation corridor? A disruption may be either a natural or man-made disaster or a planned outage on the river’s lock and dam structures. Recent history is full of water transport disruption events having significant economic effects on the waterside industries. To assess coal-based economic impacts, we developed a network flow model to represent waterside coal-fired power plants situated along the Ohio River, their respective coal supplying mines, and the various transportation modes that connect them. Minimum Operating Strip (MOS) selection determines the exact placement of the MOS on the damaged runway, and therefore, the amount of munitions that need to be neutralized and the amount of damage that will need to be repaired. MOS selection, in essence, is the key determinant of the time required to attain an operational takeoff and recovery surface. This study compared the relative costs, to the Department of Defense, of two different coatings used to protect a high speed test rail. Each coating was compared to the case of an uncoated rail with test conditions that caused catastrophic failure just after the test sled reached its maximum velocity. The total cost was finalized on a per test basis in order to sum cost of various expenditures that may only happen once every few tests. Measuring Fine Aggregate Shape By Digital Imaging, Larry David Klotz

Fine aggregate shape has been identified as a factor in determining asphalt pavement rutting susceptibility. In an effort to improve test methods for measuring aggregate shape characteristics, a video-based, computer-controlled imaging system was developed. Individual aggregate particles were characterized by shape attributes. A neural network classifier used these attributes to calculate a single number classification index that relates to expected performance in asphalt concrete based on angularity. Expert judges were used to train the neural network classifier by scoring a set of particle outlines. Discrepancies in the expert's scores indicate that considerable uncertainties still exist in the concept of 'angularity'. …

During the 19th Century, the Mississippi River was the chief commercial highway in the United States. But for two impediments, the Upper and Lower (Des Moines) Rapids, its entire course of 2400 miles would have offered an untroubled thoroughfare to watercraft.
The federal government, as well as private concerns, attempted throughout the better part of that century to alleviate the river of its barriers and to develop its rapids as a source of power. Those attempts were disappointingly unsuccessful, however, and not until the advent of the 20th Century, when the nation had matured both economically and technologically, was the …
