An intermodal commuter network is an integration of passenger transportation systems, or modes, to a single comprehensive system that provides connections among the various modes, and improved travel choices to users. In the system examined in this dissertation, commuters access their final destination via auto, rail, and intermodal auto-to-rail modes. There are numerous highway paths by which a commuter can reach the final destination. Once on the highway, the commuter can switch to rail at stations along the rail route. The commuter may also choose to walk to the rail station closest to the trip's origin.

This thesis presents a case study of the trucking (or drayage) portion of rail-truck intermodal freight transportation. The approach used was to examine in detail the current costs and potential for improvement at one New Jersey intermodal terminal. The analysis is conducted using a mathematical programming model to find an optimal scheduling plan for the drayage operation. To solve the model more efficiently, a modification is made to explore the special structure of the original problem which has a sparse constraint matrix. To address concerns of poor air quality, congested highways and the need to manage and plan for transportation within budgetary constraints, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) mandated the development and implementation of a Congestion Management System (CMS). Primarily, a CMS will fuel transportation decision making with information on system performance and alternate strategies to alleviate congestion and enhance mobility. Efforts through ISTEA are expected to produce a more efficient American transportation system -- this thesis takes a look at the preparatory activities.

In rail-truck intermodal transport, a highway truck-trailer or container is moved by truck from a shipper to a rail terminal in the shipper's vicinity, and by rail in line haul between rail terminals. Upon being unloaded at the destination rail terminal, the container is delivered to a receiver (consignee) by truck. The highway portion of the move, or drayage, accounts for a relatively high percentage of total origin to destination cost, and it limits severely the competitiveness of intermodal service with door-to-door truck service. Identifying potential bus and rail transit corridors for the North Jersey Transportation Planning Authority (NJTPA) region by examining current travel patterns of commuters was the purpose of this thesis. The current transit corridors within the NJTPA region was discussed first, followed by the methods for selecting specific municipalities for analysis. At this point, specific examinations of the selected municipalities' origin and destination travel patterns were mapped. This research quantifies the potential biases resulted from two different data generation methods used in transportation modeling: Revealed Preference (RP) and Stated Preference (SP) techniques. Revealed Preference technique is the conventional approach to generate data. It relies on observed or reported data of actual behavior. Stated preference technique is a new data generation method. It creates transportation scenarios using hypothetical data. Conventional studies favor the use of revealed reference. The Highway Capacity Manual covers adequately the operation of weaving areas on freeways. Weaving on non-freeway facilities, however, has not been addressed as yet. This research effort presents a state-of-the-art procedural analytical approach and simulation models for the analysis of the level of service and operation of non-freeway weaving areas. Weaving under non-freeway conditions is classified into two broad categories; basic weave and ramp weave. A method for the design and use of a Transit Advanced Traveler Information System (TATIS) using an off-the-shelf Geographic Information System (GIS) is developed in this thesis. The research design included: 1) representing multi-modal transit networks in a digital form with schedule databases; 2) development of a multiple "optimal" path algorithm that takes into account walking transfers using published time schedules; 3) incorporating user preferences and penalties in the algorithm; 4) development of a user-interface with suitable output capabilities; 5) using the prototype for sample inquiries giving performance measures.

The development of a microscopic digital computer simulation model representing vehicle interaction at a weaving area under non-freeway condition is presented. Weaving areas are classified into two categories: 1. Weaving caused by merging and diverging of a ramp with an arterial, 2. On/off ramps connecting an arterial with a highway. This thesis presents a planning model for assigning trips in a corridor served by highways and commuter rail. The underlying assumption is that commuters will choose a mode (or a combination of modes) connecting the origin and destination in a way that will either minimize their individual travel times and costs (the user equilibrium principle) or minimize total system travel time and cost (system optimal principle). The model is structured as a mathematical program with a non-linear objective function and linear constraints.

This study presents a methodological approach for finding an optimal design of bus transit service in an urban transportation corridor with elastic demand and under various objective functions. Service design decision variables to be optimized include the route length, route density, headway, number of stops and stop spacing pattern. The objective functions that optimize the transit system design include: minimizing operator cost, maximizing profit, minimizing sum of operator and user costs and maximizing the users' net benefits.
