Florida experienced serious pedestrian safety problems and had the highest pedestrian fatality rate in the U.S. from 2008–2011. Pedestrian safety at signalized intersections is the most serious concern due to frequent and severe conflicts between vehicles and pedestrians. Pedestrian features directly related to pedestrian safety are used to increase driver compliance behaviors and reduce vehicle-pedestrian conflicts. Bicycle transportation has become a central priority of urban areas invested in improving sustainability, livability, and public health outcomes. Transportation agencies are striving to increase the comfort of their bicycle networks to improve the experience of existing cyclists and to attract new cyclists. The Oregon Department of Transportation sponsored the development of ORcycle, a smartphone application designed to collect cyclist travel, comfort, and safety information throughout Oregon. The sample resulting from the initial deployment of the application between November 2014 and March 2015 is described and analyzed within this thesis. 616 bicycle trips from 148 unique users were geo-matched to …

Most research on walking behavior has focused on mode choice or walk-trip frequency. In contrast, this study is one of the first to analyze the destination choice behaviors of pedestrians. Using about 4,500 walk trips from a 2011 household travel survey in the Portland, OR, region, we estimated multinomial logit pedestrian destination choice models for six trip purposes. Independent variables included terms for impedance (walk-trip distance); size (employment by type, households); supportive pedestrian environments (parks, a pedestrian index of the environment variable called PIE); barriers to walking (terrain, industrial-type employment); and traveler characteristics. The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

Walking facilities are important infrastructures that must be designed to accommodate the behavior of pedestrians in order to be effective. Heterogeneity in pedestrian composition is one important factor generally overlooked in walking facility design guidelines. Particularly, individuals with disabilities are often ignored due to lack of available data on their pedestrian behaviors. The Hampton Roads Bridge Tunnel (HRBT) is a major link for activity in Hampton Roads. The eastbound direction also suffers from congestion during both morning and peak hours. During these periods of congestion, the flow rate varies in regards to the location of the congestion. This study focuses on investigating driver behavior during these different conditions and briefly investigates the cost of delay due to the different capacities. To accomplish this, per vehicle record data (PVR) is used. This paper analyzes the effect of left- and right-side merging and diverging areas and other variables such as light condition, roadway pavement condition, drivers’ age and presence of construction work zones on the occurrence frequency of crashes. A 6.5-mile (10.5-km) section of I-75 that passes through downtown Dayton, Ohio was considered. The area of interest has a high traffic volume and consists of different geometric design challenges including closely spaced merging and diverging ramps. High-occupancy toll (HOT) lanes—an increasingly popular solution for congested roadway networks—give drivers the option to access express lanes. The cost of entry often varies with demand, although no standard method of optimizing these price points exists. Using the principles of a Vickrey auction that incentivizes true-value bids, this paper proposes a tolling system that uses vehicle-to-infrastructure technology to optimize toll operator revenue with HOT lane usage. Weather affects almost all modes of transportation in a modern society, and likewise, transportation has an enormous impact on the weather. Transportation greenhouse gas emissions (GHG) impact climate change, which impacts transportation in return. Reduction of transportation impacts on climate change can mitigate the reverse climate change impacts on transportation. This paper examines the relationship between transportation and climate change and establishes prospective solutions to reduce transportation greenhouse gas emission impacts on climate change and mitigate the reverse climate change impacts on transportation.

Faith in Action (FIA) is interested in expanding and restructuring its transportation program for seniors. FIA lacks the volunteers and program structure to serve all 449 clients. In 2013, transportation accounted for 66% of requested services, while only 30% of active volunteers are willing to provide transportation services. FIA is interested in learning volunteers' motivations and the best practices for volunteer recruitment and management, as well as the most effective way to structure a volunteer-provided transportation program.

A before-and-after analysis was performed at eleven intersections where a bike box was installed in Portland, Oregon to explore the safety effects of the treatment. Video data were gathered prior to installation at 14 intersections where a bike box installation was planned by the Portland Bureau of Transportation. Cameras were set up to capture three full twenty-four hour days (72 hours) of data for each intersection from Tuesday through Thursday. Of the 14 original selected intersections, 11 intersections actually received the bike box treatment. Trip generation refers to the number of vehicle trips that are predicted to originate in a given zone. The Institute of Transportation Engineers (ITE) publishes standard trip generation rates for various land use types, but these rates are primarily measured in low-density suburban areas. There is national interest in building data that expands upon the existing ITE trip generation rates to include sites located in a multi-modal context.

The purpose of this study is to evaluate the safety performance of four exit ramp types and the major contributing factors on motorcycle crashes and injury severity of motorcycle riders. A six-year crash data were collected in Florida, and a web-based survey (234 samples) was conducted. 573 crashes were found at 419 exits, including 178 diamond exits, 71 directional exits, 85 loop exits and 85 outer connection exits. For a diamond exit, both the survey and crash data showed that this type was safer and more preferable by motorcycle riders; while a loop exit was the most dangerous exit due …

Making concrete out of recycled concrete aggregate, or RCA, can be a sustainable and cost-saving alternative to other aggregates. However, the quality of concrete made with RCA is dependent on the quality of the recycled material used. OTREC researchers Jason Ideker of Oregon State University and Jennifer Tanner of the University of Wyoming, with graduate student researchers Matthew P. Adams and Angela Jones, sought to determine some of the primary concerns involved with the use of RCA and to arrive at methods of assessing its durability for use in new concrete.

Traffic incidents cause a ripple effect of reduced travel speeds, lane changes, and the pursuit of alternative routes that results in gridlock on the immediately affected and surrounding roadways. The disruptions caused by the secondary effects significantly degrade travel time reliability, which is of great concern to the emergency planners who manage evacuations. Outcomes forecast by a generic incident model embedded in a microscopic evacuation simulation, the Real-Time Evacuation Planning Model (RtePM), were examined to quantify the change in time required for an emergency evacuation that results from traffic incidents. Florida is the state with the highest pedestrian fatality rate per unit population in the U.S. In addition to engineering countermeasures, educational efforts directed to pedestrians and other road users are equally important for improving pedestrian safety. To explore educational formats and identify effective educational methods, the Florida Department of Transportation (FDOT) sponsored a pilot program called “Bulls Walk and Bike Week Campaign” on the Tampa campus of the University of South Florida (USF). The purpose of this research is to develop and test a widely available, ready-to-use method for adjusting the Institute of Transportation Engineers (ITE) Trip Generation Handbook vehicle trip generation estimates for urban context using regional household travel survey data. The ITE Handbook has become the predominant method for estimating vehicle trips generated by different land uses or establishment, providing a method for data collection and vehicle trip estimation based on the size of the development (e.g. gross square footage, number of employees, number of dwelling units). Identifying factors that affect crash injury severity and understanding how these factors affect injury severity is critical in planning and implementing highway safety improvement programs. Factors such as driver-related, traffic-related, environment-related and geometric design-related were considered when developing statistical models to predict the effects of these factors on the severity of injuries sustained from motor vehicle crashes at merging and diverging locations.
