The primary purpose of this study was to determine the core competencies needed by State DOT Highway Safety Engineers as perceived by Highway Safety experts in the United States. First, a list of competencies was identified. Next, a panel of Highway Safety experts determined the importance of each identified competency for the current year (2020) and for the future (year 2030). Finally, ratings provided by the panel were tested for the presence of consensus.

We consider several real-world driving factors such as the time spent at traffic signs (e.g., yield signs and stop signs), speed limits, and the topology of the surface to develop realistic and accurate routing solutions. Though these factors increase the complexity of modeling, they provide the flexibility to evaluate the routing solutions from different perspectives: cost, distance, and time, to name a few. First, we develop a set of algorithms based on the Riemannian manifold surface (RMS) to factor in the Earth’s curvature to calculate distances. The current rating systems for unpaved roads lack stability and reliability and, therefore, provide little benefit as project- or network-level metrics. Since many of these systems are derived from paved-road assessment systems, they focus heavily on surface distresses rather than road width, drainage, and other features. This session presents the Inventory-Based Rating System as a stable and implementable method of condition assessment for unpaved roads, without the focus on surface distresses.

Transit smart cards can be used as a tool for increasing transit ridership, increasing retail sales in transit-oriented developments (TODs) and eventually, increasing opportunities for retail development in TODs. Instead of providing separate loyalty rewards for each store, or chain of stores, such cards would provide loyalty rewards—in several possible forms, including free transit ride credits, cash rewards, retail purchase discounts, sweepstakes rewards—to all transit riders who patronize TOD retail businesses. The truckload industry faces a serious problem of high driver shortage and turnover rate which is typically around 100\%. Among the major causes of this problem are extended on-the-road times where drivers handle several truckload pickup and deliveries successively; non-regular schedules and get-home rates; and low utilization of drivers dedicated time. These are by-and-large consequences of the driver-to-load dispatching method, which is based on point-to-point dispatching or direct shipment from origin-to-destination, commonly employed in the industry. This study explores the feasibility of miniature shipping container usage within existing intermodal transportation (IT) supply chains. Smaller intermodal container shipments may help realign freight shipments with the most efficient transportation mode, rail. These containers embolden the dimensional domain (DD) of shipping. The shipping container dimensional domain (container size variation and modal fluidity) is widespread and results in shipments that are often larger or more infrequent than needed. The DD impacts transport mode, shipping frequency, shipment velocity, intermodal supply chain accessibility, and regional shipping networks. While tracking technology has become increasingly accessible, firms still struggle with deploying these technologies into the supply chain. Using the complementary perspectives of transaction cost and institutional theory, we develop an understanding of how supply network, product, and environmental characteristics jointly impact tracking technology assimilation. We empirically test our model on a global dataset of 535 supply chain executives and decision makers. The results suggest that assimilation is frequently initiated by an external stakeholder in a firm's supply chain and that firms must develop strong collaborative ties with their partners in order to take full advantage of this technology.

With an abundance of flights in the United States arriving late each day, it has yet to be determined if the airport's layout plays a role. This research looks at four common runway configuration types at hub and non-hub airports to determine if runway configurations affect arrival delays. Vehicle miles traveled (VMT) in the U.S. have exhibited an upward trend over time similar to that observed for gross domestic product (GDP) and personal income (PI). While conventional wisdom suggests that economic growth leads to more driving and thus higher VMT, it is theoretically possible that the causation could also be the other way around. If causation is from VMT to GDP, then legislation such as the Federal Surface Transportation Policy and Planning Act of 2009’s directive to annually reduce national per capita VMT could potentially have an adverse impact on overall economic activity.
