This thesis sheds light on coupling potential flood risk and drainage infrastructure resilience of low-lying areas of a coastal urban watershed to flood hazards and subsequent multi-scale impacts of those hazards via detailed modeling frameworks. Physically based models along with statistical models are employed to highlight the complexity for characterizing flood risk while evaluating such risk under various levels of adaptive capacity from traditional flood management techniques to low impact development (LID), as a first step to conduct resilience assessment. The Delaware Basin of West Texas and southeastern New Mexico is the major western subdivision of the Permian Basin and a northern extension of the Chihuahuan Desert. The major evaporite unit within the Delaware Basin is the Castile Formation, which consists of gypsum/anhydrite and is highly susceptible to dissolution and karsting. Manifestations of karst within the Castile outcrop are abundant and include sinkholes, subsidence features and caves, both epigene and hypogene in origin.

Trichloroethene (TCE) is a chlorinated volatile organic compound (CVOC) that can be found in industrial and household products. It is typically used as a solvent or degreaser. TCE can have detrimental health impacts and is known to be carcinogenic to humans. Federal and state regulatory drivers determine the need to assess and remediate soil and groundwater contaminated with CVOCs. There are many different methods for remediation; however, bioremediation has the ability to breakdown TCE all the way to harmless gasses (ethene and ethane). A corrosion control study for two distinct water distribution systems (WDS) has been completed for the Pulama Lana'i Water Company (Pulama). This project evaluated the use of chemical inhibitors to control corrosion and tuberculation within the Manele Bay WDS and the Lana'i City WDS. Pulama provides water to a population of 3,100 residents and is considering incorporating alternative water supplies in the future. Hence, knowing baseline corrosion rates within the WDS was desired. This study evaluated the short-term effects of glycerol addition on readily biodegradable (RB) chemical oxygen demand (COD) in a carbon limited wastewater influent. The presence of an RB fraction provides with a suitable substrate for microorganisms to produce volatile fatty acids (VFA). The oxygen utilization rate (OUR) has been used to evaluate the oxygen consumption for RB substrate in wastewater. Public water systems add disinfectants in water treatment to inactivate microbial pathogens. Chlorine, when used as a disinfectant, reacts with natural organic matter in the water to form trihalomethane (THM) and haloacetic acid (HAA5) disinfection by-products (DBPs), which are suspected carcinogens. The Safe Drinking Water Act's Disinfectant and Disinfection By-Product (D/DBP) Rules were promulgated by the U.S. Environmental Protection Agency to regulate the amount of DBPs in water systems. Regulatory compliance is based on maximum contaminant levels (MCL), measured as a locational running annual average (LRAA), for total THM (TTHM) and HAA5 of 80 µg/L and 60 µg/L, respectively. This dissertation consists of research that focused on pretreatment strategies to reduce fouling of ultrafiltration (UF) membranes used for drinking water treatment, and was segmented into four key components. (1) In the first component of the work, the long-term fouling behavior of a polyethersulfone (PES) hollow-fiber UF membrane was studied at the pilot-scale for treatment of surface water over a one-year period. Pilot testing of a coagulation-flocculation-sedimentation (CFS) pretreatment system revealed that chemically irreversible fouling was poorly correlated with turbidity and total organic carbon. This dissertation reports on research related to trace organic compounds (TrOCs) in surficial groundwater supplies and their subsequent removal from nanofiltration (NF) membranes. The research was conducted along coastal South Florida in cooperation with the Town of Jupiter Water Utilities, Jupiter, FL (Town). The focus of the research was to determine the extent of reclaimed water impacts on surficial groundwater supplies and subsequent effects on the Town's NF water treatment plant. Routine monitoring of fourteen TrOCs in reclaimed water and at the water treatment facility revealed varying degrees of TrOC detection in the environment. This research focused on the fundamental requirements of stabilizing a mature landfill using three treatment approaches as well as the implications of discharging leachate organic matter (LOM) to wastewater treatment plants (WWTPs). Three treatment approaches aimed at removing releasable carbon and nitrogen from mature landfills including flushing with clean water, leachate recirculation with ex-situ chemical oxidation, and leachate recirculation with ex-situ chemical oxidation and in-situ aeration were evaluated. After extensive treatment of the waste in the flushing bioreactor (FB) scenarios, the overall biodegradable fraction was reduced relative to mature waste. Leachate quality improved for all FBs but through different mechanisms. …

The integration of springshed water quality and contaminant fate and transport (CFT) modeling played key roles in the evaluation of anthropogenic recharge impacts on VBS. Bench-scale water treatment testing of three next generation hollow-fiber (HF) nanofiltration (NF) membranes was conducted to characterize divalent ion rejection capabilities and investigate removal mechanisms. Existing mathematical models were investigated to describe solute transport using synthetic magnesium sulfate solutions including the size exclusion model, homogenous solution diffusion (HSD) model, dimensional analysis, and the HSD model incorporating film theory. Solute transport for two of the membranes were described by HSD theory and were predictive of their 90% divalent ion removal. Many scientists and government agencies rely on Fecal Indicator Bacteria (FIB) to determine the risk of exposure to pathogens in water. If there is a presence of these indicator bacteria, pathogenic microorganisms may also be present. These bacteria in recreational water bodies pose a health threat to people if ingested during activities such as swimming or from the consumption of marine life. The United States Environmental Protection Agency (USEPA) regulates public water systems and has established limits for certain disinfection by products (DBPs) that have been linked to health effects, such as bladder cancer. The regulation of DBPs, specifically total trihalomethanes (TTHMs) and haloacetic acids (HAAs), have encouraged water treatment professionals to assess the type and amount of organic precursors in their supplies. Permeable pavements systems and tree boxes are a common type of Green Infrastructure (GI) Stormwater Control Measures (SCMs) that are often used for mitigating the stormwater runoff. In this study two permeable pavement systems and a tree box installed along parking lanes of an urban street in Louisville, KY, were investigated to evaluate their performance on improving stormwater runoff quality. Historically, chlorination has been widely utilized as a primary and secondary disinfectant in municipal water supplies. Although chlorine disinfection is effective in inactivating pathogenic microbes, the use of chlorine creates the unintentional formation of regulated chemicals. This research developed a dynamic activated sludge model (ASM) to better describe the overall removal of organic substrate, quantified as chemical oxygen demand (COD), from A-stage high rate activated sludge (HRAS) systems. An engineered biological filtration (biofiltration) process treating a nutrient-enriched, low-alkalinity, organic-laden surface water downstream of conventional coagulation-clarification and upstream of an ultrafiltration (UF) membrane process was assessed for its treatment effectiveness. The impact of biofiltration pretreatment on UF membrane performance was evaluated holistically by investigating the native source water chemistry and extending the analysis into the drinking water distribution system. Three oxidants have been evaluated for use as alternative chemical pretreatments for Fena Lake, a surface water that supplies the U.S. Navy's Public Water System (PWS) on the volcanic island of Guam. The study consisted of two investigative components. The first and primary component included a bench-scale evaluation to study the effects of different pre-oxidant chemicals on the formation of chlorinated disinfection by-products (DBPs). The second and ancillary component included a series of water treatment and distribution system management studies that analyzed DBP formation within the treatment plant and water distribution system. To maintain the quality of receiving water bodies, it is desirable to remove total phosphorus (TP) in stormwater runoff. Many media filtration technologies have been developed to achieve TP and soluble reactive phosphorus (SRP) removal. Efficient media adsorption is essential to insure control of stormwater phosphorus inputs to the receiving water body. This project develops and analyzes a functionalized Biosorption Media (BAM) to remove phosphorus species from stormwater runoff. Silt fence is one of the most widely used perimeter control devices and is considered an industry standard for use in the control of sediment transport from construction sites. Numerous research studies have been conducted on the use of silt fence as a perimeter control, including a number of studies involving controlled laboratory flume tests and outdoor tests performed in the field on construction sites with actual monitored storm events.
