Pavement maintenance and rehabilitation are critical and costly elements for highway agencies. A challenge for transportation agencies is to preserve roadways in an appropriate condition and extend the pavement service life while maintaining the safety and satisfaction of its users, and maximize the benefits obtained by the repair investments. Pavement maintenance programming is increasing in complexity due to limited resources and increments in traffic and population. Aqueous waste streams produced from commercial, industrial, and municipal processes may be potentially reused for transportation applications. The objectives of this project were to identify potential transportation-related applications for aqueous waste streams available in South Dakota, develop guidance for the beneficial reuse of aqueous waste streams, and evaluate the reuse of MIEX® brine generated by the Watertown Municipal Water Treatment Plant (WMWTP). This study identified many aqueous wastes from municipal water and wastewater treatment facilities, industrial and agricultural processes in South Dakota that can be potentially used for ice and dust control. This paper examines whether a technology-rich transportation engineering experience generates interest among college freshman students towards transportation related degrees and careers, specifically, whether it increases interest in civil engineering. Louisiana Tech’s first-year engineering experience provides relevant, project-focused education for over 500 students each year and an opportunity to introduce transportation-related projects. The six semester-hour, three-course sequence, called “Living with the Lab,” boosts experiential learning through student ownership of inexpensive laboratory equipment. In one section of the Living with the Lab course, a transportation engineer visited the class and the students were led through a technology-rich transportation engineering activity. They used …

While Full Depth Reclamation (FDR) has many potential cost and environmental benefits, especially over the lifetime of the pavement, it is necessary to be able to ensure that the recycled pavement will perform adequately. One way in which this can be accomplished is understanding how to best complete the structural design of FDR pavements. Because FDR is a combination of several different layers of material pulverized, mixed, stabilized and re-compacted, it does not fit neatly into any of these predetermined types of materials considered by the Mechanistic Empirical Design Guide (MEPDG). The primary goal of this research is to show how a fully developed driveway database will improve access management practices resulting in a reduction in crashes, injuries, and fatalities on our roadways. The results of this thesis highlight a close relationship between driveway characteristics and the incidence of crashes. Personal transport is a leading contributor to fossil fuel consumption and greenhouse (GHG) emissions in the U.S. The U.S. Energy Information Administration (EIA) reports that light-duty vehicles (LDV) are responsible for 61\% of all transportation related energy consumption in 2012, which is equivalent to 8.4 million barrels of oil (fossil fuel) per day. Many current methods of designing and testing Cold In-Place Recycled (CIR) asphalt are undesirable because they require large amounts of material and significant preparation. In an effort to lessen the cost and time of materials testing, this research utilizes several different methods of small scale testing of creep stiffness. These methods include using a Discovery Hybrid Rheometer (DHR) and a three point bending test to find the creep stiffness of emulsion based CIR. Transportation project prioritization uses performance measures that are related to the transportation asset, its operations, and its environment. Public funds allocated to the improvement and maintenance of highway infrastructure have reached the limits due to a rapid rate of socioeconomic growth and deterioration in infrastructure system performance. A public-private partnership (PPP) concessions a contractual and project financing mechanism that helps public authorities lessen the impact of their limited financial resources. In this project financing scheme, a public authority enters into a partnership with a private concessionaire for the purpose of developing a specific infrastructure facility. Fatigued driving is a type of driver impairment caused by a lack of sleep, sleep disorders, long drive times, etc. Fatigued driving enforcement aims to improve safety by removing impaired drivers from the roadway. While fatigued driving is detrimental to safety, there exists the issue of identifying fatigue. There is a range between being awake and asleep and, in order to improve safety, enforcement officers must be able to identify the point at which drivers are impaired.

This research investigates spatial factors, that impact non-motorized exposures and crashes, and examines the relationship between exposure at signalized intersections and crash frequencies involving pedestrians and bicycles at a census tract level. The four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids are examined. After completing an extensive literature review to provide a list of required data, 92 intersections are selected from the four cities to collect pedestrian and bicyclist counts. Five-year crash records, special attractions, non-motorized facilities and transportation infrastructure data for the four cities are gathered for the four cities. This data are later mapped …

It has become increasingly apparent that providing copious off-street parking has deleterious effects on urban form and function. This study compares parking policy in New Haven, Connecticut and Cambridge, Massachusetts that have pursued very different types of parking policies that have resulted in different outcomes in terms of land use. Since 1951, off-street parking provision has increased by nearly 400% in New Haven, meanwhile both employment and residential population have declined in the city. In contrast, off-street parking provision in Cambridge has risen around 140% since 1952, while employment and residential populations in the city have increased by 50% and …

In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. This project develops a simple linear programming model of the Upper Midwest regions rail transportation network to test whether a closure of the Chicago River to freight traffic would impact the capacity constraint of the rail system. The result suggest that the rail network in the Upper Midwest regions are nowhere near approaching capacity and that a closure would have little impact on the rail network. Two noteworthy sets of commodities may be adversely affected, cereal grains and other agricultural product and gravel and crushed stone.

The road infrastructure of North America is aging, and many governments are faced with a critical decision: do we repair or remove freeways from our urban centers? Freeway repair is exceptionally expensive, but removing a freeway is widely seen as a risky venture which may result in negative traffic effects. This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Every day the dependence on transportation grows as local, regional, national, and international independence increases. Resilient transportation systems are needed to secure the highest possible level of service during disruptive events, including natural and man-made disasters. Because of limited resources, decision makers need guidance on how, when, and where to invest to improve resiliency of their networks. The research objective is to develop a method to assess and quantify resiliency, at pre-event conditions, using a fuzzy inference approach.
