The state of New Jersey enacted two regulations with significant importance to the highway operations: 65 mph speed limit and truck restriction on the National Network. The speed limit of 65mph was used on limited sections of interstate system highways with an objective to reduce energy consumption by vehicles and truck restriction was used on the interstate system and other state highway system to reduce large truck accidents and thereby increase truck safety. In this research, the safety impacts of these two regulations on truck crashes were studied.

In response to the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991, Louisiana constructed five projects to evaluate several methods of using discarded tire rubber in highway pavements. The field performance was quite variable. To achieve the agreement among state agencies on the engineering benefits of using crumb rubber modifier (CRM) in HMA pavement and to define the circumstances where the LaDOTD can use asphalt rubber materials in the most cost effective way, a full-scale research program has been conducted at the Louisiana Transportation Research Center (LTRC) to evaluate the performance of CRM-HMA asphalt pavement under Accelerated Loading Facilities (ALF). …

Thin-walled plastic pipe liners are routinely used to rehabilitate structurally sound host pipes that have lost their hydraulic integrity. Such liners are often installed below the water table and are consequently subjected to external hydrostatic pressure which may lead to creep-induced radial deflections and eventual collapse of the liner within the host pipe. Most of the current liner design model is based on the extension of short-term model to a long-term buckling liner design method. The invention provides a novel probe comprising multiple conductivity electrodes, which can be used to monitor various types of time-dependent processes in aqueous suspension, slurries, pastes, etc. for example, fresh cementitious materials, such as grouts, mortars and concrete. The processes which can be monitored as function of time through this novel method can be either "physical" or "chemical"; physical-type processes comprise settling, sedimentation, segregation, water migration, surface bleeding, channelling, etc.; chemical-type processes comprise dissolution or precipitation of solids, and any reactions involving the solution and solid phases present in the slurry.

The University of Indonesia (UI), Gerhard Mercator University (GMU), the Universiti Kebangsaan Malaysia (UKM) have agreed to cooperate as partners to develop a joint bachelor (3+1) and masters (1+1) degree, and collaborate in the research fi elds of multimedia- and internet-based learning and application level active networks. This paper describes the introduction of the Offshore Project and the extending of information technology applications to the partner institutions in this international cooperation which would very much enhance the operations of the new initiative in engineering education, which could provide students in far distance with more fl exible learning environment.

The substitution of Ti atoms by Al atoms in TiN lattice sites to form (Ti1-xAlx)N is clearly demonstrated by the coatings which were deposited on steel substrate and using plasma CVD technique. The presence of Al atoms in TiN lattice site is shown by means of XRD and EDX techniques: lattice parameters decreasing of TiN as the fraction of Al increases (XRD) and precipitation of hexagonal AlN phase (XRD) as the fraction of Al exceeding 0.8 (EDX). The hardness of these coating are just around 30 GPa, which is beyond the values reported in literatures.

The aim of this research is to investigate the effects of 0.25 % Mo (Molybdenum) which is contained in the ductile cast iron on mechanical properties of Austempered Ductile Iron (ADI). The various temperatures and the holding times are used in the heat treatment processes. Using a given 0.25 % Mo in the ductile iron, ADI's alloyed developes a higher ultimate tensile stress value and decreases the elongation if we compare with the as cast (non alloy ductile iron). Galvanized steel sheet of 0.8 mm in thickness was drilled with circle holes of 2.5 mm diameter and spacing arranged in tetragonal and hexagonal pattern. The manufacturing properties of specimen were studied through drawing and stretching simulative test. It was concluded from the results that, at high ratio of punch to hole diameter (40/2.5), the drawing properties (LDR) of both square and hexagonal perforated sheet were slightly lower than that of solid sheet, while hexagonal perforated showing LDR somewhat higher than the square one. This research develops the software of DSP Processor type TMS320C54X for the CDMA circuitry. This research apply two algorithms namely Mathematic Algorithm and table lookup Algorithm. From both algorithms, the research examine what algorithm have the fasted processing time and the smallest memory occupation. From the examination results the Mathematic Algorithm have 20.62 milliseconds processing time and the Table lookup algorithm have 14.08 milliseconds processing time. To sustain the United States current affluence and strength, the U.S. Government has encouraged energy conservation through executive orders, federal and local laws, and consumer education. A substantial reduction in U.S. energy consumption could be realized by using geothermal heat pumps to heat and cool buildings throughout the U.S., though initial installation cost are a deterrent. GeoBEST is a software program designed to simplify the contingency beddown planning process through application of geographic information technology. The purpose of this thesis was to thoroughly evaluate GeoBEST using prospective GeoBEST users in a realistic beddown planning scenario. This thesis is concerned with the performance of electric power transformers and their attachments under earthquake loading. It begins with the description of the transformers, attached bushings, and some typical examples of substation failures in earthquake loading. This is followed by the development of finite element model of three different sizes of transformers. Finite element models consist of several thousand degrees of freedom and they are basic to this thesis. Stiffening behavior can result from interaction between a structure (base system) and its surrounding environment as in the MSSS bridge soil-structure interaction. In this study, three MSSS bridge cases are parametrically analyzed and their dynamic characteristics and behavior are presented and discussed. Later, for investigating stiffening behavior, a simplified stiffening model is introduced and an extensive parametric study with more than 367,000 analyzed cases is performed. In the parametric study, different stiffening parameters (i.e., stiffness, strength, gap size, and mass), 41 strong motion records, and several damage criteria are considered and effects of the stiffening parameters variations on the dynamic …

High performance concrete (HPQ is defined as concrete that meets special performance and uniformity requirements that cannot always be achieved routinely by using conventional materials and normal mixing, placing, and curing practices. Considerable research has been performed using CFRP plates bonded to normal reinforced concrete beams, the objective being to improve shear and flexural strength. However, very few tests have been performed on reinforced concrete deep beams with CFRP as shear reinforcement. The purpose of this experiment is to investigate the behavior of the deep beam in shear with various arrangements of Sika CarboDur laminates bonded to the sides. A study was conducted to empirically determine the degradation of survey-grade GPS horizontal position measurements due to the effects of broadleaf forest canopies. The measurements were taken using GPS/GLONASS-capable receivers measuring C/A and P-codes, and carrier phase. Fourteen survey markers were chosen in central Connecticut to serve as reference markers for the study. These markers had varying degrees of sky obstruction due to overhanging tree canopies. Sky obstruction was measured by photographing the sky with a 35mm reflex camera fitted with a hemispherical lens. While traditional teaching methods (e.g., real-time, synchronous lectures) have proven effective for training future engineers, the Internet provides an avenue to reinforce the material and augment student learning, comprehension, and retention of material. This paper presents the integration and assessment of a library of interactive instructional modules specifically for a senior-level undergraduate elective course in civil engineering. An ongoing, comprehensive assessment process was implemented in the fall 1999 semester. The results of this quantitative assessment indicate that the use of well designed and pedagogically sound Internet-based supplemental modules provide students with a better understanding of course material. Four soil samples, collected from a National Priorities Listed site contaminated with uranium, thorium, and radium, were leached for two, seven, and 30 days. The nonleached soils, leached soils, and leachates were analyzed using gamma spectroscopy, alpha spectroscopy, and delayed neutron activation. Unleached and leached soils had low radionuclide activities, and four different leaching solutions had no significant observable effect upon the resulting leachate activity. Three of the soils produced leachates with uranium activities below the expected primary drinking water standard of 30 µg/L for uranium, but the leachate from the fourth soil had an unacceptably high concentration of uranium …
