The superior safety record of modern roundabouts is well known in Western Europe, Australia and in most British-influenced countries around the world. The experience from a single modern roundabout installed in the City of Manhattan, Kansas, some three years ago, also shares the same experience. A major study of the performance of Manhattan, Kansas, modern roundabout was conducted at Kansas State University (KSU) and was co-sponsored by Mac-Blackwell National Rural Transportation Study Center, Kansas State University, and the City of Manhattan. The study examined three intersections, one modern roundabout and two Two-Way Stop Controlled (TWSC) intersections with similar traffic conditions. …

The collapse of the L'Ambiance Plaza building, under construction in Bridgeport, Conn., in 1987, killed 28 construction workers. A number of concurrent investigations were undertaken to attempt to determine the cause. At least six separate theories were developed. However, a prompt legal settlement kept these investigations from being completed. This paper reviews the collapse and discusses the competing theories. The failure focused controversy on the safety of the lift-slab construction method. Because there is a need in civil engineering education for case studies to illustrate ethical and professional issues as well as technical principles, this paper also addresses these aspects. …

Indigenous bacteria from poplar tree (Populus canadensis var. eugenei `Imperial Carolina') and southern California shrub rhizospheres, as well as two tree-colonizing Rhizobium strains (ATCC 10320 and ATCC 35645), were engineered to express constitutively and stably toluene o-monooxygenase (TOM) from Burkholderia cepacia G4 by integrating the tom locus into the chromosome. The poplar and Rhizobium recombinant bacteria degraded trichloroethylene at a rate of 0.8 to 2.1 nmol/min/mg of protein and were competitive against the unengineered hosts in wheat and barley rhizospheres for 1 month (colonization occurred at a level of 1.0 × 105 to 23 × 105 …

Structural lightweight concrete is a very versatile material and Haydite and Minergy lightweight aggregates can be utilized in the mixture development of concrete for use in girders and decks in bridges. More widespread use of lightweight aggregates (LWA) would result in savings in construction cost due to considerable dead load reduction.

Granular materials such as sand deposits have anisotropic characteristics due to the gravitational forces during depositional process and various stress histories. These anisotropic characteristics make evaluation of liquefaction resistance of soil very complex. Since obtaining undisturbed soil specimens for laboratory tests from discrete elements like sandy soils is very laborious, the soil specimens are reconstituted in laboratory with regards to the in-situ density of soil. Chromium contaminated soils, besides being recognized for toxic and hazardous hexavalent chromium, contain high iron concentrations. At some sites, concentrations of iron oxide are higher than 30%. Both iron and chromium in soils have recyclable value provided they can be either concentrated in the oxide form or separated as metal. The concentrated oxide can be used as a substitute for the iron ore. The extracted metal can also be recycled in the steel industry. A wavelet-based approach is proposed for structural damage detection and health monitoring. Characteristics of representative vibration signals under the wavelet transformation are examined. The methodology is then applied to simulation data generated from a simple structural model subjected to a harmonic excitation. The model consists of multiple breakable springs, some of which may suffer irreversible damage when the response exceeds a threshold value or the number of cycles of motion is accumulated beyond their fatigue life. A dynamic fate and transport multimedia environmental model was developed and applied to assess the release of five priority contaminants in the Passaic River Watershed, including: napthalene, toluene, trichloroethylene, 1-1-1 trichloroethane and xylene. The model uses the current releases of contaminants as well as cross-boundary advection to determine the fate and environmental distribution of these chemicals in the watershed. The model was developed using a dynamic fugacity approach in order to allow for scenario analysis such as source reductions and no-action alternatives. Twenty-two different signal displays for permitted and protected left turns were evaluated from a driver comprehension perspective. The objective was to identify which alternate signal displays used to convey the same left-turn message to the driver are better comprehended and therefore recommended for use in the field. Protected displays compliant with the Manual on Uniform Traffic Control Devices were found to be better comprehended than certain noncompliant displays; however, some noncompliant permitted displays were found to outperform their compliant counterparts. Thin walled polymeric liners are often used to rehabilitate deteriorated pipe lines. The host pipes into which these liners are installed are typically assumed to be structurally sound, and the liner is only expected to carry the external pressure exerted by the groundwater. This external pressure will induce creep deformation and radial deflections that may eventually result in collapse of the liner within the host pipe. The purpose of this study was to determine if Italgrip is a suitable technique to increase the safety and quality of Wisconsin roadways. The objective of this noise analysis is to identify and quantify any exterior noise impacts of the Italgrip anti-skid surface treatment on PCC pavements. Italgrip is a very thin surface treatment consisting of a two-part polymer resin placed on pavement and covered with re-worked steel slag. Although widely used in Italy, Italgrip has only been available in the United States since 1999.

A survey was distributed to 865 active duty Air Force Civil Engineer company grade officers (CGOs) assigned to locations throughout the world. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field. Relationships were evaluated between the perceptions of outsourcing and job satisfaction, and between job satisfaction and turnover intentions. Air Force civil engineer officers rely on published guidance to assist in establishing their career objectives. This thesis uses empirical data to evaluate the published Air Force career guidance. The data set is comprised of complete duty histories from all active duty lieutenant colonels in the civil engineer career field. The guidance implies a career path to become a civil engineer squadron commander but provides no empirical validation. This thesis follows a rigorous procedure to objectively evaluate the Air Force guidance. The guidance is translated into 24 research questions based on its main tenets. The performance level of low and medium-rise steel frames designed according to the common force/strength approach of the UBC or NEHRP is determined. Several combinations of soil profile type, lateral-force-resisting system, and frame-member proportioning are included in the designs.
To evaluate the expected damage, nonlinear models of the designed frames are subjected to a number of actual and simulated ground motion accelerograms and appropriate structural response parameters such as, interstory drift, ductility demand, and dissipated hysteretic energy are obtained. Dissolved Organic Matter (DOM) has been the subject of recent regulatory activities and agenda. Among them are the Infonnation Collection Rule (ICR), the Disinfectants/Disinfection By-Product Rule (D/DBPR) and the Interim Enhanced Surface Water Treatment Rule (ESWTR). Both the latter two have provisions to limit the formation of disinfection by-products (DBP) by controlling reactivity and removal of DOM or both. Brief regulatory review of these rules was given.

In present direct tension tests, the complete stress-deformation curves, the resulting energy dissipated by damage, and the fracture energy of different types of cementitious composites, namely plain concrete, high strength concrete, normal fibrous concrete, high strength fibrous concrete, are studied and a ductility factor is calculated. It has been found that with the increasing strength of concrete due to the addition of the pozzoians such as silica fume and fly ash and when changing from normal strength to high strength, concrete ductility decreases. Michigan Department of Transportation's Type B (W-beam) longitudinal barrier system was constructed and crash tested. The barrier design was constructed with a 2.66-mm (12-gauge) thick W-beam rail totaling 53.34 m in length. The W-beam rail was supported by twenty-five W152.13.4 steel posts, each measuring 1,830-mm long, and four standard BCT posts, each measuring 1,080-mm long. Each of the steel posts had a 152.203 by 360-mm long standard wood offset blockout. Post spacings were 1,905-mm on center.

Connections in wood structures are important when designing for ductility. The 1997 Uniform Building Code has taken this into consideration when designating wind and earthquake load duration factors for connections. Factors of 1.6 or 1.33 may be applied to the connection strength, depending on the type of yield mode exhibited by the connection, which may be determined from the yield limit equations supplied in the National Design Specification for Wood Construction (NDS). The NDS provides the designer with multiple tables containing capacities for various common connections. Unfortunately, yield modes are not published along with tabulated capacities.
