Each year the United States spends approximately two billion dollars maintaining pavement markings. In addition, an impending Federal policy establishing a minimum retro-reflectivity value for pavement markings has driven asset managers to develop performance models to effectively and efficiently manage these high quantity, low cost assets. Research over the past decade has sought to identify and understand the many factors influencing pavement marking degradation. Pavement markings are an essential element in the navigational aids subsystem for any airfield. Most airfields still use waterborne paint as the primary marking material, although there are other materials in use on roadways that airfield managers could use to save time and money. An airfield experiences a host of maintenance operations that cause degradation of the pavement markings. Of particular concern are rubber removal operations, sweeping operations, and snowplowing operations. This research focuses on chemical rubber removal operations and sweeping operations. Recent operations in Iraq and Afghanistan have brought the level of expeditionary contractors to historically unprecedented levels, altering the work composition for military engineers. The alteration has shifted emphasis from technical knowledge areas toward managerial knowledge associated with supervising the increased number of contractors. This research utilizes System Dynamics modeling to analyze this shift in the United States Air Force Civil Engineer officer career field and resulting transformative effect on career field knowledge levels, both technical and managerial. The models used in the mechanistic-empirical pavement design guide (M-EPDG) were calibrated using the data from all across the United States. The alligator cracking model uses traffic, material and structural data along with local and global calibration factors to calculate the number of axles to failure and the damage index. Both of which are further used to calculate the fatigue cracking in the pavement with the help of regression coefficients and calibration constants. This research used a case study methodology where one instrument used to collect data was a heuristic usability inspection method. Data was collected from a literature review of pertinent Civil Engineer information system design documents, and conclusions drawn about the existing level of specification of usability engineering principles. The heuristic usability inspection method was used to validate the conclusions drawn through inspection of an information system representative of other Civil Engineer information systems, the Automated Civil Engineer System Personnel Readiness module.

Although initial construction costs are high, the cost of operation and maintenance over a facilities life-cycle is significantly higher. A common challenge for facility maintenance professionals is balancing the cost of facility Maintenance and Repair (M&R) with the benefits derived from those facilities. This thesis documents how a selection of companies implemented that balance by determining their facilities requirements based on their chosen facility condition level and how they then allocated funds. GeoBEST is a software program designed to simplify the contingency beddown planning process through application of geographic information technology. The purpose of this thesis was to thoroughly evaluate GeoBEST using prospective GeoBEST users in a realistic beddown planning scenario. The Technology Acceptance Model (TAM) was applied, which measures a prospective user's perceptions of the technology's usefulness and ease-of-use and predicts their intentions to use the software in the future. A survey was distributed to 865 active duty Air Force Civil Engineer company grade officers (CGOs) assigned to locations throughout the world. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field. Relationships were evaluated between the perceptions of outsourcing and job satisfaction, and between job satisfaction and turnover intentions. The data set is comprised of complete duty histories from all active duty lieutenant colonels in the civil engineer career field. The guidance implies a career path to become a civil engineer squadron commander but provides no empirical validation. Housing allowances and military family housing make up approximately $7 billion dollars of the budget for the Department of Defense (DoD). The military uses a Housing Market Analysis (HMA) to determine rental housing availability around its installations. This thesis describes and analyzes the locational choices of military renters. This thesis examines 16 bases in the continental U.S. using military and census data. It is concluded that the locational preferences of military renters vary inversely with distance from their duty location and this needs to be accounted for when assessing the availability of military rental housing.
