Long-term planning of water resources systems must contend with severe uncertainty in future projections of hydroclimatic variability across multiple scales, as well as uncertainty in human behavior, such as land use and reservoir operation. This talk will review recent developments in adaptive policy design to meet this challenge, centered around the key question: how should we learn from, and react to, dynamic observations of hydroclimatic, human, and ecological variables to ensure long-term sustainability? Colorado River managers face a deeply uncertain future. Projections of declining watershed runoff are likely to necessitate restructuring of the present interpretation of the Law of the River that allocates water supply among Mexico and the seven states of the Basin. Additionally, the magnitude and distribution of consumptive uses of water will change. Outcomes for river and reservoir ecosystems are poorly predicted. How should we make better decisions given these uncertain factors? Beaver dam complexes have been shown to affect the hydrologic processes controlling river systems. These processes include surface and groundwater exchanges, water chemistry and temperature variations, and river discharge magnitudes. Majerova et al. (2015) explored the effects of beaver dams on surface and groundwater exchanges and water temperature by evaluating three years of water discharge and temperature data recorded at multiple locations within a small stream in northern Utah. They found that beaver dams increase the water surface elevation and force water into the floodplain resulting in increased inundation and groundwater recharge. They additionally found that beaver dams increase residence …

Uncertainty in water availability is a significant challenge to the agriculture industry. Farmers and irrigators depend on novel uses of sensors and data to maximize water efficiency. Documented studies have demonstrated scheduling irrigation is a straightforward, deterministic means of achieving water efficiency. Irrigation scheduling uses several parameters to determine the moment of crop water stress due to available water in the soil. However, sensors and data for soil moisture and matric potential, a parameter describing water available to plants, have the potential to train machine learning algorithms to forecast water irrigation needs based on previous measurements. Small unmanned aerial system(s) (sUAS) are rapidly emerging as a practical means of performing bridge inspections. Under the right condition, sUAS assisted inspections can be safer, faster, and less costly than manned inspections. Many Departments of Transportation in the United States are in the early stages of adopting this emerging technology. There is broad interest to improve the reproducibility of published research. We developed a survey tool to assess the availability of digital research artifacts published alongside peer-reviewed journal articles (e.g. data, models, code, directions for use) and reproducibility of article results. We used the tool to assess 360 of the 1,989 articles published by six hydrology and water resources journals in 2017. Like studies from other fields, we reproduced results for only a small fraction of articles (1.6% of tested articles) using their available artifacts. We estimated, with 95% confidence, that results might be reproduced for only 0.6% to 6.8% …

An environmental analysis was conducted at the Utah Water Research Laboratory of samples gathered from Utah Department of Transportation (UDOT) salt storage facilities retention ponds across the state. The analysis indicated high levels of TSS largely made up of minerals directly associated with the deicing solution currently used by UDOT in roadway applications. As a companion to that analysis, best management practices have been identified and compiled to provide a resource for the proper management of salt storage facilities in the state of Utah. Precast concrete sandwich wall panels (PCSWPs) have been used in the precast industry for decades due to their durability, rapid construction, and thermal efficiency. Shear connectors are used to connect the two wythes of concrete to allow composite action of the system. In order to design concrete sandwich panel systems to act compositely, the engineer must obtain design values from a connector manufacturer, often times making engineers uncomfortable. Shear connectors are typically proprietary, and are required to first have design values validated through destructive testing. HydroShare (https://www.hydroshare.org) is an online collaborative system to support the open sharing of hydrologic data, analytical tools, and computer models. Hydrologic data and models are often large, extending to multi-gigabyte or terabyte scale, and as a result, the scalability of centralized data management poses challenges for a system such as HydroShare. A distributed data management framework that enables distributed physical data storage and management in multiple locations thus becomes a necessity. We use the iRODS (Integrated Rule-Oriented Data System) data grid middleware as the distributed data storage and management back end in HydroShare. iRODS provides a unified virtual file system …

Combined sewer overflows (CSOs), containing untreated sewage, occur during extreme wet weather, when the capacity of these combined sewer systems is exceeded. This report summarizes 10th West Engineers' (10WE) storm water conveyance design for Logan City. The implementation of the design mitigates flood risk due to storm water discharge , helps improve local water quality, and uses infrastructure that would otherwise be abandoned. The system collects storm water discharged along 1000 West and transports the water to the holding pond located at approximately 2400 West 2200 North, Logan, Utah (see Figure 1).

Structural Health monitoring is to determine the condition of a bridge based on instrument measurements. The C-846 Bridge in Salt Lake City has such instrumentation. The bridge is located in Salt Lake City at about 2100 South and Interstate 15. This bridge has two kinds of instruments on it: accelerometers and thermocouples. The accelerometers measure the vibrations of the bridge. The accelerometers have been recording data on the bridge since 2001. The thermocouples, which measure temperature, were added as part of this thesis in April 2016.

Precast Concrete Sandwich Panel Walls (PCSPW’s) have been in use for over 60 years. They provide a very efficient building envelope for many buildings. Characteristic PCSPW’s comprise an outer and inner layer (or wythe) of concrete separated by an insulating material. To use all of the material as efficiently as possible, the layers are attached by connectors which penetrate through the insulating layer and are embedded in either concrete wythe. Environmental modelers rely on a variety of computational models to make predictions, test hypotheses, and address specific problems related to environmental science and natural resource management. Scientists and engineers must devote significant effort to preparing these computational models.
