Accurate estimation of traffic state under oversaturated conditions is fundamental to a wide range of transportation applications. While intuitive, volume-to-capacity (q/qc) ratio-based link performance functions (LPF) are challenged by the U-shaped pattern of real-world speed-flow plots, which contradict the monotonic assumptions of link performance models such as the Bureau of Public Roads (BPR) function, particularly when q/qc ≥ 1. This study addresses this critical gap by proposing an enhanced demand estimation method grounded in the Greenshields model, incorporating a real-time inflow correction factor to more accurately capture traffic demand at bottlenecks. Interpretable Machine Learning For Bridge-Pier Scour Prediction And Flood Resilience, Adil Khan, Dalya Ismael

Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation. Hurricane Irma stands as one of the most destructive tropical storms to make landfall in the United States, particularly impacting the State of Florida, where it prompted the largest evacuation in history with approximately 7 million residents. The profound consequences of mass evacuation underscore the critical need to understand travel behaviors during hurricane evacuation and the recovery process. This research analyzes statewide evacuation and re-entry patterns, leveraging diverse datasets, including TTMS data from main corridors and GIS data. The City of Norfolk, Virginia faces substantial stormwater management challenges due to shallow groundwater, tidal influence, dense urban development, and limited right-of-way. These constraints limit the applicability of many Best Management Practices (BMPs) and require the early identification of feasible practices before detailed hydrologic modeling. This thesis introduces a decision-support tool that quickly and systematically identifies and prioritizes BMPs that are both feasible and well-suited to Norfolk’s Municipal Separate Storm Sewer System (MS4) program, streamlining early-stage selection and saving time and resources.

The production of cement ranks as a major source of global CO₂ emissions because of the high energy requirements needed to create clinker. The construction industry is actively seeking ways to reduce its carbon footprint. Utilizing industrial waste materials to partially replace cement can lower emissions. This research evaluates a ternary binder system which uses Cement Kiln Dust (CKD) and Glass Powder (GP) to replace a portion of Type IL (Portland Limestone) cement. Lithium (Li) is a critical component in modern green energy technologies, serving as the cornerstone for advanced batteries used in electric vehicles, renewable energy storage, and portable electronics. To address the increasing global demand for lithium, this study explores the synthesis and performance of ion-sieve novel adsorbents derived from the spinel-type precursor Li4Mn4.5Zr0.5O12 (LMZO). The precursor was produced using an economical solid-phase reaction that involved lithium, manganese, magnesium, and zirconium salts. Observations indicate that there is a discrepancy between water level measurements from NOAA’s acoustic gauges and radar gauges. NOAA’s acoustic gauges use a downward-looking acoustic sensor that measures the instantaneous distance from the sensor to the water level. To create a calm water surface for measurements, the sensor is placed in a PVC tube that penetrates the water surface to a certain depth. This tube is called the stilling well. As climate change intensifies and sea levels rise, coastal aquifers become increasingly vulnerable to interacting oceanic and terrestrial processes. This dissertation examines the combined impacts of climate change and sea-level rise (SLR) on coastal shallow groundwater using an integrated surface-subsurface hydrologic model, focusing on the low-lying Little Creek watershed (LCW) in Norfolk, Virginia. The SWAT-MODFLOW model, a coupled system, unifies land surface, streamflow, and groundwater processes, providing a comprehensive framework for watershed-aquifer analysis. A study of the elasto-plastic behavior of single-story single-bay orthogonal steel space frame under an angular earthquake ground motion is investigated. The building frame is subjected to a horizontal earthquake ground motion not aligned with the building’s principal axes. Such a frame can develop biaxial bending and torsion in its members. The governing differential equations of equilibrium for the typical biaxially loaded sway beam-column are presented and iteratively solved using a finite-difference scheme. This dissertation presents the outcome of a study of the dynamic soil-structure interaction response of tapered wood utility poles embedded in various foundation soils subject to quasi-static and dynamic wind loads. The study includes the effects of nonlinear soil behavior with varying quantities of moisture and nonlinear cable tension loads on a class H1 wood pole. The natural frequency response of the pole is determined using a finite element formulation. Presented herein is a study of the stability and strength of pultruded glass fiber reinforced polymer (Glass FRP) beam-columns with an I-shaped cross section subjected to biaxial bending and torsion including shear and warping deformations. Three coupled differential equations of equilibrium including second-order effects and geometric imperfections are formulated and solved using a finite-difference scheme. Both BFRP reinforcement as well as BFRP fabric are used in this investigation. This dissertation examines and presents mechanisms of flooding in a low-gradient coastal watershed, located in Virginia Beach, Virginia, USA. The watershed comprises the North Landing River watershed and the West Neck Creek watershed, both characterized by a low topographic gradient. The analysis relied on examining simulations generated using one-dimensional and two-dimensional HEC-RAS models. These models were developed using a 1-m digital elevation model (DEM) obtained from the U.S. Geological Survey (USGS). This dissertation presents an effective model to determine the dynamic properties of local soils and their impact on the seismic response of a typical mid-height reinforced concrete building. The results of the study suggest that the use of global models and empirical relationships for the dynamic properties of soils may not consider the effects of unique stress conditions on the cyclic response of the foundation soil. Hampton Roads Sanitation District (HRSD) is recharging purified wastewater into the Potomac Aquifer via the Sustainable Water Initiative for Tomorrow (SWIFT) project. Conventional SWIFT treatment applies coagulation, flocculation, sedimentation, ozonation, biofiltration, granular activated carbon (GAC) adsorption, and ultraviolet disinfection to secondary effluent to produce water that meets drinking water standards for managed aquifer recharge. HRSD is considering implementing direct filtration as an alternative to conventional treatment for two additional SWIFT facilities. Direct filtration presents an opportunity for significant cost savings by eliminating sedimentation, shortening flocculation detention time, and reducing coagulant usage. Numerous studies have concentrated on developing user-centered designs for hazard zone maps but rarely for hazard-oriented geomorphological maps, named as Geomorphological Hazard Thematic Maps (GHTMs) in this study, which provide more detailed information about natural hazards. This study developed a user-centered mapping design for GHTMs for nonexperts in geomorphology. We invited civil engineers and high school educators to evaluate a sample GHTM's design in group and focus group panel interviews. The civil engineers preferred maps with more geomorphological features, whereas the educators preferred simple designs. How to consider effects of climate change on the design and management of hydrology related infrastructure is crucial but remains a challenge for sustaining resilient society. This study analyzed mechanisms of flooding in Blackwater River Watershed, located in coastal Virginia and hydraulically connected with mid-Atlantic Ocean. The analysis was based on the examination and simulation of the rainfall-runoff relationship, and such an analysis is very important for conventional water resource management and dealing with hydrologic extremes (e.g., floods and droughts, as well as ecological and pollution discharges). The rainfall-runoff relationship is a quantitative description of the hydrologic cycle, a dynamic process that can be interactively influenced by various factors, namely climate, topography, soils, land use and land cover, and land management practice.

Low-crested and submerged structures (LCS) play an integral part in the stabilization of shorelines for recreational purposes, yet there are a plethora of empirical models and gaps in the understanding of their stability and damage progression. One of the paramount goals of oyster reef living shorelines is to achieve sustained and adaptive coastal protection, which requires meeting ecological (i.e., develop a self-sustaining oyster population) and engineering (i.e., provide coastal defense) targets. In a large-scale comparison along the Atlantic and Gulf coasts of the United States, the efficacy of various designs of oyster reef living shorelines at providing wave attenuation was evaluated accounting for the ecological limitations of oysters with regards to inundation duration.
