Since 1932, due to human and natural processes, over 2,000 square miles of Louisiana’s coast have been lost. River sediment diversions have been proposed as sustainable options to combat land loss. These projects, like the proposed Mid-Barataria Sediment Diversion, are designed to deliver sediment-rich Mississippi River water into nearby bays and estuaries, helping build and maintain land. Ultra-High-Performance Concrete (UHPC) is an advanced concrete material known for its strength and durability. Its superior mechanical properties make it an ideal material for demanding structural applications such as bridges. Accurate setting time measurements are crucial in helping to optimise the performance of UHPC. All conventional methods and standards for measuring the setting time of concrete rely on using expensive specialised equipment, such as the Vicat apparatus, which assesses penetration depth or resistance. As climate change intensifies the frequency and severity of hurricanes, the resulting flood events pose escalating threats to transportation infrastructure and community well-being. This dissertation addresses the intersection of flood resilience, network connectivity, and social equity by integrating principles from network analysis, equity planning, and disaster resilience. The research begins by examining the social dimensions of accessibility loss during hurricane-induced flooding. Spatial and demographic analysis reveals that Native American and Hispanic populations in the case study region experience the most significant reductions in access to essential service facilities, highlighting inequities in systems.

The Texas Coastal Lowlands Aquifer System (CLAS) is a crucial water resource for the Gulf Coast, serving millions through municipal, agricultural, and industrial supplies. However, its sustainability is increasingly threatened by factors such as population growth, saltwater intrusion, land subsidence, and climate change. Coastal vegetation attenuates waves in the nearshore zone and protects shorelines from storm surge and wave action. It also traps nutrients and sediment, and participates in the formation of land over longer time scales. These features of vegetation make it a common component of nature-based engineering projects. Interaction of water waves and flow with vegetation, however, can involve unsteady and turbulent flow, non-hyrdostatic pressure effects, and air entrainment that can hinder the use of simple parametric representations of vegetation drag. Airport authorities constantly collect pavement condition data and utilize life-cycle cost analysis to select construction and maintenance alternatives. The current Federal Aviation Administration (FAA) Advisory Circular 150/5380-7B recommends using Pavement Condition Index (PCI) to assess airfield pavement condition for planning of Maintenance and Rehabilitation (M&R) treatments. However, structural and functional performance might not be fairly represented by solely one indicator, the PCI. Asphalt mixtures are traditionally produced using the Superpave mix design method, which emphasizes volumetric properties; however, current research is shifting toward performance-based and sustainable approaches. Within this context, the French High Modulus Asphalt Concrete (HMAC) design focuses on achieving specific performance criteria for workability, stiffness, rutting resistance, and fatigue behavior, employing a hard binder with higher asphalt content and fewer air voids than Superpave mixes. The present work corresponds to the development and the application of a cost-effective Engineered Cementitious Composites (ECC) mix design with the name M3-1.5%. Once the material was developed it was applied in the construction of a novel engineered cementitious composites ultrathin whitetopping (ECC-UTW) overlay. The overlay was constructed in May 2019 at the Pavement Research Facility (PRF) in Port Allen, Louisiana. The project was built on top of a distressed asphalt pavement corresponding to a previous project. This study investigates wind load design methods for ground-mounted solar panels and arrays by comparing Computational Fluid Dynamics (CFD) simulations with design standards. A case study of a solar farm impacted by Hurricane Maria examines the effects of elevation height, tilt angle, and variations in the American Society of Civil Engineers (ASCE) standards on wind loads and structural failure. Turbulence models, including Reynolds Stress Model, k–ε Model, and Large Eddy Simulation (LES), are used to analyze wind pressures, lift, drag, and peak pressures. Open-graded friction course (OGFC) is a thin asphalt mixture surface layer with a high percentage of coarse aggregates and high interconnected air voids, which provides improved skid resistance, visibility, and decreased pavement-tire noise. Porous Asphalt Concrete (PAC), also known as Open-Graded Friction Course (OGFC), is known for its high permeability, which provides benefits such as enhanced rainwater drainage, improved skid resistance, and reduced hydroplaning risks. These characteristics are due to its high air void content, allowing water to flow through the pavement and reducing splash, spray, and noise compared to conventional asphalt mixes. However, this high air void content also contributes to durability concerns, such as raveling, stripping, and clogging, which can reduce service life and increase costs, making OGFC more expensive than conventional asphalt mixtures.

Vibrio vulnificus is a halophilic gamma proteobacterium that is autochthonous to coastal waters and is responsible for 50% of seafood-related deaths in the United States. This study presents a series of nowcasting and forecasting models for predicting vibrio vulnificus abundance in oysters by identifying the long-range dependence of vibrio vulnificus abundance on antecedent environmental conditions and detecting the environmental conditions using satellite remote sensing technology. The objectives of this research were to: 1) develop an approach to determine the effectiveness of regional storm surge reduction strategies and structural mitigation measures for aboveground storage tanks (ASTs), and 2) study the feasibility of controlled flotation of ASTs during flood and storm surge events. This study provided a comprehensive risk assessment strategy for regional portfolio of tanks, considering all dominant failure modes relevant to future planning initiatives aimed at reducing AST failures. This study investigates the social impacts of major disruptions on human mobility from the perspective of accessing destinations. This study used a large-scale dataset from SafeGraph and focused on analyzing the impacts of COVID-19 and Hurricane Ida on destination access in Louisiana. Lake Pontchartrain, an oligohaline estuary, experienced frequent HABs from 2018 to 2023. Transportation departments have made significant strides in addressing the challenges posed by the increasing weights of trucks on bridges. While there is a growing awareness of overheight vehicle collisions with bridges, implementing effective countermeasures remains limited. The susceptibility of bridges to damage from such collisions is on the rise, further exacerbated by unpredictable lateral impact forces. This study employs nonlinear impact analysis to assess the response of an unprotected vehicle-girder model, yielding realistic deformation outcomes comparable to observed impacts on the US-61 bridge. Uncontrolled groundwater exploitation can lead to aquifer depletion, land subsidence, and saltwater intrusion. Effective groundwater management is challenging due to the intricate nature of subsurface hydrogeology and spatiotemporally variable pumping, especially in a multi-aquifer system. To ensure sustainable withdrawal, multi-objective optimization is an effective tool for balancing management goals and drawdown effects. However, running simulation-optimization using detailed groundwater models is computationally expensive, pushing decision-makers to decide based on limited scenarios. This study is motivated by the evident gap in integrating Complete Streets principles into pavement preservation. Complete Streets opportunities, which aim to accommodate all road users, are typically encouraged in all kinds of projects including new construction, reconstruction, preservation, and rehabilitation. While the concept of Complete Streets is understood in terms of new construction (e.g., building sidewalks), its application through pavement preservation programs is not well-developed.
