The objective of this study is to understand the nature of primary and secondary traffic incidents, assess their impacts and explore the implications in traffic operations, safety, and planning. To achieve the objective, a queue-based secondary incident identification method was developed and applied based on detailed incident, traffic and geometric data sets from Hampton Roads, Virginia. In a time of economic recession and drought, the Texas Water Development Board is reviewing alternatives to the current Texas Commission on Environmental Quality requirement of demonstration-scale pilot testing membrane desalination to decrease permitting costs and project construction delays. One alternative is to use engineering judgment with membrane manufacturer's software models to predict membrane performance and ensure that product water quality requirements will be met. The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Although gravity models have been used extensively in transportation studies, little work has been done to address the special characteristics of freight transportation, such as the definition of friction factors and the differences between long-haul and short-haul trips. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This planning may be for naught if obstructions block key roadways. In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. This paper describes an ongoing collaboration between the Hope College student chapter of Engineers Without Borders – USA and the rural community of Nkuv in the Northwest Province of Cameroon related to improving drinking water quality using Manz biosand filters. The collaboration began in 2006 and focused on developing a community-based construction and distribution model for household water treatment units. Results from microbiology testing of the constructed filters indicate that this water treatment method is effective for improving water quality in rural areas. Many rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicle. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces. The access and the use of advanced traveler information systems (ATISs) by drivers during normal commuting have been extensively assessed and analyzed. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. Asphalt emulsion has been used for base material stabilization in a few TxDOT districts. Results from these practices were quite different. The initial performance of two projects on US287 constructed around 2000 in the Amarillo District has been found to be satisfactory. However, the Yoakum District has reported problems with asphalt emulsion for base work in a project on FM 237. The preliminary conclusion from these trials has been that asphalt emulsion may not perform well in the high humidity/high rainfall areas like east Texas. Crashes are the result of complex interactions between several factors representing driver, roadway, vehicle, and environmental characteristics. Understanding to what degree each factor contributes to the severity of a crash is not a simple task. The outcomes of crashes in the US have been an average of 42,000 deaths and 3 million injuries per year. To better understand the role of significant contributors to crashes, three sets of models using multinomial logit and one using ordered probit were calibrated. In 2002, there were 1,299,000 crashes at signalized intersections in the United States. These crashes account for approximately 21 percent of total crashes and about 24 percent of all fatal and injury collisions. The social and financial impact of this number of collisions is substantial. The Federal Highway Administration (FHWA) and other agencies have recognized the detrimental effects of intersection crashes on our society and continue to fund research that will lead to a decrease in crash frequency. Successful evacuations of metropolitan areas require overcoming unexpected congestion that reduces traffic flows. Congestion may result from accidents, incidents, or other events that reduce road capacity. Traffic professionals and emergency managers may promote deviations from planned routes to bypass an area of congestion and speed mass exit. However, some route changes may actually reduce traffic flow rates, and in these cases decision makers may want to discourage use of alternate routes. Driving under the influence of intoxicants (DUII) applies to operating a vehicle under the influence of any substance that can impair driving performance. Nationally and locally there is a strong desire to reduce the societal impacts of this significant social problem. The trend in U.S. alcohol-related motor vehicle crashes was generally decreasing in the mid to late 1980’s but has remained fairly flat since the early 1990s. In 1982, approximately 60% of all US traffic fatalities were alcohol-related. By 1994, this had decreased to 43% but in the decade that followed it has changed little. In 2005, nearly 39% of …

With fast population growth and economic development in the US-Mexico Borderland, water diversion and usages has reduced the flow substantially in the Low Rio Grande River (LRGR). Tidal portion of the LRGR has posed an environmental drought issue since 1993 and the channel clogged with the invasion of non-native plants also causes environmental problems. As a result of the intensity of these natural and manmade factors, the Rio Grande stopped flowing to the sea in February 2001. This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. Presents a solution to the user equilibrium dynamic traffic routing (DTR) problem for a point diversion case using feedback control methodology. The sliding mode control technique which is a robust control methodology applicable to nonlinear systems in canonical form is employed to solve the user equilibrium DTR problem. The canonical form for this problem is obtained by using a feedback linearization technique, and the uncertainties of the system are countered by using the sliding mode principle. In order that public transportation policies relating to energy conservation might be identified, correlated, and assessed, a mail survey of local, regional, state, and federal appointed and elected officials was made. This survey also included contacting members of the regional business community. Although the responses received did not constitute the complete survey mailing, they did provide insight to the individual policymaker's perception of what public policy is now in effect and how it was enacted, particularly those pertinent to energy conservation in the transportation sector.
