Urban drainage systems are influenced by several future drivers that affect the performance as well as the costs of the systems. The uncertainties associated with future drivers and their impact creates difficulties in designing urban drainage systems sustainably. A review of the different future drivers for urban drainage systems illustrates that no sufficient future predictions for the long operational life spans of the systems are possible. This dissertation contends that to deal with future uncertainties, flexibility in urban drainage systems is necessary.

The Liffey Estuary and Dublin Bay, Ireland are of a great recreational and conservational value. Until recently, the Electricity Supply Board (ESB) plant at Poolbeg, Dublin, abstracted dilution water from the estuary for cooling purposes and subsequently discharged this water back to the estuary at temperatures that were sometimes 7-9oC above ambient values. Prior to its discharge to the estuary, the ESB cooling water was mixed with the sewage effluent from Ringsend Treatment Works, creating a warmer and less-saline pollutant plume that remained buoyant on the water surface, adversely effecting water quality. This study seeks to investigate a problem of predicting the hydraulic conductivity of NAPLs in partially saturated soils and to relate the hydraulic conductivity to basic soil parameters that are either easy to determine or are in wide use. The objective of this study is to understand the nature of primary and secondary traffic incidents, assess their impacts and explore the implications in traffic operations, safety, and planning. To achieve the objective, a queue-based secondary incident identification method was developed and applied based on detailed incident, traffic and geometric data sets from Hampton Roads, Virginia. Runoff from roadways carries pollutants which may be detrimental to aquatic ecosystems. The primary pollutants of concern for roadway runoff are solids and heavy metals, particularly cadmium, copper, and zinc. Roadway runoff falls under the legislation of the Clean Water Act (CWA) via the National Pollutant Discharge Elimination System (NPDES). Geologic hazards such as coastal erosion, landslides, seismic loading, etc. constantly threaten public highway construction and maintenance. Repeat surveys using terrestrial laser scanning (TLS, ground-based LiDAR) enable rapid 3D data acquisition to map, see, analyze, and understand the processes generating such problems. Previously, change detection and analysis between scan surveys was conducted during post-processing upon return to the office, instead of while collecting data in the field. Replacement of the steel grating deck on the lift span of the Morrison Bridge in Portland, OR, will utilize glass fiber reinforced polymer (FRP) panels to address ongoing maintenance issues of the deteriorated existing deck, improve driver safety and introduce bridge water runoff treatment. This report outlines the testing methods and results of an experimental program aimed primarily at evaluating a new open cell deck. This final report will present results from a two year study to monitor the performance of a hybrid reed willow bed facility at Lynches Lane, in the administrative area of South Dublin County Council (SDCC). Design specifications for the facility are presented. Monitoring results for a two year period including influent and effluent parameters, rainfall, potential evapotranspiration, and soil classification are also presented and discussed. Purpose: Many life cycle assessment (LCA) studies do not adequately address the actual lifetime of buildings and building products, but rather assume a typical value. The goal of this study was to determine the impact of lifetime on residential building LCA results. Including accurate lifetime data into LCA allows a better understanding of a product’s environmental impact that would ultimately enhance the accuracy of LCA results.

The goal of this paper is to model the interaction of humans with their built environment during and immediately following a natural disaster. The study uses finite element simulations to evaluate the response of buildings under input ground motions and agent-based dynamic modeling to model the subsequent evacuation of building occupants in the study area immediately following the seismic event. In a time of economic recession and drought, the Texas Water Development Board is reviewing alternatives to the current Texas Commission on Environmental Quality requirement of demonstration-scale pilot testing membrane desalination to decrease permitting costs and project construction delays. The project described in our report looks at four alternatives to eliminate odor from the intersection of Las Vegas Blvd and Flamingo Rd: biofiltration, Granulated Activated Carbon (GAC) filtration, nitrate addition and the alternative of doing nothing. The odor is caused mainly by hydrogen sulfide, which escapes from the sewer system in this area. Each alternative was evaluated based on effectiveness, land usage, energy consumption, water and material usage, and cost. Cost was further broken down into initial costs and annual costs, and then a cash flow analysis was performed to evaluate the cost over a 30 year timeframe.

Tippin Water Treatment Facility (DLTWTF) serving the city of Tampa, Florida is an advanced drinking water treatment facility consisting of coagulation/flocculation, ozonation, granular activated carbon biofiltration, and disinfection by chloramine. New regulations and the recent economic crisis pushed the facility to investigate methods to decrease costs and meet regulatory requirements easier.

The two major issues identified as priorities for investigation were the optimization of the biofiltration system and the use of a novel process to reduce the formation of bromate during ozonation.

Water quality monitoring was conducted in two urban watersheds (Colonial Hills and Taylor Park) located in southeast Lincoln, NE over a three year period spanning from October 2008 through September 2011. In-line probes continuously measured for turbidity, conductivity, dissolved oxygen, and water temperature while other water quality constituents were analyzed for discrete water samples collected using grab and automatic sampling techniques. The water quality data was used to calculate event mean concentrations (EMCs) for sixteen storm events sampled over the duration of the project period. An investigation was conducted related to the dimensional stability of geosynthetic clay liners (GCLs) in landfill applications. Multiple occurrences of panel separation of overlap seams in GCLs have been documented; however, explanation for the relative contribution of various mechanisms causing shrinkage has been limited. A systematic test program was conducted to determine the effects of a variety of conditions on GCL dimensional stability.

This report describes analysis undertaken to establish a method for incorporating traffic operations and ITS strategies into the GreenSTEP model. We first discuss operations impacts on fuel economy and delay from the literature. Then, an investigation of delay adjustments in GreenSTEP shows that different methods of representing delay changes lead to similar (and small) impacts on fuel economy. From this result we establish average speed adjustment by congestion level as the preferred method for incorporating delay effects from operations improvements. This report presents a strain-rate dependent plastic constitutive model for clays. Based on the concepts of critical-state soil mechanics and bounding surface plasticity theory, the model reproduces the mechanical response of clays under multi-axial loading conditions and predicts both the drained and undrained behavior. The model parameters are determined for Boston Blue Clay, London Clay and Kaolin Clay, and the performance of the model in simulating the mechanical response of these clays is demonstrated for low to medium strain rates. The report presents a constitutive model for simulating the high strain-rate behavior of sands. Based on the concepts of critical-state soil mechanics, the bounding surface plasticity theory and the overstress theory of viscoplasticity, the constitutive model simulates the high strain-rate behavior of sands under uniaxial, triaxial and multiaxial loading conditions. This paper compares a 3-dimensional hydro-ecological model with a 2-dimensional model simulating the distribution and fate of Escherichia Coli (E.Coli) discharges from a sewage treatment plant discharging into Dublin Bay, Ireland. Before being discharged, the effluent from the sewage treatment plant is mixed with cooling water from a thermal generation plant resulting in a warm buoyant sewage plume that can be 7 − 9oC higher than the ambient water in the Bay. Water scarcity is a pressing global issue. Greywater (GW) reclamation is a viable option to reduce freshwater demand. The objectives of this work were to: a) evaluate the feasibility of the combination of shredded tire biofilter (STB) technology and membrane bioreactor (MBR) technology in GW reclamation; b) study the effects of various parameters on STB performance; and c) understand the fouling mechanisms to lower the energy consumption in MBRs. The presence of natural estrogens, a class of endocrine disrupting compounds, in water has caused increasing concerns over their adverse impacts on the health of aquatic eco-systems and human beings. In this study, adsorption characteristics of two natural estrogens, 17β-estradiol (E2) and estrone (E1), on granular activated carbon (GAC) were investigated in isotherm tests and in a GAC column. Laterally loaded piles are analyzed using the Fourier finite element method. Pile response was observed to be a function of the relative stiffness of pile and soil and of the pile slenderness ratio. The analysis is mostly performed for piles embedded in elastic soil with constant and linearly varying modulus although the pile response in two-layer soil profiles is also investigated. Equations describing pile head deflection, rotation and maximum bending moment are proposed for flexible long piles and stubby rigid piles.
