Adaptive ramp metering (ARM) is a widely popular intelligent transportation system (ITS) tool that boasts the ability to reduce congestion and streamline traffic flow during peak hour periods while maintaining a lower implementation cost than traditional methods such as freeway widening. This thesis explores the effectiveness of ARM implementation on an 18 mile segment of the Interstate 80 (I-80) corridor in the Bay Area residing in northern California. Smaller segments of this particular segment were analyzed to determine the effective length of ARM on efficiency at various lengths originating from a known bottleneck location. The purpose of this project is to evaluate the safety and operational differences between three left-turn treatments: permitted, protected, and protected-permitted left-turn phasing. Permitted phasing allows vehicles to turn left after yielding to any opposing vehicles; protected phasing provides an exclusive phase for vehicles to turn left that does not allow opposing vehicles; and protected-permitted phasing combines the previous phasing alternatives, allowing vehicles to turn after yielding while also providing some green time for protected left-turns.As part of evaluating the differences between these left-turn treatments, crashes before and after the change at intersections that had experienced a permanent change from …

Roadway resurfacing and overlay projects effectively reduce the height of roadside barriers placed adjacent to the roadway, which can negatively affect their crashworthiness. More recently, bridge rails and concrete barriers have been installed with slightly increased heights to account for future overlays. However, adjacent guardrails and approach transitions have not yet been modified to account for overlays. The objective of this project was to develop an increased-height, approach guardrail transition (AGT) to be crashworthy both before and after roadway overlays of up to 3 in. (76 mm).

With the dramatic increase of non-motorized transportation users, more people are concerned about the non-motorized traffic safety. Unfortunately, bicyclist and pedestrian are prone to more severe injuries when involved in a crash. For bicycle crashes, failing to yield/disregarding traffic control device, and lack of non-motorized facilities were identified to be the main causes of bicycle crashes in urban intersections. Over the last decade, researchers have explored various technologies and methodologies to enhance worker safety at construction sites. The use of advanced sensing technologies mainly has focused on detecting and warning about safety issues by directly relying on the detection capabilities of these technologies. Until now, very little research has explored methods to quantitatively assess individual workers’ safety performance. This report documents an analysis of traffic crash data in Kentucky for the years of 2013-2017. A primary objective of this study was to determine average crash statistics for Kentucky highways. Rates were calculated for various types of highways and for counties and cities. Difference criteria were used for exposure.

Executive Summary
Fatalities resulting from traffic crashes in Kentucky increased from a low of 638 in 2013 to 834 in 2016 (a 31% increase), and there is not a full understanding of the underlying causes for this trend. This study analyzes fatal crashes using data from both Kentucky’s crash reports and the National Highway Traffic Safety Administration’s (NHTSA) Fatal Accident Reporting System (FARS) to identify countermeasures to combat increasing fatal crash rates. In addition, this study compares Kentucky’s crash reports to the fatal crash data in FARS to identify data inconsistencies and recommend procedures to eliminate these inconsistencies.

Evaluating the safety maturity of construction contractors before awarding the contract is an effective strategy that many owners have started to implement. At a construction site, workers mainly rely on two senses, which are sight and sound, in order to perceive their physical surroundings. However, they are often hindered by the nature of most construction sites, which are usually dynamic, loud, and complicated. To overcome these challenges, this research explored a method using an embedded sensory system that might offer construction workers an artificial sensing ability to better perceive their surroundings. Preliminary research found that jobsite safety practices are not a hinderance on a project schedule when managed well. A survey of students and industry professionals was the methodology used to gather this information. The Midwest Pooled Fund Program has been developing a prototype design for a non-proprietary, high-tension, cable median barrier for use in a 6H:1V median V-ditch. This system incorporates four evenly spaced cables, Midwest Weak Posts (MWPs) spaced at 8 to 16 ft (2.4 to 4.9 m) intervals, and a bolted, tabbed bracket to attach the cables to each post. Full-scale crash testing was needed to evaluate the barrier’s safety performance. The objective of this research effort was to mitigate the potential for floor pan tearing and penetration into the occupant compartment by modifying the posts utilized in a prototype cable barrier system. A series of dynamic component tests were conducted on the modified Midwest Weak Post (MWP). A bogie vehicle was equipped with a simulated floor pan designed to replicate the height, thickness, and strength of the floor pan of a Kia Rio. Highway engineers sometimes believe that if they redesign streets to improve pedestrian safety (for example, by introducing traffic calming techniques) they might be successfully sued for negligent design by motorists. This chapter suggests that in such situations, governments are likely to be protected by discretionary function immunity. In addition, the chapter discusses a variety of technical issues.

The objective of this research study was to review and analyze the system failure observed during crash testing of an increased span length for the MGS long-span guardrail system in test no. MGSLS-2. Test no. MGSLS-2 was a full-scale crash test conducted on the MGS long-span guardrail with a span length of 311⁄4 ft (9.5 m). This test utilized universal breakaway steel posts (UBSPs) adjacent to the long span in lieu of the controlled release terminal (CRT) wood posts used in previous long span systems.
