Crash Rates At Intersections, Eric R. Green, Kenneth R. Agent

Kentucky Transportation Center Research Report

The objectives of this study were to develop a database of intersections, match traffic crashes to these intersections, calculate crash rates for various types of intersections, and identify intersections with the highest crash rates. A procedure was used to: a) identify intersections, b) assign crashes to these intersections, c) determine entering traffic volume, d) calculate a crash rate for each intersection, and e) calculate a critical rate factor (CRF) for each intersection.

About 7,000 intersections were identified with almost 19,000 crashes related to these intersections for the three-year period of 2000 through 2002. The analysis identified 428 intersections that had …

Traveler delay is the problem most often associated with highway crashes, but by far the most serious problem is the resulting secondary crashes that occur. Another related issue is the danger posed to response personnel serving the public at the scene of a crash. The longer a crash is in place, the longer the responders are vulnerable and exposed to injury.

Red light running (RLR) is a dangerous act. Approximately 22% of urban crashes at signalized intersections are caused nationwide by RLR. Nearly 1,036 deaths were caused nationwide by RLR in the year 2000. Indiana had no previous research conducted in this area; therefore, this research was aimed at estimating the RLR problem in Indiana. The other objectives of this research included: learning drivers’ opinions on the problem, studying the effectiveness of selected countermeasures, and studying the legal issues related to photo-enforcement. Traffic signals are used to control the right of way at intersections. Strict engineering guidelines are published in the Manual on Uniform Traffic Control Devices (MUTCD) that engineers use to determine if a traffic signal is “warranted”. The warrants provide consistent national balance between mobility, safety, efficiency, and costs. However, signalized intersections are often viewed by the general public as safer then unsignalized intersections. This belief is often heightened when there are personal injuries and even higher when children are involved. The repeal of the National maximum Speed Limit law in 1995 enabled individual states to set their own speed limits. Speed limits are necessary to ensure mobility while preserving highway safety. It is important that states continually monitor and evaluate existing operating speeds in the context of changing patterns of travel, and changing characteristics of highways, vehicles, drivers, and land-use. From the passage of the National Maximum Speed Limit (NMSL) of 55 mph in 1974 through its repeal in 1995 speed monitoring programs have been mandated by the federal government. The objectives of this research study were to conduct a detailed analysis of truck accidents and recommend countermeasures to reduce the number and severity of this type of accident. Police reports for fatal accidents in which a truck was involved were reviewed for the period 1994 through 1997. Each accident report was reviewed and classified into types of accidents and causative factor categories. The most common accident involved another vehicle crossing the centerline into the path of a truck. The Indiana Department of Transportation (INDOT) is currently implementing (or has implemented) several components of Intelligent Transportation Systems (ITS). This includes a mini Advanced Traffic Management Systems (ATMS) implemented on a three-mile stretch of the Borman Expressway to evaluate advanced non-intrusive sensor systems and the associated communication infrastructure for the installation of a full-scale ATMS on the 16-mile stretch of the Borman Expressway. Much work has been published regarding discharge coefficients for various weir structures. What has not been published to the same extent are the effects of model scale associated with the weirs being studied. If laboratory weirs are too small, scale effects can affect the magnitude of the discharge coefficient. The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A systematic procedure was developed in the present study that can be used to make a decision regarding the appropriate lane closure strategy at a particular interstate work zone. Four criteria were identified which influence such a decision, namely user travel time and vehicle operating cost, traffic control cost, safety, and contractors’ convenience. The influences of these criteria were aggregated using the Analytic Hierarchy Approach. Installations were made by Kentucky Utilities Company personnel and monitoring has been performed by Kentucky Transportation Center investigators. Retrofit hardware is described and locations of modified poles are detailed.
