The primary goal of this research is to show how a fully developed driveway database will improve access management practices resulting in a reduction in crashes, injuries, and fatalities on our roadways. The results of this thesis highlight a close relationship between driveway characteristics and the incidence of crashes. Thus, it is critical to be proactive in enforcing access management strategies and policies that are designed to enhance driveway safety without compromising the economic vitality of land use along roads. This thesis contains the results of the development of crash prediction models for curved segments of rural two-lane two-way highways in the state of Utah. The modeling effort included the calibration of the predictive model found in the Highway Safety Manual (HSM) as well as the development of Utah-specific models developed using negative binomial regression. The data for these models came from randomly sampled curved segments in Utah, with crash data coming from years 2008-2012. The total number of randomly sampled curved segments was 1,495. Over the past twenty years bicycle use as a mode of transportation has grown considerably in the United States. Other studies have examined the individual bicyclist’s risk in proportion to the growth in cycling across cities, a phenomenon referred to as ‘safety in numbers.’ This study expands from that research and examines the effect of cyclists on road safety for all road users.

The objective of the survey summarized in this report was to establish a statewide safety belt usage rate in Kentucky for 2014. This rate can be compared to those determined from previous surveys. The 2014 statewide survey continues to document the increase in usage associated with the change in the law to allow primary enforcement and related education and enforcement.

This study investigates the factors which affect the safety of non-motorized transportation within the influence area of intersections to enhance development of safety performance functions (SPFs). The scope of this study is limited to the four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids. Due to the current lack of research regarding the appropriate size of the influence area, this study investigates the distance of crashes relative to the center of 148 intersections to identify the most probable area of influence for different crash types. This research was focused on two issues related to multilane roundabouts on high-speed highways (speed limit 45 mph or greater) in rural and suburban areas. The first was the tradeoff between converting a traditional stop-controlled or signalized intersection to a multilane roundabout while the second was the safety of newly constructed high-speed multilane roundabouts in rural and suburban areas. The research team reviewed information from diverse published documents and conducted a survey of state and local transportation agencies. The Utah Department of Transportation (UDOT) Traffic and Safety Division continues to advance the safety of roadway sections throughout the state. To aid UDOT in meeting their goal the Department of Civil and Environmental Engineering at Brigham Young University (BYU) has worked with the Statistics Department in developing analysis tools for safety. The most recent of these tools has been the development of a hierarchical Bayesian Poisson Mixture Model (PMM) statistical model of traffic crashes and safety on UDOT roadways statewide and the integration of the results of this model in a Geographic Information System (GIS) framework. The looming surge in retirements will present a significant hurdle—especially as its large cohort of baby boom river pilots and captains reach retirement age. Fatigued driving is a type of driver impairment caused by a lack of sleep, sleep disorders, long drive times, etc. Fatigued driving enforcement aims to improve safety by removing impaired drivers from the roadway. While fatigued driving is detrimental to safety, there exists the issue of identifying fatigue. There is a range between being awake and asleep and, in order to improve safety, enforcement officers must be able to identify the point at which drivers are impaired.

This new edition brings the manual up to date, while incorporating the methodology of the national Highway Safety Manual (HSM). This 4th edition represents a complete re-working of all existing chapters of the manual. The changes are both stylistic and substantive. A contemporary book-style stylesheet was used to improve the appearance of figures, tables, headings, and labels. The purpose of this research is to develop an intersection safety evaluation tool that is capable of assisting designers and planners in the assessment of alternative intersection designs. A conflict exposure model utilizing design hour volumes, intersection configuration and traffic control measures is proposed to achieve this goal. This approach makes use of data typically available for preliminary intersection design. The research goes beyond existing safety performance models which only examine non-directional average daily traffic (ADT) or practices which only account for the geometric and lane configuration of an intersection, such as conflict point analysis.

This project evaluates the physical and economic feasibility of using existing traffic infrastructure to mount wind power generators. Some possible places to mount a light weight wind generator and solar panel hybrid system are: i) Traffic signal pole and ii) Street Light pole. Safety at highway-rail grade crossings (HRGC) is a major concern for different agencies because increasing highway and rail traffic presents a greater risk of crashes at these locations. In 2008, there were 2,391 crashes and 523 fatalities reported at grade crossings across the U.S. Of these, 187 crashes were reported in Nebraska, including 35 involving trucks with trailers and 10 involving trucks only. At gated crossings, gate-related violations by truck drivers are a primary cause of collisions between trains and trucks. During oblique vehicular impacts with longitudinal barriers, an occupant’s head is often ejected out of a side window. When this occurs, the occupant’s head can contact the barrier or an object attached thereto. This impact event, often termed head slap, normally produces a serious injury or fatality. Roadside barriers and any attached hardware should be designed with sufficient offset at the top to preclude head slap for most impact conditions. The objective of this study was to identify and analyze the occurrence of secondary crashes on roadways in Kentucky and recommend countermeasures to reduce their frequency and severity.
Results show a small percentage of crashes coded as a “Secondary Collision” were confirmed to be a secondary crash based on the definition and requirement of “a crash occurring as a result of a previous crash”. It appeared that many of those miscoded as a “Secondary Collision” were the result of misinterpretation of what constituted a secondary crash versus a secondary event. This thesis documents the results of the calibration of the Highway Safety Manual (HSM) safety performance function (SPF) for rural two-lane two-way roadway segments in Utah and the development of new SPFs using negative binomial and hierarchical Bayesian modeling techniques. SPFs estimate the safety of a roadway entity, such as a segment or intersection, in terms of number of crashes. The new SPFs were developed for comparison to the calibrated HSM SPF. Work zones present a risk to drivers and to personnel constructing the roadway. In 2005 work zones accounted for 2.5% of fatalities nationwide, 3.5% for the state of Utah. The goal of this research is to make work zones safer by quantifying the risk that they present to drivers. National and statewide (California) collision numbers are currently on the
decline; however, the U.S. is declining at a much slower rate than most other
developed countries, and in some aspects is actually regressing in terms of traffic
safety. Although state highway safety is improving, local roadway safety may
actually be regressing. Approximately three-quarters of all U.S. public roadways,
and approximately 80% of all injury accidents fall under the jurisdiction of cities.
However, cities may not be allocating the proper level of resources, or operating
under the proper administrative methodologies to adequately address these

In 2005, the Federal Highway Administration (FHWA) requested the development for the initial version of the Model Minimum Inventory of Roadway Elements (MIRE). MIRE is a roadway inventory and traffic data collection data program that has a strong focus on improving the decision process in safety programs. MIRE is not a mandatory state program, but is strongly recommended based on its potential advantages. Recent research has shown that traditional safety evaluation methods have been inadequate in accurately determining the effectiveness of roadway safety measures. In recent years, advanced statistical methods have been utilized in traffic safety studies to more accurately determine the effectiveness of roadway safety measures. These methods, particularly hierarchical Bayesian statistical techniques, have the capabilities to account for the shortcomings of traditional methods. Hierarchical Bayesian modeling is a powerful tool for expressing rich statistical models that more fully reflect a given problem than a simpler model could.
