In 2010, Kentucky implemented a Performance Registration Information Systems and Management (PRISM) based automated ramp screening system (PARSS) at the Boone County inspection station on southbound I-71. The purpose of the PARSS is to identify and screen every vehicle that enters the Boone County inspection station. The system provides automated screening of trucks based on the license plate number and the USDOT number displayed on the vehicle. If it is determined that the vehicle should be stopped for inspection, that decision is communicated to the truck driver via the existing directional arrows that direct drivers to the static scale for …

A primary objective of this study was to determine average crash statistics for Kentucky highways. The 2013 statewide survey continues to document the increase in usage associated with the change in the law to allow primary enforcement and related evaluation and enforcement.

The National Highway Traffic Safety Administration (NHTSA) has issued new Uniform Criteria for State Observational Surveys of Seat Belt Use. The final rule was published in Federal Register Volume 76, Number 63. Following is a summary of the methodology Kentucky will use to comply with the criteria described in the final rule. The methodology considers the experience of the past 30 years of safety belt data collection in Kentucky along with the guidelines contained in the final rule. The new methodology will be implemented beginning with the 2013 statewide survey.

This research study evaluated the current accuracy of the location information provided in Kentucky‟s crash data. Since the year 2000, the Kentucky Open Portal System‟s (KYOPS) eCrash form has included latitude and longitude data as well as the more traditional County, Route and Milepoint data (CRMP). The Kentucky Transportation Center conducted a research report in 2004 that evaluated the effectiveness of using latitude and longitude, or GPS, as a means to locate traffic crash data.1 This previous study found that both the CRMP and GPS location data had substantial problems resulting in the location data only being accurate about 50 …

Analytic predictive archaeological models can have great utility for state Departments of Transportation, but it is difficult to model the likelihood of prehistoric settlement using geographical proxy predictor variables because of the complexity of how settlement choices were actually made, and the complex interaction between these variables using GIS. In many cases classic statistical modeling approaches require too much data to be useful. This research reports on a preliminary predictive model that combines Spatial Analyst and fuzzy logic modeling to capture expert archaeological knowledge and convert this into predictive surface. Kentucky’s highway agency has embarked upon an initiative tagged “Practical Solutions” which sets its goal toward reducing costs throughout the project development process extended into operations and maintenance of all highway facilities. This study focuses on the planning and design stages of project development.
