In this study a Classification and Regression Tree (CART) classification system method was developed as an alternative to the HPMS conventional method of VMT estimation. Louisiana Highway Performance Monitoring System (HPMS) data from Federal Highway Administration (FHWA) and Louisiana highway network data from Louisiana Department of Transportation (LADOTD) were used to carry out the analysis. The CART classification was derived based on link attributes that effectively distinguished the homogeneous traffic volume sections. This paper presents a modeling approach based on a geographic information system (GIS) to estimate the variability of on-ground nitrogen loading and the corresponding nitrate leaching to ground water. The methodology integrates all point and nonpoint sources of nitrogen, the national land cover database, soil nitrogen transformations, and the uncertainty of key soil and land use-related parameters to predict the nitrate mass leaching to ground water. The analysis considered 21 different land use classes with information derived from nitrogen sources such as fertilizer and dairy manure applications, dairy lagoons, septic systems, and dry and wet depositions. The main focus of this study is to exhibit a simple and easily implemented process to identify hurricane evacuation zones. The proposed study presents a new methodology to delineate hurricane evacuation zones. The new methodology helps in easier identification of zones, thereby making the task of evacuation officials easier. Hurricane evacuation zones were identified based on the elevation of the points comprising the study area. An area layer was created based on the storm surge models run, and were overlaid with zip code boundary layer and land use data available. The purpose of the study was to conduct research and prepare documents, data tables, reports and GIS maps to be included in the INDOT SWQMP that address each of the following Minimum Control Measures (MCMs) specified in the federal and state regulation: (1) public education and outreach; (2) public participation and involvement; (3) illicit discharge detection with elimination; (4) construction site runoff control; (5) post-construction runoff control and (6) pollution prevention and good housekeeping. This presentation reviews work by the researchers that combines group dialogic techniques with analytic hierarchy and GIS to bring the knowledge of large groups of people to bear on a highway routing problem. A significant question is how technical knowledge and local information can be combined, either dialogically or mathematically, to provide the most faithful and practical version of a collaborative preference surface, what we call the Analytic Minimum Impedance Surface, or AMIS. Airport pavement maintenance is an extremely important link in any airport pavement management system. How to quickly and effectively perform pavement surveys and data collection at today's very busy airports, while minimizing disruption to the airport's normal operation, is a major issue in airport pavement maintenance management research. Because of the compelling need to reopen vehicular access routes to Sikeston, Cape Girardeau and St. Louis following a devastating earthquake, Missouri Department of Transportation initiated a study of those portions of US 60 and MO 100 that have been officially designated as emergency vehicle priority access routes. Second, a summary of the details surrounding the Indiana HARN survey. Finally, the station description of the HARN point in your county is attached with a map of the general area surrounding this point. Numerous graphical pre- and post-processors have been developed for numerical modeling. Many of these systems support numerical models that can be used for both steady state and transient simulations. Dealing with transient data can be particularly difficult in such an environment due to the differing time scales and units associated with transient field data and boundary conditions. A data model and a set of functions are presented in this paper as a simple, yet powerful strategy for managing temporal data in a comprehensive modeling environment. Pavement friction condition provides an important parameter in selecting highway rehabilitation and maintenance projects. The Research Division of Indiana Department of Transportation has been conducting annual pavement friction testing on the Indiana highway network. The Indiana Department of Transportation has sponsored the design and implementation of a decision support system for routing highway maintenance vehicles – the Computer Aided System for Planning Efficient Routes (CASPER). Designed for solving multiobjective route design problems, CASPER has been used by agency personnel to design routes for winter maintenance vehicles with significant results: cost savings of more than $9-million to the State of Indiana through more efficient use of materials, equipment, and personnel, while at the same time significant improvement in overall level of network and public service. A support tool for ground-water management decision making involves integration of a multiobjective optimization model, GIS and graphics software. Two results are improved consideration of spatial data within the optimization model and improved conversion of optimal strategies to real-world application. Another result is improved visualization of the trade-offs involved between conflicting management goals.

The report presents the findings of a study that investigated the potential uses of new technologies in INDOT. A survey of state transport agencies were conducted and the major groups of technologies identified are: CADD, GIS, Advanced Survey Techniques, Knowledge-Based Expert Systems, Planning and Programming Mdels, and a workshop with the INDOT executive staff were conducted to determine the priority areas for advanced technology applications. Suggestions were then made for the development of a new technology program within INDOT.
